A pre-application meeting with a mernber of the planning

III. IMPORTANT NOTICE REGARDING ALL SUBMISSIONS TO THE DRB:
A. fn addition to meeting submittal requirements, theapplicant must stake and tape the project site toindicate property lines, building lines and buildingcorners. All trees to be removed nust be taped. AIIsite tapings and staking rnust be completed prior to the
DRB site visit. The applicant must ensure that staking
done during the winter is not buried by snow.
B. The review process for NEW BUILDINGS normally requirestwo separate meetings of the Design Review Board: aconceptual approval and a final approval . Applicantsshould plan on presentj.ng their development proposal ata minimum of tlro meetings before obtaining final
approval .
C. Applicants who faiL to appear before the Design Review
Board on their scheduLed meeting date and who have not
asked in advance that discussion on their item bepostponed, will have their items removed from the DRBdocket until such time as the item has beenrepublished.
D. The foLlowing items tnay, at the discretion of thezoning adni-nistrator, be approved by the Comrnunity
Development Department staff (i.e. a formal hearingbefore the DRB may not be required):
a. Windows, skylights and similar exterior changes
which do not alter the existing plane of thebuilding; and
b. Buildj-ng addition proposals not visible from anyother lot or public space. At the time such aproposal is submitted, applicants must includeletters fron adjacent property owners and/or fromthe agent for or manager of any adjacent
condominium association stating the association

E. If a property is located in a mapped hazard area (i.e.
snow avalanche, rockfaIl, flood plain, debris flow,uetland, etc) r a hazard study must be submitted and the
owner must sign an affidavit recognizing the hazardreport prior to the issuance of a building permit.

prior to DRB application to determine the relationshipof the property to aII mapped hazards.

2. Two foot contour intervals unless the parcel
consists of 5 acres or more, in which case, 5'contour intervals may be accepted.
3. Existing trees or groups of trees having trunkswith diameters of 4' or more, as measured from apoint one foot above grade.
4. Rock outcroppings and other significant naturalfeatures (large boulders, intermittent streams,etc. ) .
5. Hazard areas (avalanche, rockfaLl, etc.),centerLine of stream or creek, reguired creek or
stream setback, 100-year flood plain and slopes of
40* or more, if applicable.
6. Ties to existing benchmark, either USGS landnarkor sewer invert. This information should beclearly stated on the survey so that all
measurements are based on the same starting point.
This is particularly inportant for height
measurements. See Policy On Survey fnformation,for more information regarding surveys.
7. Locations of the following:a. Size and type of drainage culverts, swales,etc. must be shown.
b. Exact location of existing utility sources
and proposed service lines from their sourceto the structure. Utilities to include:

REVIEW
Submittal requirements: The owner or authorized agent
of any project requiring design approval as prescribed
by this chapter may submit plans for conceptual review
by the Design Review Board to the Department of
Comrnunity Development. The conceptual review is
intended to give the applicant a basic understanding ofthe compatibility of their proposal with the Town's
Design Guidelines. This procedure is recommendedprimarily for applications more complex than single-family and two-family residences. However, developers

excluded from the opportunity to reguest a conceptual
design review. Conplete applications must be submitted
10 days prior to a scheduled DRB meeting.
The following information shall be submitted for a
conceptual review:
1. A conceptual site and landscape plan at a minimumscale of one inch equals twenty feet;
2. Conceptual elevations showing exterior materials
and a description of the character of the proposed
structure or structures;
3. Sufficient information to show the proposal
complies with the development standards of the
zone districL in which the project is to belocated (i.e. GRFA, site coverage calculations,
number of parking spaces, elc.),'
4. Completed DRB application form.
Procedure: Upon receipt of an application for
conceptual design review, the Department of Conmunity
Development shafl review the submitted materials forgeneral compliance with the appropriate reguirements ofthe zoning code. If the proposal is in basic
compliance with the zoning code requirements, theproject shal1 be forwarded to the DRB for conceptualreview. If the application is not generalJ.y in
compliance with zoning code requirements, theapplication and submittal. materials shall be returned
to the applicant with a written explanation as to whythe Community Development Department staff has found
the project not to be in compliance with zoning code
reguirements. Once a complete application has beenreceived, the DRB shaIl review the submitted conceptual
review application and supporting material in order to
determine whether or not the project generally cornplieswith the design guidelines. The DRB does not vote on
conceptual reviews. The property owner or his
represenLative shall be present at the DRB hearing.

consultant, it shall estimate the amount of money necessary to pay him or her and this
amount shall be fonrarded to the Town by the applicant at the time he files his
application with the Community Development Department. Upon completion of the
review of the application by the consultant, any of the lunds fonvarded by the appticant
for payment of the consultant which have not been paid to the consultant shall be
returned to the applicant. Expenses incuned by the Town in excess of the amount
fonivarded by the applicant shall be paid to the Town by the applicant within 30 days of
notification by the Town.

A. SubmittaL requirements: The owner or authorized agentof any project requiring design approval as prescribed
by this chapLer may submit plans for conceptual reviewby the Design Review Board to the Department of
Community Development. The conceptual review isintended to give the applicant a basic undersLanding ofthe compatibility of their proposal with the Tolvnrs
Design Guidelines. This procedure is reconmrendedprinarily for applications more complex than single-fanily and two-family residences. However, developersof singJ.e-family and. two-family projects shall not be
excluded from the opportunity to request a conceptuaL
design review. Compl.ete applications must be submitted.

B. Procedure: Upon receipt of an applicat,ion for
conceptual design review, the Department of Corununity
Development sha1l review the submitted materiaLs forgeneral compliance with the appropriate requirements ofthe zoninq code. If the proposal- is in basic
courpliance with tlre zoning code requirements, theproject sha11 be forwarded to the DRB for conceptualreview. If the application is not, generally in
compliance with zoning code requirements, theapplication and subnit,taL naterial.s shall be returned
bo the applicant with a written er<planation as to whythe Conmunity Development Department staff has foundthe projecE not t,o be in conpliance with zoning coderequirements. Once a complete application has beenreceived, the DRB shaLl- review the submitted conceptualreview applicacion and supporting material in order to
determine wheLher or not the project generally compJ.ieswith the design guidel.ines. The DRB does not vote on
