BUILDING PERMIT ISSUANCE TIME FRAME
If this permit requires a Town of Vail Fire Department Approval, Engineer's (Public Works)
review and approval, a Planning Department review or Health Department review, and a review
by the Building Department, the estimated time for a total review will take as long as three (3)
weeKs.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements, Residential and small projects should take a lesser amount
of time. However, if residential or smaller projects impact the various above mentioned
depaftments with regard to necessary review, these projects may also take three (3) weeks to
review and approve.
Every attempt will be made by this department to expedite this permit as soon as possible.

PUBLIC WORKS AND THE PUBUC WAY PERMIT PROCESS
How it relates to Building Permits:
> Fill out the atbached check list with the Building permit Application.
If yes was answered to any of the questions then a "Public Way" permit is required. You
can pick up an application at either Community Development/ located at 75 South Frontage
Road or Public Works, located at 1309 Elkhorn Drive.

"Building Permif to be released. Please do not confuse the "Public Way Permit" with a

Permits are valid only until November 15th. A new Public Way Permit is rcquired
each year if work is not complete. Re-application each November 15th does not

DRAINAGE AND CULVERT INSPECTIONS ARE REQUIRED BY PUBLIC WORKS!
Please read and check off each of the items below:
D The Town of Vail Building Department has developed the following procedures to
ensure that new construction sites have adequately established proper drainage
from building sites along and adjacent to Town of Vail roads or streets.
The Town of Vail Public Works Department will be required to inspect and approve
drainage adjacent to Town of Vail roads or streets and the installation of temporary
or permanent culverts at access points from the road or street onto the construction
site. Such approval must be obtained prior to any requests for inspection by the
Town of Vail Building Department for footings, temporary electrical or any other
inspection. Please call Leonard Sandoval at479-2198 to request an inspection from
the Public Works Depaftment. Allow a minimum of 24 hour notice.
Also, the Town of Vail Public Works Department will be approving all final drainage
and culvert installation with resulting road patching as necessary. Such approval
must be obtained prior to any Final Ceftificate of Occupancy issuance.

a Unlawful deposits: Subject to subsection C thereof, it is unlawful for any person to litter, track or
deposit, or cause to be littered, tracked or deposited, sand, gravel, rocks, mud, dift, snow, ice, or any
other debris or material upon any street, sidewalk, alley or public place, or any portion thereof.
al Notice; Abatement: The Director of Public Works may notiff and require any person who violates or
causes another to violate the provision of subsection A hereof, or who has in the Director's employment
a petson who violates or causes another to violate the same, top remove such sand, gravel, rocks, mud,
dift, snow, ice or any other debris or material within twenty four (24) hours after receipt of said notice
by the Director of Public Works. In the event the person so notified does not comply with the notice
within the period of time herein specified, the Director of Public Works, or other authorized agent, may
cause any such sand, gravel, rocks, mud, dirt, snow, ice, debris or any other material to be removed
from any street or alley at the expense of the notified.

any person who violates or causes another to violate the same, may be issued a summons to appear
before the Municipal Court of the Town for said violations, and upon being found guity of a violation

Vail 2000 Staging / Parking PIan Information
Plan Philosophv- Is a very important step in the building
process. Striking a balance bctween saf-e public access and giving construction projects
room to build is becoming increasingly challenging, for us to meet ali the needs of those
who will be impacted by construction projects. The i'act is, there is less room to build in
the Town of Vail.
Developing a creative Staging Pliur is a must. Staging in the Town of Vail Public Right of
Way is a Privilege, not a -eiven right. We take into account when we review and approve
staging / parking plans, impacts on neighborhoods, tourism, business and the traveling
public along with your right to build.

in violation of the approved Staging / Parking Plan. The Town of Vail Chief Building
OfEcial will call the contractor and notifu thern" the next tirne any violation happens, the
building dcpartment wiil reci tag the construction site for 48 hours.

Requirements for an Acceptable Staging Plan
It is preferred that and Approved Site Plan is used to draw a staging plan, but a hand
drawn plan may be used as long as it is dawn to scale and is neat and legible,
l.) The Staging Plan must show the following:
(a) Show all parking that is required for the job site. (Including consfuction
equipment).
(b) Show the location of all material that will be staged on site.
(c) Show the location of all dumpsters and port-o-john that are to be on site.
(d) If a f'encc is required, then show the location of the fence and describe the
material used for the fence.
(e) Iftrees and / or vegetation is required to be protected, then show how this will'be
done.
(f) If this staging plan is for a Demo Permit, then show staging for dump trucks and
all related equipment. If the Town of Vail Right of Way area is needed for
staging, then a Traffic Control Plan is required in conjunction with the staging
plan.
(g) Pleaseprovide and show an Erosion Control Plan.
(h) No equipment, vehicles, materials are allowed on Town of Vail Right of Way in
the Winter Staging Plan.
2.) If work needs to occur in the right of way, then add a Traffrc Control Plan to the
staging plan showing the following:
(a) The work zone (area that is to be performed)
(b) Traffic Control Devices (waming, signs, cones, flaggers, etc.)
(c) Distances that all devices will be set up from the work zone. Also show all
dimensions of work being performed in the right of way. All traffic control plans
must conform to the MUTCD manual.(Manual of Uniform Traffic Control
Devices)
2.) This plan will be reviewed by Public Works and if Necessary the Police, Fire, and
Community Development Department. Once the staging plan is approved, it will be
registered with the departrnents listed above and enforced.
3.) The Viilage and Lionshead area have outside construction restrictions, Please become

Vail Village/Lionshead Construction Hours
Problem Statement
The Vail Village and Lionshead are invaluable assets to the communily. Thousands of
people come to town each year to sightsee, recreate, shop and enjoy Vail. The
community and merchants rely upon the summer/winter tourism to generate revenue.
Our summer/winter guests expect a pleasant experience while in Vail.
To insure that all of the proposed construction has as little negative impacl on the
community and on our guest as possible, the Town oi Vail finds it imperative to create
and implement the Vail Village/Lionshead Construction Master Plan. Maps of the Village
and Lionshead are included to show areas o{ construction beino affected bv this plan
It would be irresponsible for the Town of Vail, the construction contractors
merchants, to not actively participate to minimize the impact of construction
Village and Lionshead areas.
Givens
The following givens are intended to provide the basic foundation by which construction
will be completed in the Village:
r The public's health, safety and welfare shall be honored at all times.
. Adequate pedestrian, loading/delivery, vehicle, and emergency vehicle access and
circulation shall be maintained.
Floadways and pedestrian walkways shall be kept clean and'free of dirl and debris.
All construction deliveries, equioment. tools. materials, etc.to the Villaoe must qo
throuqh Check Point Charlie. All Lionshqad construction activitv must qo to the Vail
Police Department for 5 parkinq permit. Do not use deliverv zones tor construction
parkino, refer to approved staoino plAn or make other arranaements for oarkino.
The hours of Outside Construction Activity shall be as follows:
- April '15 - June 22 & September 8 - November 15, 7 a.m. until 7 p.m., seven
days a week. Between June 23 -September B work must end bv 4:00 p.m. On
Fridavs. November 15 - April 15 work allowed within daylight hours only.
- Deliveries shall be restricted into the Village from 7 a.m. until 11:30 a.m. on Gore
Creek Drive and 7 am to 8:30 am on Bridge Street.
- Special delivery permits must be requested in advance, from Public Works in
conjunction with Code Enforcement at Checkpoint Charlie.
- No construction activity shall occur on Saturday or Sunday between June 24 &

. All construction sites will be required to obtain an Approved Construction-Staoinq
Plan from the Town ot Vail Public Works Department in conjunction with Code, Enforcement.
. The Town of Vail reserves the right to amend the Vail Village/Lionshead Construction
Plan regulations at anytime should abuses or problems arise.

PRE-APPLICANON CONFERENCE
A pre-applicat'ton conference with Town of Vail staff is required. No application can be accepted
unless the mandatory pre-application meeting has been completed. It is the applicant=s
responsibility to schedule this me€ting by calling 970-479-2L28.
TIME REOUIREMENTS
The Design Review Board meets on the 1st and 3rd Wednsdays of each month. A complete
application form and all accompanying rnaterial must be accepted by the Community Development
Department a minimum of three and a half (3 1/2) weeks prior to the date of the DRB public
hearing.
REVIEW CRITERIA
Your pmpmal will be revierared for compliance with $e Design Guidelines as set forth in Section 12-
11 of the Municipal Code.
NOTE TO ALL APPLICANTS:
A. If a property is located in a nnpped hazad area (i.e. snow avalanchg rockfiall, floodplain,
debris flow, wetland, etc), a hazard study must be submitted and the owner rnust sign an
affrdavit recognizing the harard report prior to the isuance of a building permit. Applicants
are encouraged b check with the planning staff prior to submittal of a DRB application to
determine the relationship of the property to all mapped hazards.
B. Basic Plan Sheet Format. For all surveys, srte plans, landscape plans and other site
improvements plans, all of the following must be shown.

V,STAFF APPROVAL
The Administrator may review and approve Design Review applications, approve with certain modifications,
deny the application, or may refer the application to the Design Review Board for decision. All staff
approvals are subject to final apprcval by the DRts. The following types of Design Review applications may
be staff approved:
A. Any applicatbn tor an addition to an exbting building that is consistent with the architectural design,
materiab and colors of the building, and approval has been received by an authorized member of
a condominium association, if applicable;
B. Any application to modify an existing building that does not significantly change the ocisting planes
of the building and is generally consistent with the architectural design, materials and colors of the
building, including, but not limited to ocerior building finish materials (e.9. stonework, siding, roof
materials, paint or stain,), exterior l$hting, canopies or awnings, funces, antennas, stellite dbhes,
windows, slqlights, siding, minor commercial facade improvements, and other similar modifications;
C. Any application for site improvements or modifications including, but not limited to, driveway
modffications, site grading, site walls, rernoval or modifications to existing landscaping, installation
of accessory structures or recreational facilities.
ADDMONAL REVIEW AND FEES
A. ff this application requires a separate rwiew by any local, state or Federal agency other than the
Town of Vail, the application fee shall be increased by $200.00. Examples of such review, may
include, but are not limited to: Colorado Department of Highway Access Permits, Army Corps of
Engineers 404, etc.
B. The applicant shall be responsible for paying any publishing fees whbh are in excess of 50% of the
application fee. If, at the applicant's request, any matter is postponed.for hearing, causing the
matter to be re-published, then tre enure fee for such re-publiction shall be paid by the appliant,
C. Applications deerned by the Conrnunity Development Deparunent to have design, land use or other
issues which may have a significant impact on the community may require review by consultants
in addition to Town staff. Should a determination be made by the Town staff that an outside
consultant is needed, the Community Development Department may hire the consuhant. The
DepaftTent shall estimate the amount of money necessary to pay the consul[ant and this amount
shall be forwarded to the Town by the applicant at the time of filing an application. ftpenses
incurred by the Town in o(cess of the amount forwarded by the application shall be paid to the
Town by the applicant within 30 days of notjfication by the Town. Any o(cess funds will be retumed
to the applicant upon review cornpletion,

PRE.APPLICATION CONFERENCE
A pre-application conference with Town of Vail staff is required. No application can be accepted
unless the mandatory pre-application meeting has been completed. It is the applicant=s
responsibility to schedule this meeting by calling 970-479-2128.
TIME REOUIREMENTS
The Design Review Board meets on the lst and 3rd Wednesdays of each month. A complete
application form and all accompanying material must be accepted by the Community Development
Department a minimum of three and a half (3 l/2) week prior to the date of the DRB public
hearing.
REVIEW CRITERIA
Your proposal will be reviewed for cornpliance with the Design Guidelines as set forth in Section 12-
11 of the Municipal Code.
NOTE TO ALL APPUCANTS:
A. If a property is located in a mapped hazard area (i.e. snow avalanche, rocKall, floodplain,
debris flow, wetland, etc), a hazard study must be submitted and the owner must sign an

I have inspected the log house at the referenced address for thepurpose of ana'lyzing its structural integrity. Based on measure-
ments made at the time of my inspection, I have made calcuationsto determine the adequacy of the structural components to function
as intended.
For these calculatjons, I have used the fol lowing criteria;
A. Snow load = 70 il/S.F.
B . Li ve 'l oad on f I oors = 40 #/S. F.C. All logs are assumed to be Lodge Pole P'i ne,f6 = 875 P.S.I.E = .l,.l00,000
D. It is assumed that the supporting so'i 1s are adequateto carry the superimposed 'l oads.
Based on my calcuiations, jt is my opinion that the structural
components are of adequate size to carry the snow loads and live
