PUBLIC WORKS PERMIT PROCESS
How it relates to Building Permits:
1) Fillout our check list provided with a buiHino permit aoolication.
lf yes was answered to any of the above questions then a "Public Way" is
required. You can pick up an application at either Community Development,
located at 75 S. Frontage Road or Public Works, located at 1309 Vail Valley Drive.
2) Notice sign offs for utility companies. All utilities must field verify (locate)
respective utilities prior to signing application. Some utility companies require up
to a 48 hour notice to schedule a locate.
3) A construction traffic contro7staging plan must be prepared on a separate sheet
of paper.An approved site plan may also be used. This plan will show locations
of all traffic control devices(signs, cones, etc..) and the work zone, (area of
Gonstruction, Staging, etc..). This plan will expire on Oct. 1sth. and will need to
be resubmitted for approval through the winter.
4l Sketch of work being performed must be submitted indicating dimensions (length,
width & depth of work). This may be drawn on the traffic control plan or a site
plan for the job.
5) Submit completed application to the Public Works's office for review. lf required,
locates will be scheduled for the Town of Vail Electricians and lrrigation crew. The
locates take place in the morning but, may require up to 48 hours to perform.
6) The Public Work's Construction Inspector will review the application and approve
or disapprove the permit. You will be contacted as to the status and any that may
needed. Most permits are released within 48 hours of being received, but please
allow up to one week to process.
7) As soon as the permit is processed, a copy will be faxed to Community
Development allowing the "Building Permif'to be released. Please do not confuse
the "Public Way Permit" with a "Building Permit'to do work on a project itself.
NOTE:
* The above-process is-for work.in a publlc way only.* Public Way Permits are valid only untll November 15th.
' A new Public Way Permit is required each year if work is not complete.

Effective June 20, 1991, the Town of Vail Building Department has
developed the foLlowing procedures to ensure that new construction
sites have adequately established proper drainage from building
sites along and adjacent Lo Town of Vail roads or streets.
The Town of Vail Public Works Department will be required to
inspeet and approve drainage adjacent to Towt! of Vail roads or
streets and the installation of temporary or peraanent culverts at
access points from th,e road or street on to ttte coDstruction site.
Such approval must be obtained prior to any request for inspection
by the Town of Vail Building Department for footings or temporary
electrical or any other inspection. Please call 4'l 9-2160 to
request an j.nspection from the Public Works Department. AIIow a
minimum of 24 hour notice.
Also, the Town of Vail Public Works DepartmenE will be approving
afl final drainage and culvert installati-on with resulting road
pacching as necessary. Such approval rnust be obtained prior to
Fj.nal Certificate of Occupancy issuance.

If thi.s permi.t requires a Town of Vail Fire Department Approval,
Engineelrs (puUlic Works) review and approval, a Planning Department
review or Health Department review' and a review by the Building
Department, the estimated time for a total review may take as long
as three weel(s.
All commercial (large or small) and all multi-family permits will
have tq follow the ibove mentioned maximum requirements. Residential
and small projects should take a 'l esser amount of time. However, if
residential oi smaller projects impact the various above mentioned
departments with regard to necessary review, these proiects may
also take the three week period.

In sunmary, Ordinance No. 6 states that it is unlawful for any
person to litter, track or deposit any soil, rock, sand, debris
or rnaterial , including trash dumpsters, portable toilets and
workrnen vehicles upon any street, sidewalk, alley or public
place or any portion thereof. The right-of-way on all Town ofVaiI streets and roads is approximately 5 ft. off pavenent.
This ordinance witl be strictl.y enforced by the Town of VaiI
Public l,{orks Departnent. Persons found violating this ordinancewill be given a 24 hour written notice to remove said material .fn the event the person so notified does not cornply with the
notice witbin the 24 hour tine specifi.ed, the Public Works
Department will remove said naterial at the expense of personnotified. Ehe provisions of this ordinance shall not beapplicable to construction, rnaintenance or repair projects of
any street or alley or any utilities in the right-a-way.

I1I. IMPORTANT NOTTCE REGARDTNG ALL SUBMISSIONS TO THE DRB:
A. In addition to meeting submittal requilements, theapplicant must stake and tape 'the project site toindicate property lines, building lines and buildingcorners. AI1 trees to be removed must be taped. A11site tapings and staking must be completed prior to the
DRB site visit - The applicant must ensure that staking
done during the winter is not buried by snow.
B. The review process for NEW BUILDINGS normally reguires
tvro separate meetings of the Design Review Board: aconceptual approval and a final approval . Applicants
should plan on presenting their development proposal ata minimum of two meetings before obtaining final
approval.
C. Applicants who fail- to appear before the Design Revj-ew
Board on their scheduled meeting date and who have not
asked i-n advance that discussion on their item bepostponed, will have their items removed from the DRBdocket until such time as the item has been
republished.
D. The following items may, at the dj-scretion of thezoning administrator, be approved by the Community
Development Department staff (i.e. a formal hearingbefore the DRB may not be required):
a. Windows, skylights and similar exterior changeswhich do not alter the exist.ing plane of thebuilding; and
b. Building addition proposals not visible from anyother lot or public space. At the time such aproposal is submitted, applicants must includel-etters from adjacent property owners and/or fronthe agent for or manager of any adjacent
condominium association stating the association
approves of tbe addition.
E. If a property is located in a mapped hazard area (i.e.
snow avalanche, rockfall, flood plain, debris fJ-ow,wetland, etc) , a hazard study nust be subnitted and the
owner must sign an affidavit recognizing the hazardreport prior to the issuance of a building permit.
Applicants are encouraged to check with a Town Plannerprior to DRB application to determine the relationshipof the property to all- mapped hazards.
F. For all residential construction:
Clearly indicate on the ffoor plans the insideface of the exterior structural wa11s of thebuilding; and
Indicate with a dashed line on the site plan afour foot distance from the exterior face of thebuilding walls or supporting columns.
If DRB approves the appLication with conditions ormodifications, all conditions of approval must be
resolved prior to Town issuance of a building permit.

SCOPE
Thls rcport covers a soil and foundat ion fnvestlgatlon for a proposed
residence to be located on Lot ll, Block l, Vall Vlllage Flllng No. 13,
Eagle county, colorado. The report presents the rnost desirable type founda-
tion, al lowable soll pressur€s, water table condltions, and other sof l
related deslgn and construct fon detal ls.
SITE CONDITIONS
The slte ls located on a gentle, southerly-faclng slope covered wltht
aspen trees and native grass. The ground surface ls relatively flat at the
proposed buildlng area but has a general slope dor.rn to the v,rest. A smal I
stream ls located at the far west portton of the property. A dralnage
ditch runs behlnd the proposed resldence.

Subsol I condltions at the slte were Investtgatua by excavat ing trao
o test plts at the locatlons shown on Fig. l. The subsoil condltions re-\
vealed In thc test plts are erratlc. General ly, they consist of 2 to lr
feet of organlc topsoil overlylng med lum dense, silty sands. Occaslonal
o.boulders were found throughout thls materlal. At 3 to 6 feet below exlst-
ing ground surface, poorly graded sand and gravel wlth boulders was encoun-
tered. Swel l -consol ldatlon test results are'shown on Flgs. 3 and 4.
Free water was encounte.red in Test Plt No. 2 at depth 6 feet at the
t lme of our Investlgatlon.

It ls our undcrstandlng that thc proposed constructlon wlll conslst of
a t\^ostory frame structure wlth a full basement. we bel leve the most
desirable type foundat lon for the proposed res ldcnce rs spread foot Ings
placed on the lower sandy gravel. The fol lowlng deslgn and construct lon
details should be observed:
(l) Footings should be placed on the lower granular soll below any topsoll.
The thlckness of the oi'ganic topsoil varles consrderabry, At places
It may be necossary to make deep excavat lons rn order to reach the
lower competent solls.
(z) Footlngs placed on the lower granular soll should be designed for a
maximum soil pressure of 2,000 psf. under thrs pressure, the amount
of settlement wll I be within tolerabte I lmlts for resldentlal con-
st ruct i on.
(i) lf boulders are removed from excavat lon, backfllI and compact ion may
be req u I red.
(4) contlnuous foundat ion walls should be well relnforced top and bottom
to span an unsupported length of at least l0 feet.
(5) Durlng excavatlon of deeper basement foundatlons, water may be encoun-
tercd in footlng trcnches, lf free water is encountcred at foot Ing
depth, clean gravel should be placed beneath the footlngs to facllltate
placement of conc rete.
(6) All exterlor foot lngs shoutd be provlded wlth sufflclent soll cover
abovc thclr bearlng elevatlon for frost protectlon.

FLOOR SLABS
The natural solls at the slte except for the organlc topsol I are
suitable for support of slab-on-grade constructlon. To minlmlze damage due
O to slight dlfferential slab r,lovement, floor slabs should be seoarated from
, al I bearing members with positive expansfon jolnts. Slabs should be provlded
wlth control joints and adequately relnforced. A mlnimum 4-inch free
O drainlng gravel layer should be provided beneath the floor slab, The
materlal should consist of gravel size aggregate with max imum slze of 3
inches and percentage passlng the No. 200 of less than I0t.

SUBDMIN SYSTEM
lf the lower floor level is ro be plic.ed within I feet of the existing
ground water table, the lower f loor level of the res idence should be pro-
tected by an underdrain system. The underdraln system should conslst of
drain tile Installed In a gravel filled trench around the perlmeter of the
lower level at least 2 feet below the lower floor slab leading to a sump
where water can be removed by pur,rping or gravity f low. The gravel beneath
the floor slab should be connected into the underdrain system.
SURFACE DMINAGE
Dralnage ditches and a small stream are located nearby. lt is lmportant
that the flow In these ditches is controlled so that leakagc from the chan-
nels wlll not affect the foundat lon solls or basement. In addition, the
fol lowing drainage precaut lons should be observed:
(l) Excess ive wetting or drylng of the foundat lon cxcavat lon should be
avoided during construction.
