PUBLIC WORKS PERMIT PFOCESS
How it relates to Building Permits:
1) Fill out our check list provided with a buibino permit aoolication.
lf yes was answered to any of the above questions then a "Public Way" is
required. You can pick up an application at either Community Development,
located at 75 S. Frontage Road or Public Works, located at 1309 Vail Valley Drive.
2l Notice sign offs for utility companies. All utilities must field verify (locate)
respective utilities prior to signing application. Some utility companies require up
to a 48 hour notice to schedule a locate.
3) A construction traffic controUstaging plan must be prepared on a separate sheet
of paper.An approved site plan may also be used. This plan will show locations
of all traffic control devices(signs, cones, etc..) and the work zone, (area of
Construction, Staging, etc..). This plan will expire on Oct. 1Sth. and will need to
be resubmitted for approval through the winter.
4) Sketch of work being performed must be submitted indicating dimensions (length,
width & depth of work). This may be drawn on the traffic control plan or a site
plan for the job.
5) Submit completed application to the Public Works's office for review. lf required,
locates will be scheduled for the Town of Vail Electricians and lrrigation crew. The
locates take place in the morning but, may require up to 48 hours to perform.
6) The Public Work's Construction lnspector will review the application and approve
or disapprove the permit. You will be contacted as to the status and any that may
needed. Most permits are released within 48 hours of being received, but please
allow up to one week to process.
7l As soon as the permit is processed, a copy will be faxed to Community
Development allowing the "Building Permif'to be released. Please do not confuse
the "Public Way Permit" with a "Building Permit" to do work on a project itself.
NOTE:
* The above process ls for work In a public way only.* Public Way Permits are valid only until November 1Sth.* A new Publlc Way Permit is required each year if work ls not complete.

NOTTCE TO CONTRACTORS/OWNER BUILDERS
Effective June 20, 1991, the Town of Vai] Building Department has
developed the following procedures to ensure that new construction
sites have adequately established proper drainage frorn building
sites along and adjacent to Town of Vail roads or sLreets.
The Town of Vail Public Works Department will be required to
inspect and approve drainage adjacent to Town of Vail roads or
streets and tbe installation of temporary or Permanent culverts at
access points from tbe road or street olt to the construetion site.
Such approval must be obtained prior to any request for inspection
by the Town of Vail Building Department for footings or temporary
electrical or any other inspection. Please call 4'l 9-2160 to
request an inspection from the Public Vlorks Department. A1low a
minimum of 24 hour not.ice.
A1so, the Town of vail Public works DeparLment wil] be approving
all final drainage and cuLvert installation with resulting road
pacching as necessary. Such approval must be obtained prlor to
Fj.naI Certificate of Occupancy issuance.

as three weel(s.

The right-of-way on all Town ofVail streets and roads is approxinately 5 ft. off pavement.This ordinance will be strictly enforced by the Town of VailPublic ?lorks Department. Persons found violating this ordinancewill be given a 24 hour written notice to rernove said material.fn the event the person so notified does not comply with thenotice within the 24 hour time specified, the Public Works
Departrnent will remove said material at the expense of personnotified. The provisions of this ordinance shall not beapplicable to construction, rnaintenance or repair projects ofany street or a11ey or any utilities in the right-a-way.

It has come to our attention that an'i1lega1 dwelling unit has been constructed
within your resideflc€ ep lot 2, b'lock l, Vail Vi1'lage 6th Fi'ling. Under
Town of Va'i1 zoning, this lot js allowed a maximum number of two units.
Development Enterprises holds title to one unjt, and you hold title to oneunit. The additional "caretaker unit" on the lower level of your dwelling
increases the number of dwelling units upon this lot to 3 and must therefore
be removed. This can be accompl ished by removing the cooking facil ities
wthin this area of the house. A member of our staff will need to inspect
the house to nnke sure that thi.s has been done.

Re: Rosov Residence Certificate of 0ccupancy
Dear Steve:
As you suggested during our phone conversation last week. I am writing
to you to express our position regard ing the items that need to be
resolved before a C.0. can be issued on the Rosov Residence. I bel ieve
that four items needed attention; the conversation pit, the corridor
width at the spiral stair, the intermediate rails at exterior stairs,
and the handrails at exterior stairs and walks.
Conversation pit - you require that a step be installed at two
sides of the pit along their entire length. As designed, drawn, and
built the conversation pit was always intended to have built-in furniture
along the two sides in question with access to the pit from one or
two smal I openings along the sides. The built-ins that are installed
on the job were custom des igned and built specifically for this job.
The backs of the seating are f irmly anchored to the vertical surface
of the pit. As you suggested, the owner could remove the built-ins at
sometime in the future but neither you nor lcan control a situation
like that. The contractor has installed a carpeted step at each of
the openings to the pit and I feel the pit now meets the requirements
of the U.B.c.
2. Corridor width at the spiral stair - you requi re a width of 36" clear.
Sect ion 3304(a) of the U.B.C. states inpart that "This section shall
apply to every corridor serving as a required exit.....". The corridor
in quest ion serves as a requ ired exit for the floor above only. By
turning to the left after coming down the spiral stair which serves
that floor above I bel ieve that I have met the requi rement for one
required exit. All other rooms on the level with this corridor have
required exits other than through this corridor. Therefore according
to the U.B.C. the port ion of the corridor in question does not need
to comply with Section 3304. I do agree that the stair as installed
could present a safety hazard by walking into it. Therefore the
contractor has installed t rno Vertical 3/4" pipes extending from the
bottom of the tread in question to the floor.The pipe is anchored
top and bottom, I bel ieve this will eliminate any hazard of walking
into it. (t think that Sections 3305 d, e, E f have a problem regarding
safety and the use of these stairs. A spiral stair can be in the center
of a 20rx 20r room allowing a person to walk into it from toe to
forehead and be perfect ly legal.)

3. Intermediate rails at exterior stairs - the contractor is install ing
braided cable so that a 12" dia. sphere can not pass through.
4. Handrai I at exterior upod stair - the contractor will install a rail
which looks exactly like the other exterior rails. I do not feel we
are requi red to have rails along the walks (ramps) because they are
not required exits. (Section 3306 (a) )
I bel ieve that with the above corrections rne wi ll conform to the requirementsof the U.B.C. and the Town of Vail, and could therefore be given a C.0.for this project. By way of a copy of this letter, I believe the owner is
aware of any potential hazard and/or potent ial non conformance with the
code should;he alter any existing conditions. Please give me a call regarding
