BUILDING PERMIT ISSUANCE TIME FRAME
If this permit requires a Town of Vail Fire Department Approval, Engineer's (Public Works)
review and approval, a Planning Department review or Health Department review, and a review
by the Building Department, the estimated time for a total review will take as long as three (3)
weeks.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser amount
of time. However, if residential or smaller projects impact the various above mentioned
departments with regard to necessary review, these projects may also take three (3) weeks to
review and approve.
Every attempt will be made by this department to expedite this permit as soon as possible.
I, the undersigned, understand the plan check procedure and time frame. I also understand
that if the permit is not picked up by the expiration date, that I must still pay the plan check fee
and that if I fail to do so it may affect future permits that I apply for.

How it relates to Building Permits:
Fill out the attached check list with the Building permit Application.
If yes was answered to any of the questions then a "public way" permit is required. you
can pick up an application at either Community Development, located at 75 South Frontage
Road or Public Works, located at 1309 Elkhorn Drive.

ensure that new construction sites have adequately established proper drainage
from building sites along and adjacent to Town of Vail roads or streets.
o The Town of Vail Public Works Department will be required to inspect and approve
drainage adjacent to Town of Vail roads or streets and the installation of temporary
or permanent culverts at access points from the road or street onto the construction
site. Such approval must be obtained prior to any requests for inspection by the
Town of Vail Building Department for footings, temporary electrical or any other
inspection. Please call Leonard Sandoval at479-2198 to request an inspection from
the Public Works Department. Allow a minimum of 24 hour notice.
o Also, the Town of Vail Public Works Department will be approving all final drainage
and culvert installation with resulting road patching as necessary. Such approval
must be obtained prior to any Final Ceftificate of Occupancv issuance.

o Unlawful deposits: Subject to subsection C thereof, it is unlawful for any person to litter, track or
deposit, or cause to be littered, tracked or deposited, sand, gravel, rocks, mud, dirt, snow, ice, or any
other debris or material upon any street, sidewalk, alley or public place, or any portion thereof.
o Notice; Abatement: The Director of Public Works may notify and require any person who violates or
causes another to violate the provision of subsection A hereof, or who has in the Director's employment
a person who violates or causes another to violate the same, top remove such sand, gravel, rocks, mud,
dirt, snow, ice or any other debris or material within twenty four (24) hours after receipt of said notice
by the Director of Public Works, In the event the person so notified does not comply with the notice
within the period of time herein specified, the Director of Public Work, or other authorized agent, may
cause any such sand, gravel, rocks, mud, dirt, snow, ice, debris or any other material to be removed
from any street or alley at the expense of the notified.

any person who violates or causes another to violate the same, may be issued a summons to appear
before the Municipal Court of the Town for said violations, and upon being found guilty of a violation

Problem Statement
The Vail Village and Lionshead Village are invaluable assets to the community. Thousands of people
come to Vail each year to sightsee, recreate, shop and to enjoy everything the Vail Valley has to otfer.
The community and merchants rely upon our guest to generate revenue. Our summer/winter guests
expect a pleasant experience while in Vail.
To insure that all of the proposed construction has as little negative impact on the community and on our
guest as possible, the Town of Vail finds it imperative to create and implement the Vail Village and
Lionshead Village Construction Hours Handout.

Time Reouirements
The Design Review Board meets on the lst and 3rd Wednesdays of each month. A complete application
form and all accompanying material must be accepted by the Community Development Department prior
to application deadlines. A schedule of DRB meetings and associated application deadlines may be found
on the World Wide Web at http://ci.vail.co.us/commdev/olanning/drb/meetinqs/default.htm For a new
residential development, the application deadline is typically 3.5 weeks prior to a Design Review Board
hearing.
Review Criteria
The proposal will be reviewed for compliance with the Design Guidelines as set forth in Title 12, (Zoning
Regulations) and TiUe 14 (Development Standards) of the Town of Vail Municipal Code.
Requirements for orooerties located in hazard areas
If a property is located in or adjacent to a mapped hazard area (i.e. snow avalanche, rockfall, debris flow,
floodplain, wetland, poor soils, etc.), the Community Development Depaftment may require a site-specific
geological investigation. If a site-specific geological investigation determines that the subject property is
located in a geologically sensitive area, the property owner(s) must sign an affidavit recognizing the
hazard report prior to the issuance of a building permit, Applicants are strongly encouraged to consult
with Community Development staff prior to submitting a DRB application to determine the relationship of
the property to all mapped hazards.
Reouired Plan Sheet Format
For all surveys, site plans, landscape plans and other site improvement plans, all of the following must be
shown.
1. Plan sheet size must be 24"x 36". For large projecE, larger plan size may be allowed.
2, Scale. The minimum scale is 1"=20'. All plans must be atthe same scale.
3, Graphic bar scale.
4, Nofth arrow.
5. Title block, project name, project address and legal description.
6, Indication of plan preparer, address and phone number,
7. Dates of original plan preparation and all revision dates.
8. Vicinity map or location map at a scale of 1"=1,000'or larger,
9. Sheet labels and numbe6.
10. A border with a minimum left side margin of 1.5".
11. Names of all adjacent roadways,
12. Plan legend.

Desaon Review Board Meetano Requirements
For new construction and additions, the applicant must stake and tape the project site to indicate
property lines, proposed buildings and building corners. All trees to be removed must be taped. The
applicant must ensure that staking done during the winter is not buried by snow, All site tapings and
staking must be completed prior to the day of the DRB meeting.
The applicant, or their representative shall be present at the Design Review Board Hearing. Applicants
who fail to appear before the Design Review Board on their scheduled meeting date and who have not
asked in advance that discussion on their item be postponed, will have their items removed from the DRB
agenda until such time as the item has been republished.
If the DRB approves the application with conditions or modifications, all conditions of approval must be
resolved prior to the issuance of a building permit.
Staff Aoproval
The Administmtor (a member of the planning staff) may review and approve Design Review applications,
approve with certain modifications, deny the application, or refer the application to the Design Review
Board for a decision. All staff approvals are reviewed by the Design Review Board and any staff decision
is subject to final approval by the DRB.
Additional Review and Fees
If this application requires a separate review by any local, state or Federal agency other than the Town of
Vail, the application fee shall be increased by $200.00. Examples of such review, may include, but are
not fimited to: Colorado Department of Highway Access Permits, Army Corps of Engineers 4O4, etc.
The applicant shall be responsible for paying any publishing fees in excess of 50o/o of the application fee.
If, at the applicant's request, any matter is postponed for hearing, causing the matter to be re-published,
then the entire fee for such re-publication shall be paid by the applicant.
Applications deemed by the Community Development Department to have design, land use or other
issues, which may have a significant impact on the community, may require review by external
consultants in addition to Town staff. Should a determination be made by Town staff that an external
consultant is needed, the Community Development Department may hire the consultant. The
Department shall estimate the amount of money necessary to pay the consultant and this amount shall
be forwarded to the Town by the applicant at the time of filing an application. The applicant shall pay
expenses incurred by the Town in excess of the amount fonrarded by the application to the Town within
30 days of notification by the Town. Any excess funds will be returned to the applicant upon review
completion.

A00-0009 Gorsuch Residence. I recieved this permj-t for a residential alarmsystem to be instal-led by Apex. I have found out this system, in fact, hasalready been instal-l-ed. Upon inspection I discovered rhat the liwing areasare protected by wireless smoke detectors. THexe are heat detectors in the
garage and boiler room. This system does not provide for audibitity
requirements specified in the ubc, ufc, nor for that matter, nfpa 72.
Specifi-calLy, the ]ower bedrooms and living area would not recieve adequate
notificatj-on in the event of an upper level smoke or heat activation. I am
therefore compell-ed to deny this permit until such a time that equipment is
installed which will provide an adequate signal . I will contact Bill

This lebLer presents the flndlngs of a geologic hazards evaluation for
additions to a residence localed aE 252A Bafd Mountain Road ln East Vail,
Colorado. This sfreet address coresponds wibh Lo! 15, Btock 2, Vall VlllageFiling 13. It ls our understanding that additions to the 15-year old, two-
story wood frame residence are planned. T?re main addition will be along the
west side and a smaller addition is planned along the south side of the exis-ting residence. The hazards evaluation consisted of a site reconnaissance and
revlew of published geologic hazards report for the general area. The work
was conducted in generaL accordance with our January 16, 1989, agreement with
Rosolack Archltects.
The existing residence is located on the south side of Bald Mountain Road
which runs along the break in slope between the moderately sJ.oping valleyfloor and steep northern vaIIey side of Gore Creek. The site is on the lowerpart of a smaIl aLluvial fan which has developed at the mouth of a snal"l first
order drainage on the north valley side, Residences are focated on the adja-
cent lots to the north, west and east. 0pen, undeveloped land lles downslopeto the south.
Regional. debris flow hazards mapping indicaLes thaL bhe flrst order
dralnage basln to the northeast of the lot has a potential for debris flows
(Mears, 1984). Lot 15 l-ies dovnrslope of the mapped rncderate hazard boundary,
but is on the al-luvial fan and could be subjected to some debris flow activ-ity. The residence on Lot 14, which is upslope from Lot 15, would tend to
dlrect debris flow away from the residence on Lot 15. However, some flooding
and sedimenLation could posslbly reach Lot 15. Hlgh veloclty debrls fLows do
not appear probable on Lot 15.
Regional rockfall hazard mapplng indicates that the existing residence ontot 15 lies near tfre run out limits of a high severity rockfafl- hazard zone
(Schnnreser and Associates, 1!84). The source zone for the rockfal] hazard is
an outcrop of the Mlnturn Formation which lies along the valley side upslope

of the lot. Because of the close proximlty of the residence on Lot 15 to themapped hazard zone boundary, it is-our optnion that there is a potential thatfuture nockfall couLd reach'the slte.
Reglonar avalanche hazard mapping indicates that, Lof 15 may be near therun out limit of smaLl avaLanches origlnating on bhe south facing vaftey siOe(Mears, 1979). Because of the sout-hern eiposure, avalanches in this areaprobably wourd have relatively long recurrence periods. Further analysis byan engineer familiar with avalanch-e dynamic and hazard assessment wouLd berequired to assess lf a signiflcant avalanche hazard ls present on Lot 15.
. rn sunnnaryr Lot 15 and _the adjacent lots ln the subdivision are exposedto potential geologic hazards. ThL owner should be aware of these frailrOs.Based on our observations, construction of the two proposed addltions to theresidence on Lot 15 should not increase the existjin! hazara potentiar toadjacent properties and structures including public roads, rights-of-way,easements and utiLities.

Dear Steve:
tl.|e are enclosing our letter to the Denver Board of Appeals on
the use of polyethylene pl astic pipe in a radiant floor system,
which was used on an add'i tion similar to the addition being con-
structed for Mr. Tom Hollis' residence. The appeal had been
approved, though we do not have any letters of the approval in
our file. Upon request, we could get.said approval from theArchitect of that particular project.
The pians for the Hollis' Residence Addition specified the useof 1" schedule 40 black steel 12" on center to be used in theradiant slab w'ith L/2" polyethylene 9" on center as alternate
upon approval of your department. As stated prev'i ously the
system appealed at the Canon Residence is very similar to the
system used on the Hollis Residence, including lengths, slabconstruction, and control of the radiant slab circuit.
It is understood that your department wil'l approve the use ofthe polyethlene pipe for the system on a test case basis if
the owner accepts responsibility of the system in the event ofre-sale of the property. l.rle are contacting Mr. Hol ljs to inform
him of your position and he will inform you of his.decis.ion.

Dear Sirs:
PR0DUCT DESCRIPTI0N - Celanese U.H.M.l,rl. pipe has been used in
ffitions, as well as for snow-melting, for many
years; having over one million linear feet of pipe instal 1ed.
Celanese backs up their product with a L0 year limited guarantee.
Besides be'i ng immune to corrosion, polyethylene is easy tojnstall, economical and resilient enough to give it sufficient
abras'ion res'istance to be embedded in concrete. In addjtion,its thermal properties in regards to coefficient of linear
expansion, inch/inch,/Op, as per A.S.T.l'1. test D696, js 8.3 x 10-5.
This is for unconstrained p'i pe. The modulus of elasticity is
2000 to 11,000 psi. Therefore the maximum thermal stress on the
pipe is .91 psi compared to 195 psi for steel and 148.8 psi for
copper..
RADIANT PANEL HEATING SYSTEM INSTALLATION - The installation of
the system at 85ffiw0 enclosed 8L x 1l sketches,that being: 1) 1/2" polyethylene pipe, 9" on center installed 3/4"
from the top of a 4" insulatgd slqb on grade, tied down to the
rebar reinforcement, with an additional 1L2" topping and ti'le floor-
i ng on top.
2) The polyethylene pi.pe is installed in 2 circuits,with 8 serpentine type loops per circuit, length of'each Toop
approximately 25 feet 1ong, for a total circuit length of approximate'ly
?00 feet-
3) The radiant slab system is a separate loop, withits own pump, off the existing hot water boiJer system. The rad'iant
s'l ab system is controlled as follows:a) The pump for the system will be act'i vated by
a room thermostat.b) An outside air sensing device will modulate
a three way m'i xing valve, connected to the supplyoff the existing system and the return fromthe radiant slab system, to reset^the watgr
temperature to thd system from 80uF at 60uF

maintain a slab temperature of approximately 800Fat all outside air conditions, providing comfort' . to the space, and prevention of therma'l shock to
