Submittal requirements: The owner or authorized agentof any project. requiring design approval as prescribed by this chapter may submit ptans for conceptual reviewby the Design Review Board to the Department of Community Development. The conceptual review isintended to give the applicant a basic understanding ofthe compatibility of their proposal with the Town,s Design Guidelines. this procedure is recommendedprimarily for applications more complex than single-family and two-family residences. However, developersof single-family and two-family projecLs shall not beexcluded from the opportunity t.o request a conceptualdesign review. Complete applications must be submitted 10 working days prior to a scheduled DRB meeting. The following information shall be submitted for aconceptual review: l-. A conceptual site and landscape plan at a minimumscale of one inch equals twenty feet; 2. Conceptual elevaLions showing exterior rnaterials and a description of t.he character of t.he proposedstructure or s tructures; 3. Procedure: Upon receipt of an application forconceptual design review, the Department of Communit,y DevelopmenL shall review the submitted materials forgeneral compliance with the appropriate requirements ofthe zoning code. Elaine Duran request for dog. (Elaine is unit owners daughter) a. Board okrd request on the condition that there is one dogonly and the dog behaves. The Manager and Board will review the issue on a 3o day basis and if the dog owner does not comply with the rules and regulations thethe privilege will be revoked. 2. !!Ax Building Boiler a. Chas made note of the fact that the boiler is in very bad shape. Chas has a $4,80o bid for necessary repairs. b. Board authorized Chas to choose a contractor to replace parts and/or the boil-er itself. c. See attached rneeting minutes for annual meeting held March 4, 1989 referencing the need for A & B building boilers to be replaced. 3. Chimney Caps a. Chas indicated the bid for the 10 new caps cane in at $285/ea. Units that do not have caps will be required to have them and the Board authorized Chas to have the work done. ., 4. Nehr Insurance a. The Board approved the investigation of u n"w insurance carrier based on a conversation with vail Bookkeeping who advised us that we nay be able to save some money with a different carrier. \ Board Meeting cont. 5.Parking The enforcement of the parking rules and charges foradditional cars/unit will begin Decenber 1, l-990. The Board authorized Chas to maintain a larger petty cash sum to ensure he has the available cash on hand for towing. Parking violations wilI be strictly enforced and the managemenL wi]l- have vehicles ticketed by the town of Vail-prior to towing. 5.Krohnrs Remodel Chas made note of the fact that the Krohnrs have added anextra room that was not on the request for the remodel-. For liability purposes the Board believes that the Town ofVaiI should inspect the room to ascertai-n whether the work meets code. The Board will require the Krohnrs to provide an engineersreport satisfying the association that the work will- not cause future homeowners problems. AdditionaIly, the Boardwill require a docurnent to be recorded at the county rnitigating the Columbine North Condomj-nium associationfrom future problems that rnight arise from thisconstruction. The Association does not want to penalize individuals rnaki-ng improvements to their property but needs to be released from the liability t-hat subsequent problems ttll! surface.
