troduction & Unit Specifications
VERSA-LOK solid retaining wall unirs are made from high-
strength, low-absorption concrere on standard block
machines. Solid characreristics make VERSA-LOK units
resistant to damage before, during. and af ter construction in
all climates.
Holes and slots molded into unirs accepr VERSA-TUFF
non-corrosive, nylon / flberglass pins. As wall courses are
instalied, pins are inserted through holes in uppermosr
course units and are received in slots of adjacent lower
course units. Pins interlock units and help provide
consistent alignment.

On many projects, VERSA-LOK retziining walls u''ork purely
as gravity systens - unit weight alone provides resistarnce to
earth pressures. Frictional forces between
units and pin connections hold units
together so wails behave as coherent
structures. Batter of wall laces offers
additional resistance against overt-urning.
Maximum allowable wall height for gravity walls varies
rvith soil and loading conditions. Generally, with level
backfill and no excessive loading, VERSA-LOK gravity walls
are stable to heights of four feet.
When weight of units alone is not enough to resist soil loads.
horizontal layers of geosynthetics are used to reinforce soil
behind walls. With proper soil reinforcement and design,
VERSA-LOK walls can be constructed to
heights in excess of '10 feet. Geosynthetics do
not act as tie-backs for wali faces. Rather,
geosynthetics and soil combine to create
reinforced soil structures that are strong and
massive enough to resist forces exerted on them. In soil-
reinforced walls, VERSA-LOK units simply retain soil
between layers of geosynthetics and provide attractive,
durable faces.
The typical section on page four illustrates components of
VERSA-LOK segmental retaining r.valls. Each course of
VERSA-LOK is set back J inch from the flront of the course
beneath it. This arrangement causes walls to cant back into
retained soil at angles of approximately seven degrees.
Canted r.valls are structurally more stable than vertical rvalls
because gravitational forces "pull" walls into retained soil.

Dear Planning and Environmental Commission Members:
The nature of our requesl for a variance is to improve the off-street parking area at the
caretaker unit on our prop€]ty by replacing the existing timber retaining wall with a versa-lok
reteining wall system. The regulation that we arB asking relief from is maximum retaining wall
height within the front setback, regulated at 3'-O'. The existing condition of our off-street pa*ing
is head-on parking with a deteriorating treated timber wall, with the maximum height of our
existing retaining wall at 10'6"
The relationship of our requested variance has no impac-t on existang or potential uses and
slructures in the vicinity.
The degree of relief we are esking for is to decrease our existing off-street parking area
retaining wall height by redesigning the parking erea for parallel parking insleed of head-onpatking. In order to achieve uniformity with regad to off-street parkirg, our redesigned retaining
will be O-0" to 6'-0" at the highest comer.
The variance we are asking for will have no effect on light and air, distribution of population,
transportation and utilities. Our variance will definitely support treffic facilities by parking
residents and guests off of Forest Road, and cedainly improve public safety by keeping vehicles
off the slreet.
Our request for a variance from the front setback maximum retaining wall height of 3'-0'will
allow the residents to safely part off of Fores{ Road and conform to Vaits Comprehensive plan
by providing adequate off silreet parking for ffivate use.

compleEion of construction the Uihleins were advised bythe Town of VaiL and the Chief of the Fire Department who
issued Fire Numbers that they could order address plates

assignment of addresses was no responsibility or fault ofthe Uihleins and they have acted most reasonably under thecircumstances. While the Uihleins have no particular senti-
mental attachment to the 425 address we most certainly wouldnot consider it reasonable or proper for them to suffer anyfinancial 10ss whatsoever as a result of the rectificationof these repeaEed errors by responsible municipal offlcials.

a Setback of 8 feet from the front property line in lieu
of the required 20 feet in order to construct a garage

The Department of Community Development has reviewed
the criteria and findings provided for in Section 18.62.060of the Municipal Code and our conelusions are as follows:
The relationship of the requested variance toother existing or potentlal uses and strueturesin the vicinity
. The plans for the proposed structure would havelittle adverse impact on existing or proposed structures in
the area. The size of the structure, since it is a. garage,
. is small and unobtrusive.
The degree to which the relief from the strict orliteral interpretation and enforcement of aspecified regulation is necessary to achievecompatibility and uniformity of treatment amongsites in the vicinity or to attaj-n the objectives' of this ordinance withorrt grant of speci"al privilege.
One of the ob.jectives of the Zoning Ordinance is toprotect the environment through discouragj-ng excessive cuts' or fi1ls and preserving existi-ng large trees. The proposed
location of the garage j-s in keeping with this objective.
The applicant states that the steep topography and the existingtrees make it very dlfficult to locate the garage/apartment
within the required 20 foot Setback. The structure is
designed to minimize the steepness and length of the drive-
way leading. into the garage; while keeping cuts into the
bank at a minimum.

UIHLEIN - LOTS 4 AND 6, BLOCK 2, VATL VILLAGE 3Td FILI}IG.
The applicants have requested a variance to place three units on
one l.ot t.haL was formerly two iots. Accornpanying this request is the vaca-tion of the property line and easement between the two exj-sting lots. The
reason for this request is that the placement of the main building is onthe presently existing lot line between the two lots. The applicants wishto construct two units in this structure (one being an apartment), butalso want to contruct a smal1 apartment above a detached garage on the other
end of the site. Since the two l-ots are being consolidated into onef avariance is needed to place 3 units on one lot in a Two Family ResidentialDistrict. The 1ot sizes for Lots 4 and 6 are 2L,200 and 19,379 square feetrespectively. This would give a total of 40,579 for the whole site.
The Department of Corununity Development has reviewed the criteria
and findings provided for in Section 18.62.A60 of the Zoning Ordinance andour conclusi-ons are as follows:
CONSIDERATION O!' FACTORS
L. The relationship of the requested varianceto other existing or potential uses andstructures in.the vicinity.
The area in which this request is located has a combination of onefamily and two family dwelling units. Since without the vacation of the
lot line, 4 dwelling units would be permitted on the two lots, the request
shouLd have no si$nj-ficant impact on the surrounding neighborhood.
2. The deqree to which relief from the strictor lit6ral interpretation and enfercementof specified regulation is necessary to achieve
compat.ability and uniformity of treatment amongsites in the vicinity or to attain the objectivesof this ordinance without grant of special privilege.
The request to vacate the lot line, which makes this variance appl.i--cation necessary, was to enabLe the location of the main building near the
center of the site. Since the site contains over 401000 square feet and wasformerly two lots, t.he issuing of a variance would not be a grant of specialprivilege

CRITERIA AND FINDINGS
The Department of Community Development finds that:
1. That the granting of the variance will notconstitute a grant of special privilege in-consistent with the limitations on otherproperties classified in the same district.
(See Item Number 2 under Consideration of Factors)
2. That the granting of the variance willnot be detrimental to the public health,. safety, or welfare, or materially injuriousto properties or improvements in the vicinity.
' We do not forsee any adverse impacts on thesefactors.
3. That the variance is warranted for one or. more of the following reasons:
a. The strict or literal interpretation
and enforcement of the specifiedregulation would result in practical
hardship inconsistant with the objectivesof this ordinance.
The strict interpretation would allow the placement of only twounits on this 40,000 + square foot site. The normal lot size in thisarea is between 20,000 and 25,000 square feet. The applicants with theexisti.ng lot line could construct four units, two on each site. By vol-untarj-ly removing their property 1ine. the owners are in effect creatinga hardship for themselves.
The Department of Conmunity Development finds no difficulty with
this arrangement and recommends approval of the variance request and lotIine and easement vacation.
