III. IMPORTN.TT NOTICE REGARDING ATL SUBMISSTONS TO THE DRB:
A. In addition to meeting submittal requirements, the
applicant must stake and tape the project site to
ii-aicate property lines, buitding lines and building
corners. -At1 trles to be removed rnust be taped. All
site tapings and staking must be completed prior to- the
DRB sitl visit. The applicant nust ensure that staking
done during the winter is not buried by snow'
B. The review process for NEW BUILDINGS normally requires
two separate meetings of the Design Review Board: a
conceptual approval and a final approval . Applicants
should plan on presenting their development proPosal at
a rninimirm of two meetings before obtaining final
aPProval
C. Applicants who fail to apPear.before the Design Review
A-obrd on their scheduled neeting date and ytho have not
asked in advance that discussion on their item be
postponed, will have their items removed from the DRB
docket until such time as the item has been
rePublished.
D. The following items may, at the discretlon of the
zoning administrator, be approved by the Connunity
Devetopment DePartment staff (i-e. a formal hearing
before the DRB may not be required):
a. $Iindows, skylights and similar exterior changes
which do not alter the existing plane of the
building; and
b. Building addition proposals not visible from any
other lot or public space. At the time such a
proposal is submitted, appticants must include
ietters from adjacent property ovtners and,/or from
the agent for or manager of any adjacent
condo;inium association stating the association
aPproves of the addition.
E. If a property is located in a mapped hazard.area (i.e.
enow lvalanche, rockfall, flood plain, debris flow,
wetland, etc) r a hazard study must be submitted and the
owner must sign an affidavit recognizing the hazard
report prlor. to the issuance of a building permit 'eppficants are encouraged to check with a Town Planner
piiot to DRB application to determine the relationship

F. For alt resldentlal construction:
a. Clearly indicate on the floor plans the-inside
faee oi the exterior structural walls of the
building; and
b. Indicate Ytith a dashed Iine on the site plan a
four foot distance from the exterior face of the
building walls or suPPorting colunns.
c. If DRB aPproves the application with conditions or
modifications, all conditions of approval must be
resolved prioi to Town issuance of a building permit '

A.Three copies of a recent topooraphic survev, stamped bva licensed survevor, at a scale of 1" = 20t or larger,
on which the following information is provided:
1. Lot area.
2. Two foot contour lntervals unless the parcel
consists of 5 acres or more, in which case, 5'contour intervals nay be accepted.
3. Existing trees or groups of trees having trunkswith diameters of 4rr or more, as measured from apoint one foot above grade.
4. Rock outcroppings and other significant naturalfeatures (large boulders, intermittent streams,
etc. ) .
5. Hazard areas (avalanche, rockfall, etc.)rcenterline of strean or creek, required creek or
stream setback, 100-year flood plain and slopes of40t or more, if applicable.
5. Ties to existing benchnark, either USGS landmarkor sewer invert. This infornation should beclearly stated on the survey so that all
measurenents are based on the sane starting point.
This is particularly lmportant for heigbt
measurements. See Policy On Survey Information,for more information regarding surveys.

b. Exact location of existing utility sources

8. Existing and finished grades.
9. Provide spot elevations of the street, and a
minimum of one spot elevation on either side ofthe lot, 25 feet out from the side property lines.
Site Plan
1. Locatlons of the following:
a. Proposed surface drainage on and off site.
b. Proposed driveways. Percent slope and spot
el.evations must be shown.
2. ALl existing improvements including structures,
landscaped areas, service areas, storage areas,
wal-ks, driveways, off-street parking, Ioading
areas, retaining walle (with top and bottom ofwall spot elevations), and other existlng site
improvements.

Elevations for roof ridges shall also be indicated
on the site plan with corresponding finished andexisting grade elevations.

Landscape Plan (1" = 20' or larger) - 3 copies required
1. The following information must be provided on the
landscape p1an. The location of existing 4"diameter or larger trees, the location, size,
spacing and type (comrnon and latin name) of allexisting and proposed plant naterial . All treesto be saved and to be removed must also beindicated. The plan must also differentiate
between existing and proposed vegetation.
2. Complete the attached landscape materials list.
3. The locatj-on and type of existing and proposed
watering systems to be employed in caring forplant material following its installation.
4. Existing and proposed contour lines.
In order to clarify the inter-relation of the various
development proposal components, please incorporate as
much of the above informat,ion as possible onto the siteplan.
D.Siqn off from each utility companv verifying thelocation of utility service and avail-ability (see
attached) .
E. A preliminarv titfe report must accompany allsubmittals, to insure propert,y ownership and locationof all easements on property.
F. ArchitecturaL Plans (t/8" = 1' or larger, 1/4" ispreferred scale for review) 3 copies required.
1. Scaled floor plans and all elevat.ions of theproposed development. Elevations must show bothexisting and finished grades.
2. One set of floor plans must be 'rred-Iined" to show
how the gross residential floor area (GRFA) wascalculated.
3. Reductions of all elevations and the site plan (8-t/2" x LL"l for inclusion in PEC and/or Town
Council memos may be requesLed.
4. Exterior surfacing materials and material colorsshall be specified on the attached materials list.
This materials list must be completed and
eubmitted as a part of DRB application. Colorchlps, siding samples etc., should be presented tothe Design Review Board neeting.
Zone check list (attached) must, be completed if projectis located within the Single-Family, Primary/Secondaryor Duplex zone districts.
Photos of the existing site and where applicable, ofadjacent structures.

VIII.CONCEPTUAT
A.Submittal requirements: The owner or authorized agentof any project reguiring design approval as prescribed
by this chapter may submit plans for conceptual reviewby the Design Review Board to the Department of
Comrnunity Developrnent. The conceptual review is
intended to give the applicant a basic understanding ofthe compatibility of thelr proposal with the Town's
Design Guidefines. This procedure is reconmendedprimarily for appllcations more complex than single-family and two-fanily reaidences. However, developersof single-fanily and two-fanily projects shall not be
excluded fron the opportunit.y to reguest a conceptualdesign review. Complete applications must be submitted
10 days prior to a scheduled DRB meeting.
The following infornation shalf be submitted for a
conceptual review:
1. A conceptual site and landscape plan at a minimumscale of one inch eguals twenty feeti
2. Conceptual elevations showing exterior materials
and a description of the character of the proposedstructure or structuresi
3. Suffj-cient information to sbolr the proposal
conplies with the development standards of the
zone district in which the project is to belocated (i.e. GRFA, site coverage calculations,
number of parking spaces, etc.)i
4. Conpleted DRB application form.
Procedure: Upon receipt of an application for
conceptual design revievr, the Department of Community
Development shall review the submitted materials forgeneral compliance with the appropriate requirements ofthe zoning code. If the proposal is in basic
compJ.iance with the zoning code requirements, theproject shall be forwarded to the DRB for conceptualreview. If the application is not generatly in
compliance with zoning code requirements, theapplication and submittal materials shall be returnedto the applicant with a written explanation as to whythe Conmunity Development Department staff has foundthe project not to be in compliance with zoning coderequirements. Once a complete application has beenreceived, the DRB shall review the submitted conceptual
review application and supporting material in order to
determine whether or not tbe project generally complieswith the design guidelines. The DRB does not vote on
conceptual reviews. The property ovrner or his
representative shall be present at the DRB hearing.
