he flnished off thds space approxlmateLy 15 yeats ago and was not aware ln
dolng so that .be vlolated a zonlng ordinance' He ls wiLlinfl Eo correct the
sltuation to be i.n compllance wlth zonlng. Therefore, we woul-d like to
reactlvate the Appllcation for Additlonal 250 square feet. The reactlvate
application would change the space. applled for to lncorporate a portion of
the finlshed space l-n the basement. The new space applled for ls internal
cpace and would not lncrease the existlng slte coverage.
'The finished basemeht area puts the resldence ln excess of al-lowabLe
GRFA for the slte. our intent is to use the 250 plus the 87 square foot
ldentlfled on the orlglnal floor plans (as meehanical space) therefore
naking a total of 337 square feet of allowable legal space. The remalning
space ln excess of 337 square feet would be fllled ln with earth until
it was less than 5r-0tt of head height. We vould llke to retain the space
ldentifled on the attached floor plan dated lO/I7,
tle expect to be on the DRB agenda on lt'ed. Oct . 19th because \te want
to go forward wlth the enclosure of the existlng GRFA that is currently the
covered d6ck. tle would like to propose that briuglng the basement into
zonlng compliance be a condition of the DRB approval and that both

INTRODUCTION AND PREVIOUS I.IORK
Thi s study of snow avalanche inpact and structural nitigation of
avalanche hazard on Lot B, Vail Va11ey - Third. Filing' Vail' Colorado' was
requested by Mr. Ed. Liwan. The study add"resses the specific avalanche
problens and. rniti.gation proced-r:.res applicable to the property d-escribed'
above and- does not necessarily apply at other locations. Thus application
of the design specifications to other locations may result in underd.esign
or overdesign of structures.
The Li.y-ran property is affected by deslgn-rnagnl tude avalanches fron
the Clubhouse Gulch avalanche path (d.escribed. 1n the next section of this
report). This avala^nche has been studied previously (Borlancl, !)l7i l[ears,
19?5, t9?6; Ha11ey, L9??), The Hal1ey study addresses the design-avalanche
characteristics in nost detail , is available on file at the Town of Vail
office, and, was used as the basis for this avalanche lrnpact and mitigation
study.
II. DESIGN-AVALANCTts CONDITIONS ON TI{E LIVRAN PROPERTY
The Clubhouse Gulch avaJ-anche path is located on the south wa1l of
the Va11ey of Gore Creek, and. extends vertically fron an elevation of J100rn
(torzoo ft) to 25oon (8,200 ft). The avalanche path heads irnrnediately below
a prominant red.d.ish-brown, vertically outcropping sandstone member of the
Minturn Fornation and extends at the lower terninus' onto a sparsely-tim-
bered. a11uvia1 fan comprised. on material transported- from the upper basin
prinarily by fluvial processes. This all-uvial "debris fan", wh1le not the
result of snow avalanching, does serve as the "runout zone" for large ava-
lanches of various types. Danaged aspen and aspen aligned para1le1 to the
avalanche flow direction on the fan surface clearly indicate that avaLanches
have extend.ed well across the fan 1n the past. Howeverr there exists no

The d-esign-nagnitude avalance iri Clubhouse Gulch will occw at an
avera€e return period of J0 to 100 years as approximately lJha (40 acres)
of co1d, dry, soft-s1ab is released sinutaneously from 2 areas in the
upper portions of the basin. Motion of the avalanche will cause the soft
slab to becone quickly disintegrated lnto srnall bl-ocks of snow which will
bound, slid-e, and fLow d"own the gu11ey as the "fl.owing avalanche"; a sma11
percentage of the total rnass wi-11 becorne d.isintegrated into sna11 particles
held in suspens!-on above the flowing mass by twbulence as the "powd.er
avalanche. " The design avalanche consists of these two conponentsr both
of which must be consid.ered in d.esign (see Figure 1).
At the top of the alluvial fan (which serves as the runout zone), the
d-eslgn flowing avala,nche will have a veloclty of appnoxinately )J n/s (80mpfr);
at this sane poi-nt the powder avalariche will be traveling at approximately
4Jn/s (lOOrnpir). Avalanche snow will be d.eposited, across the fan and the
flow depth will gradually decrease nith distance traveled into the runout
zone. The final decelerating stages of avalanche notion will occur north
of Sunburst Drive. Here the dry-f1 o}t.ng avala$che will have becone nuch
red"uced. in velocity and flow height; only a sna11 nass will transported. to.
the north of Sunburst Drive. Assuned avalanche velocities at Sunburst Dcive
will be approxi-nately tJnfs for the flowing avalanche and. 20 n/s for the
powd"er avalanche .
It nust be recognized that there is sone snal1 probability that
an ava;Ianche even larger than the design avalanche wj"ll occur. However,
the probability of such an occurrence is, by vail stand-ard.s, srna11 enough

IIT. AVALANCHE DEFH{SE
A. The catching effect of sunbulst Drive. During nornal nid-winter
cond.itions snow renoval- on Sunburst Drive results in a pfowed and. cleared
area 1 to 2n deep and approxinately 8nr wide (see Figure 2). Thls area
provides sone catching volunre for a portion of the dry-flowing avaf,an che
nass. It should. be noted, however, that this area will not effectively
d-issipate the energy of the design avalanche in all cases. During severe
storn and avalanche cond.itions, snow renoval operations nay be delayed,
especially in avalanche runout zones' and the road- nay not be cleared.
The plowecl road- cut {i11 not provid-e an effective defense frorn the design
avalanche by itself, but will help to protect the Liwan ploperty when used.
with other defense alternatives.
3. Detached Avalanche Catchine llall . A d-etached catchi-ng wal1 placed
between Sunbqrst Dri,ve and- the Livran residence would also catch a portion
of the avalanche nass. This alternatlve is offered as an acld.itional pro-
tection neasure and. is not required. However, for such a wall to be effec-
tive, it should, be designed to project. above the snowpack, as shown !n
Figure 2, and. also be designed for a normal thrust pressure of 400 trsfttz.
The purpose of such a wall would. be to reduce the pressures a€ainst the
side of the building and to offer protection a€ainst avala.nches slightly
snaller than design size in the area between the wall and the building.
c. Reinfor.c.e.d Buildine ]tlall. To be safe, the uphil1 exposed surface
of the livran residence should. be designed. for flowing avalanche d.ynanic
thrust (irnpact) pressures and. for powd-er avalanche sta€nation pressures.
As indicatetl in Figgre ], flowing avalanche pressures can be safely accon-
odateal by ilesigning the lower 1J feet of exposed surface to withstand a

pressure of 3OO tAsfttz, The objective of this reconunend-ation is to
provlde a design that will resist general rupture of the structure. It
ls rrot necessarily required that all windows also be d"esigned for'100 lts/tt<
if it is acceptable for avalanche snow to enter the bu1lding at certain
selected locations. However, it is advisable that tredroom wi-nd-ows be
clesigned. for the recorulend.ed. Irressures because occupants nay have a nuch
longer exposure tj-ne than occupants of other rooms.
As dj-scussed lxeviously and. indlcated- in Figure 1, the entire bullding
will be engulfecl by the powd.er-avalanche component of the desigrr aval-anche.
Therefore, the entlre structure above the lower lJft should. be d-esigned. for
a sta{nation pressr-rre of 100 tfs/ftz. The tl-uration of the powd-er-avalanche
loading is estirnated. to be five second.s for desigtr purposes, and- the d.ir-
ectlon of the flow is known to be within Jo of the general fal-l line of
the slope uphilL of the build.ing. The actual clesign forces on the buil-d-
lng as a whole and upon intlividual elenents nust be deterrnlned. by a thorough
aerodynanic analysi s of the structure. The analysis nust deterrnine uplift
forces on the roof as wel-l as d-rag trrressures. In general, the analysis
W111 yield dra6 and uplift coefficients which, when rnultiplied with stag-
natlon pressures and the area upon. which the force acts, yleId. clesign forces.
Thus d.esign pressures on exposed. surfaces w111 usual-ly differ frorn the
stagnation pressure .

The denser, low 1evel flowing avalanche consists prrinarily of snal1
blocks of snow frorn the d-etached slab and will be noving at only J
Io IJ nfs (tt to 33mph) at the structure. Much of the energy of
the flowing avalanche wil-l have been dissipa"ted. as the ava,lanche
ad,vances across the low-gradient runout zone above the structure.
However, sufficient energy renains to requi-re special structural
reinforcement of the structure, as described. elsewhere in this
report .
The deep, diffuse powd.er avaLanche consists of snall snow
particles in turbulent suspension anal fiil1 engulf the bullding at
a veloclty of approxirnateJ-y 20 to lO rn/s (45 to 67mpfr). Powder
avalanche stagnation pressures can be safely acconodated as spec-
ified" elsewhere 1n this report.
