Charlie Alexander andVailAssociates.theapplicants.arerequestingaconditional use permit to
relocate the uonsneac Miniature Golf faci lity,currently locatedinthe old Gondolamaze areaIn
lIonshead.On J une 10.1991 .thePlanning and EnvironmentalCommission (PEG)approved a
temporaryminiaturegolf facilityInLionsheadfor a periodofone year.OnFebruary 24,1992,the
PEeapproved arequest to modifyande xtend theconditionalusepermit approvalfor aperiodof
four years {untilFebruary24,1995}.The February24,1992amendment allowedthecourse to
takeonamore permanentappearance.Instead ofbeingatemporarywood facility,eachhole
w asallowed tobeconstructed with concrete borders.The1992amendmentapprovaldidnot
includetheuseof illumination andthe coursehours were 9:00 a.m,until dusk.daily.startingon
May 1st andrunning lhrough til e fall .OnApril 26.1993,the applicant received PECapproval for
anamendment totheir conditional use permittoallow forlow-Jevellighting throughout the course
and toextendt hehours ofoperation of the courseuntil 10:00 p.rn.each night.On May 20,1996,
the PEe approved t he existing temporarylocation,d ue tothe newgondola constructIon.for a
period ofo ne year.The applicant agreedthatat theend ofthe summer season,they would
remove everything associatedwiththisminIature golf course,including thedirtand sod,toallow
winterski operationstoresume.
Theproposed location of theminiature golf courseis theChildren's Ski SChool area.The
miniature golf courseisbounded by Chair 8on th~_~!!st .the Magic Carpetto thesouth ,the
service roadontheeastandthe bike pathto the..sGtrth .This location was designatedasa
children's playareawhentheVail Recreation DistriC t received aconditional usepermit.fora
periodofone year,forCamp Vailtouse thetent.Uponspeakingwith Susan Hotter ofthe Vail
Recreation District,theCamp Vail operations will resumeat Golden Peak next year.
As indicatedon the attached siteplan,theappearance of thenew course area wi ll beenhanced
withtheaddition ofsod andnumerous flower plantings.Inturn.bylocatingthe miniature go"
courseinthislocation,the appearanceofthe overall areawill beenhanced.An existing split-rail
fence is locatedalong tile bike path andChair 8.Thisexistingfence willbeextendedaroundthe
perimeter of the entireminiature golf coursesite,Pedestrian accesswill be mai ntainedonboth
theeastandsouth sides ofthecourse.Thegolf course willbe illuminated atnight by til e low
level lights approvedon April 26,1993 by thePEC.No music isproposed.

believes thatthisproposal w illex pand themixtureofusesin t he
Uons head are a.a swe ll a s prov ide anadditional rec reational fac ilityfor
visito rs andresiden ts ofVall.Duringthe ti me of itsp reviouso peration,the
facilityha s provento be apo sitiveadditiontothe Lion shead area .

facilities,and other public facili ties needs.
Staff believes t hat thep roposed conditio nal use p ermitwillnot have any
negative impacts on theabove referen ced s ervices.Over thep astfiv e
ye ars ,the g olfco ursefaci lityhasp rovided apositiv erec reational
opportunity forthepublic.
3 .Effect upon traffic with partlcular reference to congestion,automotive
and pedestrian safety and convenience,traffic flow and control ,
access,maneuverability,and removal of snow from the street and
parking areas.

the Lions headmall areafrom thegolf cou rse users.Staff believes that
t here isadeq uate separation between th e golf co urse a nd a djace nt
pedes trian w ays,a ndm atmeimpacts oftheproposedreloca ledgall

permit tobuild anewminiature golfcoursetobelocated ontheeast side
of chair8 .Thiscoursewillbeverysimilar totheoldone that wasonthe
westside of chair 8 .This willbeapermanent course,withconcreteto
make t heholes andthepaths beween each hole.All 18holes will meet
ADA standardsandbe full y accessiblet ot hedisabled.We willusemany
more fl owers thaninthepast for thisisalarger area andmoresuitedfor
the future ofthe Lionshead area.Two ponds willbeconnectedby astream
with recirculating water whilemany of theholeswillplay into andover
thewaterrapids.We propose tohavelights and stayopentill10 :00pm as
withtheoldcourse.Thisprovedvery effective for Lionshead andour
summerguestsduring those warmsummernights.Nomusic isproposed.
Asbeforethecoursewill be built flushwith thegroundsoVail
Associatescancover it withsnow f or their winter operations .
The development objectives for the CCiI callf or amixture of uses ,
includingrecreationalfacil ities .Miniaturegolf has proventobeaneeded
recreational fa cility inVailand Lionshead.
Miniature golfhas had no negative impactstothe areas and only been a
positive use for thisarea.In t hepast 5 years of operation miniat ure golf
has hadno effect upon traffic inthe area .We havesplitrail fencing
around thewholeoperationtoseparateourguestsfrombicycleand
pedestrian traffic .
The character of th is area i s open and w ill rema in predom inately
open yet with considerable improvements aesthet ically .Tothisdatewe
have not received an y compla ints duetonoise,hours,traffic,oranyother
reason.Wefeelwe have proven theneed for miniature golfinVail andour
improvementshavehelped entertain oursummerguestsin V ail for many
years.

At the suggestion of the PEX:,during our PEX:meeting i n 1992 ,
we are requesting to amend o ur cond itional u se penni t to i nclude the
use of 1O'N level lighting.As seen in the enclosed pictures these
lights are only 3 feet tall and will point alnost directly downward
at the course.we would close the course at 10 :00pn each night arrl
the lights go out at 10:30.This type is used to light only.tne ho les
for playing and would not be flooding the whole area .During the
StmllEr the sun allows us to have people play till 9 :30 .Many of the
shops close between 6 :00 and 8 :00 each day and it is still light outside
and the visitors want to be outside in the pretty weather .
If there are no players on the course at 10 :00 then the lights
will be turned off at that time .Due to the fact that the Gorrlola
and Vista Bahn close around 4 :30 and rrost of the bike rentals are
due in by 6:00pn ,our guests are left with very few activi ties after
they eat dinner .The warm SUJTJneI'nights are inviting and we have
many people each night who would like to play miniature golf ,but
~have to explain the SW1 is ':Ping oo..m.and we have no lights .
Miniature golf i s not;a loud activity arrl in the past two years we
have on ly received canpliments on the course by our guests1n the
area .OUr best custarers at night are the ones in the adjacent corrlos ,
they cane over for a quick roun::i before the sun goes dosn,We feel
that with the type of low level lighting and the hours of operation
this will not affect these neighbors.Iwould l ike to remind you
of the deck at Alfie Packers which is directly below the Lionshead
center Con:1os,this deck is USl...lCi ty full of people at night and is
open much later than we are requesting .
