III. IMPORTANT NOTICE REGARDING AI-TI, SIIBIIISSIONS TO ITIIB DRB:
A. In addition to meeting submittal requirenents, theapplicant must stake and tape the project site toindicate property lines, building lines and buildingcorners. A11 Lrees to be removed must be taped. Allsite tapings and staking must be completed prior to the
DRB site visit. The applicant must ensure that staking
done during the winter is not buried by snow.
B. The review process for NEW BUIIJDINGS normally requires
two separate meetings of the Design Review Board: a
conceptual review and a final review.
C. Applicants who fail to appear before the Design Review
Board on their scheduled meeting date and who have not
asked in advance Ehat discussion on their iEem bepostponed, will have E.heir items removed from the DRB

A. Three copies of a recent topographic survey, stamped bya Colorado Professional Licensed. Surveyor, aE a scale

3. Two foot. contour intervals unless the parcel
consists of 6 acres or more, in which case, 5'
contour intervals may be accepted.
4. Existing trees or groups of trees having trunks

5. Rock outcroppings and other significanL naturalfeatures (large boulders, intermittent streams,
et.c. ) .
6. Hazard areas (avalanche, rockfal1, etc.),centerline of sEreams or creeks, required creek or' stream seLback, and 100-year flood p1ain, if
applicable. Slopes of 40t or more shal1 beclearly delineated by cross hatching.
7. Ties to existing benchmark, either USGS landmark
or sewer invert. This information must be clearly
sLated on Lhe survey so that all measurements are
based on the same starting point. rhis isparticularly important for determining buildingheight and driveway slope. See Policy On SurveyInformation. for more information regarding

VIII . CONCEHTUAI, DESIGN REVIEW
A. Submittal requirements: The owner or authorized agentof any project. requiring design approval as prescribed
by this chapter may submit ptans for conceptual reviewby the Design Review Board to the Department of
Community Development. The conceptual review isintended to give the applicant a basic understanding ofthe compatibility of their proposal with the Town,s
Design Guidelines. this procedure is recommendedprimarily for applications more complex than single-family and two-family residences. However, developersof single-family and two-family projecLs shall not beexcluded from the opportunity t.o request a conceptualdesign review. Complete applications must be submitted
10 working days prior to a scheduled DRB meeting.
The following information shall be submitted for aconceptual review:
l-. A conceptual site and landscape plan at a minimumscale of one inch equals twenty feet;
2. Conceptual elevaLions showing exterior rnaterials
and a description of t.he character of t.he proposedstructure or s tructures;
3. Sufficient information to show the proposal
complies wiLh the development standards of the
zone districc in which the projecE is to belocated (i.e. GRFA, siLe coverage calculations,
number of parking spaces, ebc.);
4. Completed DRB application form.
B. Procedure: Upon receipt of an application forconceptual design review, the Department of Communit,y
DevelopmenL shall review the submitted materials forgeneral compliance with the appropriate requirements ofthe zoning code. If E.he proposal is in basiccompliance with t.he zoning code requiremenLs, theproject shall be forwarded t.o Ehe DRB for conceptualreview. If the application is noE generally incompliance with zoning code requiremenEs, theapplication and submittal materials shall be returnedto the applicant with a written explanation as to whythe Corununity Development'Department staff has foundthe project not to be j.n compliance with zoni.ng coderequrrements. Once a complete application has beenreceived, t.he DRB sha1l review the submitted conceptualreview application and supporting material in order to
determine whether or not the project generally complieshrith Lhe design guidelines. The DRB does not voce onconceptual reviews. The property owner or hisrepresenLaEive shall be present at the DRB hearing.

Replacement of north wall crib ties and south sidewalk
replacement to include the nain walk several inches w.egt

Ehe crib wall is to be replaced with river rock to match the
front river rock area. The sidewalk replacement is to
include saw cutting for a neat edge on the west side of the
E-5 entrance, and a neat sawcut on the north side of the main
walk to the E-6 entrance. The base shall be a ninimum of 3r!
cornpacted roadbase and 3rr concrete with 1/2tt steel dowels
connecting the old with the new concrete.

Columbine North Condominium Association gives their approval for the 250 sq. ft. interior
remodel for your unit E?. The Association also approves a gas line being brought to E building at
your personal expense per the Associational meeting fune 14, 1994. Any landscaping
ieclaimation costs will atso be incurred by yourselves with reference to this project.
It is our agreement that this worh combined with the exterior improvements, be finished by
October 15, lgg4. To facilitate this, the Board would like a construction schedule and plan of
work to be done by July ll,lgg4. It is also the feeling of the Board that the $2,000. suggested
amount is not enough bond to secure the finishing ofthe exterior improvements for the benefit of
the entire Association. The original submittat for the exterior improvements was 1990 and as yet,
the completion is still pending. In lieu of this fact, the Board feels a $10,000 bond is necessary or
a $7,500 deposit to the Association to be kept in a special interest bearing account (to be
refunded upon comptetion). This would then insure the completion of the proposed project.

DRB site visit.. The applicant must ensure that staking

B. The review process for NEW BUII,DINGS normal-l.y requires
two separate rneeEings of the Design Review Board: a
concepEual review and a final review.
C. Applicants who fail to appear before the Design Review
Board on their scheduled meeting date and who have not,
asked in advance that discussion on their item bepostponed, will have their items removed from the DRB
agenda until such time as the item has been
republished.
D. The following items may, aE the discretion of thezoning administrator, be approved by the Cotnmunity
Development Departmeht staff (i.e. a formaL hearingbefore the DRB may not be reguired):
a. Windows, skylights and similar exterior changes
which do not alter the existing plane of thebuilding; and
b. Building addiEions not visible from any other lot.or public space. At the Lime such a proposal is. submitted, applicants must include letters from" adjacent property owners and,/or from t,he agenL foror manager of any adjacent. condominium associaLionstaLing the association approves of the addiEion.
E. If a property is located in a mapped hazard area (i.e.
snow avalanche, rockfall, flood plain, debris flow,\detland, etc.), a hazard study musE be submitted and
Lhe owner must sign an affidavit, recognizing the hazardreport prior to the issuance of a building permit.
Applicants are encouraged to check with a Town Plannerprior to DRB application to det.ermine the relationshipof the property to all mapped hazards.
F. For all residential construction:
a. Clearly indicate on the floor plans the insideface of the exlerior structural walls of thebuilding; and
b. Indlcate wlt.h a dashed line on the site plan afour foot distance from the exterior face of thebuilding walls or supporting columns.
c. If DRB approves the appli-cation wiLh conditions ormodifications. all conditions of approval must be
addressed prior t.o the applicat.ion for a buildingpermit.

A. Three copies of a recent topographic survey, st,amped by
a Colorado Professional r,icensed Surveyor, at a scale
of l-" = 20' or larger, on which the followinginformation is provided:
L. Lot area. and buildable area when different than
lot area.
2. Legal description and physical address.
3. Two foot contour inLervals unless the parcel
consists of 6 acres or more, in which case, 5'
contour intervals may be accepted..
4. Existing trees or groups of trees having trunks
wi.th diameLers of 4" or more, as measured from apoint one fooL above grade.
5. Rock ouLcroppinqs and other significant naEural
feat.ures (large boulders, intermittent streams,
etc. ) .
6. Hazard areas (avalanche, rockfall, etc.).centerline of streams or creeks, required creek or
stream secback, and 100-year flood plain, ifapplicable. Slopes of 40t or more shall be
clearly delineated by cross hatching.
7. Ties t.o existing benchmark, either USGS landmarkor sewer invert.. This i.nformation must be clearlystated on t.he survey so thaE all measurements are
based on the same st,arEing point. This isparticularly important for determining buildingheight and driveway slope. See Policy On Survey
InformaLion, for more information regarding
surveys.

attached utilicy verification form) .
E. A preliminarv title report Schedule A and B must
accompany all submitLals, to insure property ownership
and identify all easements affecting the subjecLpropercy.
F. Architectural Plans (t/9" - ,' or larger, !/4" ispreferred scale for review) 3 copies are required.

to the garage level room in my unit #7E. The window.will be located
beneath the alread.y approved deck addition howeveri there will be a grate
placed at that point on the deck. (The qrate wil'l be a specially designed
push out s.ystem to enable adequate escape in case of fire etc,) An additionalfire a'larm/detector will also be installed to meet code.

Discussion Items
1. Elaine Duran request for dog. (Elaine is unit owners daughter)
a. Board okrd request on the condition that there is one dogonly and the dog behaves. The Manager and Board will
review the issue on a 3o day basis and if the dog owner
does not comply with the rules and regulations thethe privilege will be revoked.
2. !!Ax Building Boiler
a. Chas made note of the fact that the boiler is in very
bad shape. Chas has a $4,80o bid for necessary repairs.
b. Board authorized Chas to choose a contractor to replace
parts and/or the boil-er itself.
c. See attached rneeting minutes for annual meeting held
March 4, 1989 referencing the need for A & B building
boilers to be replaced.
3. Chimney Caps
a. Chas indicated the bid for the 10 new caps cane in at
$285/ea. Units that do not have caps will be required
to have them and the Board authorized Chas to have the
work done. .,
4. Nehr Insurance
a. The Board approved the investigation of u n"w insurance
carrier based on a conversation with vail Bookkeeping who
advised us that we nay be able to save some money with a
different carrier.

5.Parking
The enforcement of the parking rules and charges foradditional cars/unit will begin Decenber 1, l-990.
The Board authorized Chas to maintain a larger petty cash
sum to ensure he has the available cash on hand for
towing.
Parking violations wilI be strictly enforced and the
managemenL wi]l- have vehicles ticketed by the town of Vail-prior to towing.
5.Krohnrs Remodel
Chas made note of the fact that the Krohnrs have added anextra room that was not on the request for the remodel-.
For liability purposes the Board believes that the Town ofVaiI should inspect the room to ascertai-n whether the
work meets code.
The Board will require the Krohnrs to provide an engineersreport satisfying the association that the work will- not
cause future homeowners problems. AdditionaIly, the Boardwill require a docurnent to be recorded at the county
rnitigating the Columbine North Condomj-nium associationfrom future problems that rnight arise from thisconstruction. The Association does not want to penalize
individuals rnaki-ng improvements to their property but
needs to be released from the liability t-hat subsequent
problems ttll! surface.
Board will review the documents pertaining to Krohn'soriginal reguest to ascertain whether he has complied with
the guidelines specified by the Board at the special
meeting held on May 7, 1990.
Gas Line Conversions
a. Board agreed that any expenses incurr6d for the gas line
conversion (i.e. additional insurance to the Association)
shatL be the burden of the individual unit owners that
have the conversions.
The Board wilt require proof of pernits obtained from the
Town of Vail- building dept before the work takes place.

After a building pernit has been issued, and when theproject is underway, the foJ.lowing will be reguired before
any building receives a franing inspection from the Building
Departnent: Two copies of a certified improvement survey

distances and angles.
B. Building dimensions to the nearest tenth of a foot.
c. All utility service lines, as-builts, showing size of
lines, tlpe of material used, and exact locations.
D. Drainage as-builts.
E. Basis of bearing to tie to section corner.

v.CONCEPTUAL DESIGN REVTEW
1. Subnittal requirenents: The owner or authorized agent
@quiring design approval as prescribed
by this-chapter nay suburit plans for conceptual review
by the Design Review Board to the Departrnent of
Comrnunity Development. The purpose of a conceptual
review shall be to give the applicant a basi.c
understanding with respect to the design concept and
the conpatibifity of a proposal, with the Design
Guidelines contained within this chapter. This
procedure is recomrnended mainly for those applications

of a higher inpact than single-family and two-fanily
residences although proJects of that nature shall not
be excluded frorn the opportunity to request a
conceptual desiqn review.
The following information shall be subnLtted for a
conceptual review:
a. A conceptual site and landEcape plan at a minlmun
scale of one inch equals twenty feet;
b. Conceptual elevatlons and exterior naterials and a
description of the character of the proposed
structure or atructures;
c. Sufflclent information to ehow that the proposal
conplies with the development standards of the
zone district in which the proJect ls to be
Iocated (i.e. GRFA, site coverage calculations,
number of parking spaces, etc. ) ;
d. Conpleted application forni
e. Plannlng and Environmental Conmission and or Town
Council approval if required.
Procedure: upon recelpt of an application for
conceptual design review, the Departrnent of Cornrrunity
Development shall revl.ew the submitted materials for
general conpliance with the appropriate reguirenents of
the zoning code. If the proposal is in basic
conpliance with the zoning code requirenents, theproject shalt be forwarded to the DRB for conceptualieview. If the application is not generally in
compliance with zoning code reguireroents, the
application and subnittal naterials shall be returnedto the applJ.cant with a written explanation of the
Departnent of Conmunity Developmentrs findinge.
The DRB shall review the appllcation and supportingnaterial that has been subnitted for a conceptual
review in order to detetmlne whether or not the proJect
generally complies with the design guidelines. No vote
of the DRB htill be reqrrired unless requested by the
applicant. The property ouner or his representative
shall be present at the DRB hearing.
