General Information:
All projects requiring design review must receive approval prior: to submitting a building permit application. Please
refer to the submittal requirements for the particular approval that is requested. An application for Design Review
cannot be accepted until all required information is received by the Community Development Departrnent. The
project may also need to be reviewed by the Town Council and/or the Planning and Environmental Commission.

I have researched the Town of Vail's
Lane / Lot 3, Block F, Vail Das Schone
in relation to the property lines.
The 1992 improvement location certificate (l.L.C.) you provided indicates the house tobe 19.78 ft. from the front property line. chapter 12-6D-6, setbacks, Vail town code
requires a 20 ft. setback from the front property line.
on september 17, 1990, the community Development Department developed a policy
regarding l.L.C. accuracy. The policy states that on all survey information, horizontjl
distances shall be allowed an error of 2l10th of a foot, as rounded to the nearest 1/10m of
a foot. This does not apply to vertical distances. As a result, the setback at the above-
referenced property of 19.78 ft., rounded to 19.8 ft., complies with our setback
requirements.

PRE.APPLICATION CON FERENCE
A pre-application conference with Town of Vail staff is required. No application can be accepted
unless the mandatory pre-application meeting has been completed. It is the applicant=s
responsibility to schedule this meeting by calling 970-479-2128.
TIME REOUIREMENTS
The Design Review Board meets on the lst and 3rd Wednesdays of each month' A complete
application form and all accompanying material must be accepted by the Community De\€lopment
Deparunent a minimum of three and a half (3 1/2) weeK prior to the date of the DRB public
hearing.
REVIEW CRITERIA
Your proposal will be reviewed for compliance with the Design Guidelines as set forth in Section 12-
11 of the Municipal Code.
NOTE TO ALL APPUCANTS:
A. ff a property is located in a mapped hazard area (i.e. snow avalanchg rockfall, floodplain,
debris fbw, wetland, etc), a hazard study must be submitted and the owner must sign an
affidavit recognizing the hazard report prior to the issuance of a building permit. Applicants
are encouraged to check with the planning staff prior to submittal of a DRB application to
determine the relationship of the property to all mapped hazards.
B. Basic Plan Sheet Format. For all surveys, site plans, landscape plans and other site
improvements plans, all of the following must be shown.
1. Plan sheet size must be 24"x 36". For large projecB, larger plan size may be
allowed.
Scale, The minimum scale is 1"=20'. All Dlans must be at the same scale.
Graphic bar scale.
North arrow.

Indication of plan preparer, address and phone number.
Dates of original plan preparation and all revision clates.
Vicinity map or location map at a scale of 1"= 1,000' or larger'

C. For new mnstruction and additions, the applicant must sbke and tape the project site to
indicate prcperty lines, proposed buildings and building corners. All trees to be removed
must be taped. The applicant must ensure that staking done during the winter is not
buried by snow. All site tapings and staking must be completed prior to the day
of the DRB meeting.
D. Applicants who fail to appear before the Design ReMew Board on their scheduled meeting
date and who have not asked in advance that discussion on their item be pos@ned, will
have their items removed from the DRB agenda until such time as the item has been
republished.
E. If the DRB approves the application with conditions or modifications, all conditions of
approval must be resolved prigl to the issuance of a building permit.

STAFF APPROVAL
The Administrator may rsriew and approve Design Reviarrr applications, approve witr erbin npdiFrations,
deny the applkation, or may refer the application to the Design Review Board for decision. All staff
approvals are subject to final approval by the DRB. The following types of Design Rerrievv applications may
be staff approved:
A. Any application tor an addition to an existing building that is consistent with the architectunl design,
rnateriab and olors of the building, and approval has been received by an authorized mernber of
a condominium association, if applicable;
B. Any application b modify an e,risting building that does not slgnificantly drange the odsting planes
of the building and b generally consistent with the architectural design, materiab and colors of tie
building, including, but not limited to exterior building finish materiab (e.9. stonework, siding, roof
materials, paint or stain,), o<terior lighting, canopies or awnings, fences, antennas, satellite dishes,
windours, skylighE, siding, minor commercial facade improvemenq and other similar modfrcations;
C. Any application for site irnpmvernenE or rnodifications including, but not limited to, driveway
modifications, site grading, site walb, removal or modifications to edsting landscaping, instalhtion
of accesory structures or recreational facilities,
ADDMONAL REVIEW AND FEES
A. ff this application requires a separate rwiew by any local, state or Federal agency other than the
Town of Vail, the application fee shall be increased by $200.00. Examples of such review, may
include, but are not limited to: Colorado DeparUnent of Highway Access Permits, Army Corps of
Engineers 40,4, etc.
B. The applicant shall be responsible for paying any publ'shing ftes which are in o(cess of 50o/o of the
application fee. If, at the applicanfs request, any matter is postponed for hearing, causing the
matter to be republlshed, then the entire fee for such re-publication shall be pakl by the applicant.
C. Applications deemed by the Community Development Depaffnent to have design, hnd use or odter
issues which may have a significant impact on the community may require review by consultants
in addition to Town staff. Should a determination be made by the Town staff $at an oubile
consultant is needed, the Community Development Depaflrnent may hire the consultant. The
Deparlment shall estimate the amount of rpney necessary b pay the consultant and thb arnount
shall be forurarded to the Town by the applicant at the time of filing an application. b<penses
incurred by the Town in o<cess of the amount forwarded by the application shall be paid b the
Town by the applicant within 30 days of notifietion by the Town. Any o<cess funds will be retumed
to the applicant upon review completion.

Dear Howard:
As requested, I have observed the soils conditions in the areaof your. proposed residential excavation. The purpose of nyobserrrations is to reconnend specific design requirements forfoundations and slab support for your proposed residence to beconstructed on the site.
The subsoils below the topsoil layer consist of a silty, sandy,gravelly clay with scattered cobbles.
Considering the general type construction and subsoilconditions, spread footings placed on the coarse granular subsoilsshould be used for support of the structure. The following designand construction details should be obserrred:
1. Footings should be placed entirely on the natural coarsegranular subsoils below any topsoil and silt and designed for a
maxirnum bearing pressure of 2r5OO psf.
2. Mininun footing width should be 16 inches for walls and 2feet for columns.
3. Continuous foundation wa11s should be adequatelyreinforced to span an unsupported length of at least Lt feet.Basement wal1s acting as retaining structures should also bedesigned to resist lateral earth presiures as discussed below.
4. All topsoil and any local soft pockets of soil found atthe base of the footing excavation should be rernoved and theexcavation extended to the lower finn soils.
5. All footings should be provided with adequate soil coverabove their bearing elevation for frost protection.

Basernent walls acting as retaining structures should be
desi-gned to resist an equivalent lateral earth Pressure computed on
the basis of an eguivalent fluid weight of 50 pcf. An underdrain
system should be provided to prevent hydrostatic pressure build-up.
The on-site granular subsoils below all topsoil and 1ow density
silt are suitable to support slab-on-grade construction. To reduce
the effects of some differential movement, slabs should be separated
from bearing members with a positive expansion joint and adeguately
reinforced. A rninimum 4 inch layer of free draining gravel should
be provided inrnediately beneath slab-on-grade floors to distribute
loading and provide a uniform surface for concrete placement.
Gravel should consist of a maximum 2 inch size.
The underdrain system for basenent walls acting as retaining
structures should consist of a perforated pipe installed in a gravel
filled trench place at least 1 foot below adjacent floor slab or
crawl space grade leading to suitable gravity outlet.
The on-site soils, exclusive of topsoil and organic silt, can
be used for structural fill. Cornpaction should be to at least 95t
of the maximum standard Proctor density at a moisture content near
optimum.

about utility locations and availability for the above referenced

iocitioirs that you may review. However, for accurate verification he
suggests that you contact each util ity individually'
The Town of Vail has a standard street cut policy that allows access into
utjlit.ies with.i n the road right-of-way. I have enclosed a permit
ippi:iuiion and fact sheet tFat detaiis this process. As.long as standard
prbceAures are followed, I foresee no problem with accessing utilities
within the right-of-way at thi s time.
