CO 81657 Fttt euPr Re: Development potential of Lots 3, 4, and 5 (Parcels A -E) Block 1, Bighorn Subdivision 3d Addition Dear Ms. Shay, Thank you for meeting with me several weeks ago to discuss the development potential of Lots 3, 4, and 5 (Parcels A - E), Block 1, Bighorn Subdivision 3'd addition. You may remember that in 1979, the lot lines of the subdivision were vacated due to "a difficult access situation on the property" (see attached 11114178 Pf anning and Environmental Commission minutes). As a result, the development potential of each existing dwelling unit is dependent on the development potential which remains for the entire lot (or Parcels A - E). Though duplex plats of Parcels A and B occurred in 1988 and 1986 respectively (a process that is generally pursued simply for the purpose of designatlng party walls within a duplex), the distribution of remaining development potential among all parcels remains effective. Any plan for your residence which affects Gross Residential Floor Area (GRFA), site coverage, landscaped area, or other common development standards, as outlined below, must bear the signature of each homeowner within the Woodridge Townhomes in the absence of an official Homeowners Association. He stressed the fact that the coffee shop is in a Public Accommodation District,.just steps awa.y from CCI where the Town has felt that pedestrianization of the area is important and that there should be less vehicular traffic. He stated there is no conversion problem here as the space has been used as storage space 7 months out of the year. A'l thoughat one time these were accommodation units, they are no'longer desirable lodge rooms because of their location. After further discussion, Pam Garton made the Motion to approve the Parking Variance for the New 0rleans Coffee Shop expansion in the Wedel Inn according to the memorandum prepared by the Department of Community Development dated 9 November .l978 and with the stipulation that this variance be treated similarl-v to those given in CCI with a fee to be paid by the apolicant into the Park'ing Fund. Ron Todd seconded the Motion and the Commission voted unanimous aoproval Jim Rubin asked that a work session be set to review the Amendmentsto the Zoning 0rdinance on Tuesday, November 28, 1978 at B a.m. the heavy traffic hours. He answered Pam Garton's of empioyees, stating there will be two employees. The meeting adjourned at 5:'10 P.M. Pg.3-Minutes-PEC 11/14/78 Mr. White stated that he feels there should be a break in thelarge developments and high densit-y development, that 'low density isrealiy required here. Mr. Elmore does not agree. Ron Todd felt that 9 units per acre is reasonab'l e, that youcouldn't real 1y build luxury units right on the Frontage Road and that withthe bonus for lonq-term rentals this would give him 'l 3 units per acre. Hesupports the 9 units p1 us bonus for employee housing. He madb the Motjonto approve the recommended zoning for Parce'l "A" at 9 units/LDMF with a 50%bonus for employee housing (long-term housing). Jim Rubin explained that this is a down zoning from 26 units to 14 units. He said there were access problems but that the access problems as wel'l as the water and sewer problems were taken care of already. Jay Peterson, representing the developers, exp'la'ined the project to the Board and answered the'ir questions regarding the sewer, high water levels, etc. He said that one piece of the development will be dedicated to the Town. A 60 foot section of that piece will be held back temporarily to see 'if it is needed by the gas company. It was brought to the Planning and Environmenta1 Commissjon for the elimination oflot lines and was approved. This was done so they could place the bui'ld'i ngs in the open spaces and not cut dowtt trees. The plans were then approved by the Design Review Board. Jim Rubin explained that this is aga'in coming to Planning and Environmental Corrnission for approval of the plat. There was a short discussion. Ed Drager asked what control there is to insure the buildings rvilI be constructed as planned. Jim Rubin said they will have to do as they presented to the Design Review Board.
