TOWN OF VAIL ELECTRICAL PERMIT GUIDELINES All insballations of oterior hot tubs or spa's require a DRB approval from planning. This application will not be accepted without a copy of the DRB approval form attached (if applicable). If this permit is for installation of an e)fterior hot tub or spa on a new elevated platform or deck over 30" above grade, you must also obtain a building permit. If this permit is for installation of an exterior hot tub or spa on any existing deck or elevated platform, a structural engineer must review the existing condition and veriry that it will support the added concentrated load. Please provide a copy of the structural engineers wet stamped letter or drawing with this application. If this is a remodel in a multi-fami[ building with a homeowners association, a letter of permission from the association is required. If this permit is for a commercial space, two (2) sets of stamped drawings are required. DESCRIPTION OF REQUEST The applicants are proposing to construct a two-car garage in front of their existing single family home located at 1886 West Gore Creek Drive. The site exceeds 30% slope, and as a result, the applicants may put the garage in the front setback wilhout requiring a setback variance. However, for to 15%. II The proposal includes a garage and an entryway. IFlthe applicant had proposed these two spaces as well as a master bedroom addition, a bay window expansion in the living room, and a carport area. During the review process, staff told the architect that we would support only the minimum amount of space required for the garage and the connection to the house. As a result, the bay window, the master bedroom addition, and the car port were eliminated and the garage was downsized toJIfD feet (interior dimensions). As a result, the connection between the house and the garage is required. Staff had requested the architect to narrow the width of this connection. He pointed out that the footers for the garage will be poured approximately elght below the tooters of the existing house due to the slope of the lot. Because of this difference in grade, a reasonable distance away from the house must be provided to maintain the structural integrity of the existing footers. Staff has reviewed the design with the Town's Building Official and he believes that the proposed design provides the minimum distance that is needed, but is not excessive. ';,' r '' Upon review of Criteria and Findings, Section 18.62.060 of the Vail Municipal Code, the Community Development Department recommends approvalof the requested variance based on the following factors: A. Consideration of Factors: 1. The relatlonshlp of the rcquested varlance to other exlstlng or potentlal uses and structures In the vlcinlty. Staff believes that the proposed additions to the existing home on West Gore Creek Drive will be reasonably compatible with surounding development. Cunently, the applicants have a driveway and parking area in the same location as the proposed driveway and garage. Staff believes that enclosing the parking area with this garage and then screening it with the proposed landscaping will improve the appearance of the lot. The garage willbe 14 feet high at the roof ridge And 10 feet high at the side closest to the street. The Town Engineer has reviewed the planting plah and is requiring the applicant to get a right-of-way revocable permit prior to the issuance of a building permit. He has said that as long as the spruce and aspen are planted a minimum of 7 feet lrom the edge ol pavement, which is feasible, he will be able to support the right-of-way revocable request. 2. Statf has supported variance requests on other projects similar to this one. In this case the applicant is proposing a two car garage and conneclion of this garage to the residence. Staff be|ievesthatthegarageistheEhi|esti||accommodatingtwocars. Tha Design Review Guidelines state that in this zone district, garages musl be attached to the residence on the site. Because the elevation of the garage is 8 feet below the footers for the existing house, the two can not be adjacent to each other. The entry way portion of the request maintains structural integrig and fulfills the requirement of the DRB guidelines that structures be connected. Statf believes that these two additions are reasonable because they are not excessive in square footage, and are generally consistent with what we have supported on other variance requests. During this remodeling effort, the applicant will be installing a new driveway and rebuilding an existing deck on the west side of the structure. Both of these elements are currently nonconforming in that the driveway exceedltlplnaximum slope allowed by the Town and the deck encroaches into the side setback. Statf believes that ing these elements into compliance with the code is an important aspect of this propol,; 3. The effect of the requested varlance on llght and alr, dlstrlbutlon of populatlon, transportatlon and trafflc facllltles, publlc facllltles and utllltles, and publlc safety. Staff believes that there will be no impact on the criteria referenced above. The Town Engineer, during his review of the project, has required that a valley pan be installed at the intersection of the driveway with West Gore Creek Drive. Other than this minor change to the plans, the proposal is consistent with all of the Town's standards regarding transportation. IV. FINDINGS B. before orantino a variance: 1. That the granting of the variance will not constitute a grant of special privilege inconsistent with the limitations on other properties classified in the same district. o That the granting of the variance will not be detrimental lo the public health, satety or welfara, or materially injurious to properties or improvements in the vicinity. That the variance is warranted for one or more of the following reasons: a. The strict literal interpretiation or enforcement of the specified regulation would result in practical difficulty or unnecessary physical hardship inconsistent with the objectives of this tille. b. There are exceptions or extraordinary circumstances or conditions applicable to the same site of the variance that do not apply generally to other properties in the same zone. c. The strict interpretation or enforcement of the specified regulation would deprive the applicant of privileges enjoyed by the owners ol other properties in the same district. V. CONCLUSION Staff recommends approval of the requested variance. We believe that the 98.6 square feet of additional site coverage (which is approximately 1.0%) which the applicant is requesting is reasonable. Staff believes it meets the criteria as discussed above as well as the findings. Specifically, staff believes that the request meets Finding lbs the variance would not constitute a grant of special privilege. The Town has supported variances similar to these for a minimal amount of excess square footage for the purpose of constructing a garage. Finding fFl is met in staff's opinion as there will be no impact to public health, safety or welfare. Finding ft) applies to this request, in staff's opinion, as the strict interpretation of the site coverage slandards would deprive this applicant from an addition that has been allowed in other variance situations by the Town. Based on the criteria and findings, staff recommends approval with the following conditions: Prior to issuance of building permit, the applicant shall: Secure an approved revocable right-of-way permit from the Town of Vail for the landscaping to be planted between the garage and the edge of the asphalt of West Gore Creek Drive. Exploratory soil test pits have been excavated and the soil samples subjected to Laboratory tests. The data has been carefully analyzed in the 1i9ht of the project information provided by the client. The results of our exploration and analysis indicate that conven- tionaL spread footings and/or continuous wal1 footings appear to be the most suitable type of foundation for the support of the proposed resi- dence. Net aLlowa.ble soil- pressures of 3200 psf and 260O psf may be used to dimension conventional spread footings and continuous lrall footings, respectively, if for:nded at depths of 4 feet and greater belo$, the existing grade. Ground water conditions are not expected to cause any dJ.fficul-ties; these conditions will be discussed in more detail in the report. The upper soils are suitable for the support of floor slabs, provided the topsoil layer i-s removed. Recommendations for the preparation of the subgrade are also incfuded. No soils encountered exhibited any characteristics of expansive soi 1s . Authorization to perforn this investigation was in the form of a verbal agreement on Decenber 18, 1979 between Mr. Lo\,rel1 and Richards Engine er ing. The scope of this geotechnical investigation included a review of geol-ogicaL maps of the area and a review of geologic anil related litera- ture r a reconnaissance of the irmnediate site, the subsurface e>4>Ioration, field and laboratory testing, and an engineering analysis and evaluation of tt.e foundation materials. The purpose of this fc'undation exploration rras to determine the various soil profi]-e comI)onents, to determine ttre engineering ctraracteris- tics of the foundation rnaterials and to provide criteria for use by the design engineers and architects in preparing the foundation design. General The recommendations submitted are based on the preliminary design details furnished by the client and the in-situ soils. Any revision in the plans for the proposed structure should be brought to the attention of the soils engineer to determine if changes in the foundation recolmen- dations are required. After the plans and specifications are more con- plete, i.t is recommended that the soil and foundation engineer be pro- vided the opportunity to review the final design and speci.fications, in order that eartshwork and foundation recormnendations may be proper]y inter- preted. At that time. it may be necessary to submit supplementary recom- mendations. I I I I I I I I I I I t I I I I I I I I I I I I I I FIELD INVESTIGATIONS Scope The field investigation to determine the engineering characteristics of the founilation materials included a reconnaissance of the project site, locating artd excavating the exploratory test pits, the performance of nodified Housel penetroneter tests and the recovery of split-spoon samples. After completion of the field testingt program, the test pits were backf ill-ed with excavated soil. Sampling Procedures Two exploratory test pits, TP-L and Tp-2, were excavated with a back- hoe to depths of l7.O and l-I.0 feet, respectively. Modified Housel pene- trometer tests were performed and split-spoon samples were obtained at 2.5 foot intervals when possible. The rnodified Housel penetrometer is a soil sampling device having a 16.75 pound drop hanruner with a drop distance of 24 inches. A standard split-spoon sampler (I-3/8 inch inside diameter, 2 inch outside diaareter) is driven into the soil with the drop hammer. The number of blows re- quired to ilrive the sampler three successive increments of 6 inches is recorded and this data is correlated to Standard Penetration Val-ues (ASTI{ D-l-452 anil D-1586). These values indicate the relative density and comparative consistency of the soils, thereby providing a basis for estlnating the relative strength and compressibility of the soil pro- file components. The depth of the sampLe, the penetration results, and the tlT)e of sample and its identj-fying number, are shown on the test pit ]ogs. I I I I I I t t I I I I I I t I I I I I SUBSURFACE COI.IDITIONS General Soil Description Two distinct soil profiles were found at the locations of TP-1 and TP-z. The soil profile of IP-I consists of a hj.ghly organic clayey silt topsoil layer extending approximately two feet from the ground surface. Below this layer and exteniling for the depth of the exploratory test Pit is a stratum of sandstone fragments with a silt and sand binder. Sone fragrnents were as largte as 48 inches in one dirnension. The orienta- tion of the fragments indicate that th€,y are col]uvial deposits frour debris sliiles in past decades. The sand and silt binder tended to have increasing percentages of sand at greater depths. Test Pit IP-2 also has a thick deposit of highly organic topsoil which extends approximately 1.5 feet below the ground surface. fhis Iayer of topsoil is underlain by a stratum of firm brown coarse to fine sand which extends the full depth of the excavation. The stratification of the soils, as shown on the accompanying Test Pit Logs, represents the soil conditions in the actual test pit locations, and variations may occur between the test pits. Lines of dernarcation represeDt the approxi-urate bor,rndaries between the soil types, but the transition may be gradual. Grounil l{ater Observations Grorind water \ras not encountered at the tjme tl1e test pits were excavated. However, water may be present iluring the spring monttrs, or after a prolonged period of rain. This is detrimentaL to the behavior of pavements, floor sIabs, structural fi]ls, and shallow foundations placed upon them. Therefore, it is recommended that excessively organic topsoils be stripped from these areas to depths of approximately 24 inches and stockpiled for later use. After the existing subgrade soil.s are excavated to design grade, proper control- of subgrade compaction, and the placement and compaction of new fills should be rnaintained by a representative of. the soils engi- neer. The sang>le specifications for compacted fi11s and backfills, pre- sented. in an addendum to this report, can be utilized to minimize the volume changes anil differential settlements which are detrjrental to the behavior of footings, pavements and floor slelrs. These specifications should be nodifiecl to suit the particular aspects of this project. Floor S I:t's Care must be taken to insure that aII excavations made for the founda- tions are proPerly backfilled with suitable material compacted in accordance with the procedures outlined j-n the specifications. Before the backfill is placed, aII water and loose debris shouLd be removed from these exca- vataons. Prior to the construction of concrete floors, the subgrade should be thoroughly proof compacted to insure a uniformly high density. Special care should be taken in areas where underground utilities have been in- stal led . A granular mat should be provided below the floor slabs. This should be a minimurn of six inches in thickness and properly compacted. Ground Water Because of the relatively low ground water level, no difficulty iluring excavation and construction of tbe proposeil shallow foundations is anticipated. However, since these foundation materials generally tend to soften and swel-I when exposed to free rlrater, every effort should be made to keep the excavations dry if water is encountered. A granular mat should be placed beneath the basement floor slab. The waII excavations shouLd be backfifled with a freely draining mate- rial, with proper drainage away from the subsut-face structure. fhis is to prevent the fornration of excessive hydraulic uplift forces and hydro- static lateral forces on the basement floor anil wa1ls, respectively. This drainage systetn should not be open to surface water. Thus, the upper part of the exterior backfill- material should consist of rela- tively impermeable material. Whi Le no ground water '!.ras encountered at the time the f ie ld inves- tigati-on was conducted, it is possible tl.at the water tabLe will rise considerably due to spring runoff, a prolonged period of rain or Land- scape watering. Therefore, a subsurface perimeter drain should be con- structed around. the exterior of the founilation system to carry tdater away frorn the builcling. The successful construction of a stable fill will depend upon the ProPer preparation of the subgrade, the materials selected for use, and the tyPe of equipment utilized for compaction. In ailclition, the control of moisture will be ilrportant if the required densities are to be obtained with a ninimr:m of effort. Site Preparation The effectiveness of the new backfill will depend largely upon the stability of the natural subgrade soils. The following procedures should be undertaken. Excavation of Poor Soils Prior to the placing of any new fill , all topsoil, organic soils, frozen materials, existing uncontrolled fil1, and obviously compressible soils roust be removed. t{here excavations are rnade for the removal of the cleleterious materials, it wiU be necessary to maintain then in a relatively dry and worka.ble con- dition, so that the moisture content of the backfill can be contro]led while it is being placed. If the subgrade soils are soft clays, they must be rernoved or disced ancl harrorreal to aerate anil d.ry the soils. I I I I I I I I I I I I I I I I I I I I I I I Ground Water Control The contractor shaI1 provide, maintain and operate equipment, trenches and sumps of adequate capacity to keep excavations free of water at all times. The contractor sha1l also provide pits, trenches and pumping as required to reduce the water table in isolated areas. Proof Compaction AII subgrade in cut areas shall be roll-ed and compacted as specified to produce a compaction equivalent to that of the filted. areas. Proper equiptnent sha1l be used for this operat ion. If this proof compaction causes water to move to the surface, or if it causes the subgrade to "prnnp" or to becorne unstable, the proof compaction should be stopped and the soils engineer consulted. The effective load sha1l be not less than 325 pounds per rateal width, or 4.O00 pounds per foot of drrml length, for compaction of a layer eight inches in thickness. For lesser pressures, the thickness of the lift eriLl be reduced, but in no case shalI the pres- sure be less than 2OO pounds per inch, or 2r4OO pounds per f,oot'of tire or drun width. Pneumatic rollers shall consist of t\do axles, on which there are mounted. not less than nine pneumatic tires, in a manner such that the rear wheels will not follow in the track of the forward group.
