NOTES TO ALL APPLICANTS
Time Reouirements
The Design Review Board meets on the 1st and 3rd Wednesdays of each month. A complete application
form and all accompanying material must be accepted by the Community Development Department prior
to application deadlines. A schedule of DRB meetings and associated application deadlines may be found

Review Criteria
The proposal will be reviewed for compliance with the Design Guidelines as set forth in Title 12.(Zoning
Regulations) and 'f itle 14 (Development Standards) of the Town of Vail Municipal Code.
Desion Review Board Meetino Reouirements
For new construction and additions, the applicant must stake and tape the project site to indicate
property lines, proposed buildings and building corners. All trees to be removed must be taped. The
applicant must ensure that staking done during the winter is not buried by snow. All site tapings and
staking must be completed prior to the day of the DRB meeting.
The applicant, or their representative, shall be present at the Design Review Board Hearing. Applicants
who fail to appear before the Design Review Board on their scheduled meeting date and who have not
asked in advance that discussion on their item be postponed, will have their items removed from the DRB
agenda until such time as the item has been republished.
If the DRB approves the application with conditions or modifications, all conditions of approval must be
resolved prior to the issuance of a building permit.
Staff Aooroval
The Administrator (a member of the planning staff) may review and approve Design Review applications,
approve with certain modifications, deny the application, or refer the applicaUon to the Design Review
Board for a decision. All staff approvals are reviewed by the Design Review Board and any staff decision
is subject to final approval by the DRB.

Moving lettered sign on east end of building
Evergreen Lodge wishes to move the lettered sign located on the east wing of
the building from the lower tier to the second (higher) tier on the same wing.
When the sign was insblled in about 1991, it was in clear view of people
approaching the building from the east. Since that time, trees have grown up to
totally obscure the signage until drivers or pedestrians are either past the entry
drive to the Hotel or are already paft way dorrun the driveway to the Hotel.
In moving the sign to the upper Uer, the Hotel would remove existing lettbrs,
patch and paint as needed where letters are removed and replacc the letters on
the upper Uer. No change in size is involved. We anticipate that the entire move
would take less than a week to complete in total.
Evergreen Lodge anticipates that moving the letters would provide better "way
finding" for guests Fying to locate the Lodge. Further, it would help avoid traffic
that might slow down on the Frontage Road while they are trying to locate their
destination.
Thus, we request approval of the Board to move the letters as soon as possible
so we can proceed with the change prior to winter weather setting in.

Dear Pamela.
Last week, I spoke to an employee of the Evergreen Lodge who called to ask the status of
a Design Review application for a building identification sign relocation received by our
office on October 14,2002. The woman I spoke with asked if the sign could be moved
and I informed her only if it did not exceed the maximum of twenty five (25) feet from
existing grade, as stated in the Sign Code. Otherwise, another remedy to the visual
obstruction problem caused by the existing trees would need to be explored.
The proposed sign location depicted in the application, to which the sign has already been
relocated, is clearly well above 25' from existing grade and does not conform to section
I l-48-3C of the code. Since the sign was moved without Desigrr Review Board (DRB)
approval, it will need to be retumed to its original location within seven (7) calendar days
to avoid legal action.

After consulting other staffand doing some research, the best approach to take at this
time is to seek a variance. Upon approval of the variance, we can then proceed with the
DRB application for the sign relocation.
I have enclosed the PEC application for a variance. Regardless of the DRB application
for relocation ofthe Building Identification sign, a variance is required from the 25'
maximum height requirement.

withdrawn.
The Design Review application is now the only remaining step to make the sign

The DoubLetree Hotel does have a regitirnate identifi-cation problem due to the size and iarious exposuresof the building and the fact that for the entireproject they are allowed only two signs with acombined total allowable area of 2o iguare feet. TheRaintree fnn, Holiday Inn, and Marriodt Mark arehotels that have also recently received signvariances due to the size ot Lneir projecti. stafffeels that the Doubretree Hoter has- sirtilar specialcircumstances that warrant this increase in theconbined square footage for signage. We alsorecognize that due to the design of tne Doubletree,it is difficult to. utilize one wall sign that haseffective exposure to both east and weit-boundtravelers on the South Frontage Road. We feel that
it if.a legitirnate request to have two signs relatingto this exposure, and that it is arso in €ne interes€of the comruunity to have signage oriented to thepedestrian area that relates to the Town of Vail busroute.
With regard to the variance for height,, while thesign itself is.approximateJ_y 65 fee{, above grade, theFrontage Road is substantially higher than €hefinished grade of the Doubletree parking Iot, andthat circumstance mitigates the irnpact 5r trre heightrequest.

Generally, the staff feels that the sign is in
hannony with the purposes of this title. Staffbelieves that the size, location and height are
harmonious wj.th the surrounding setting and vi1I beconpatible with the scale of the existing building.The size of the sign is in scale with the rest of thebuilding and will not draw undue attention toitself.

rIT. STAFF RECOMMENDATION
Staff supports the variance request for size, nunber ofsigns and height. staff believes that the proposal isharmonious with the sign coders requirement thit signagenot, call undue attention to itself. We feel that the -
reguest for the additional square footage does not departdrastically fron signage allowed within the code and Lhatthe height request does not depart radically from theintent of that section of the code. We do ieel that theheight could be further rnitigated by placing the sign asIow as possible on the building face. Stafi reconmend.sapproval of the request, recognizing that the applicanthas a difficurt site and has made a reasonable attempt towork with the sign code.

The Doubletlge.Hotel is requesting a sign variance toallow an additionar buirding iden€itica€ion sign of 20square feet to-be placed approximately 55 feet above gradeon the north erevation of the existing building. Staff Response:
Generally, the staff feels that the sign is inharnony with the purposes of this title. Staffbelieves that the size, location and height areharmonious with the surrounding setting and will beconpatible with the scale of the existing building.The size of the sign is in scale with the rest of thebuil-ding and wiII not draw undue attention toitself.

Staff Response:
The applicant is requesting an additional 20 squarefeet of signage beyond that which is existing andapproxirnately 25 feet beyond what is allowed by thesign code. Given the size of this buitd.ing and thedifficulty orienting signage to the exposuies of thisbuilding, staff feels that the applicant is notrequesting a departure from the provisions of the. sign code any more than is truly reguired to identifythe applicantrs business.
III. STAFF RECOMMENDATION
Staff supports the variance request for size, number ofsigns and height. Staff believes that the proposal isharmonious with the sign coders reguirement-thit signagenot call undue attention to itself. We feel that the -
request for the additional square footage does not departdrastically frorn signage allowed within the code and Lhatthe height request does not depart radically frorn theintent of that section of the code. we do teel that theheight could be further nitigated by placing the sign asIow as possible on the building face. Stafi reconmendsapproval of the request, recognizing that the applicanthas a difficult site and has made a reasonaule lltempt towork with the sign code.
PROPOSED DOUBLETREE SIGNAGE:
DTM vailr rnc. desires to erect an additional buildingidentification sign at the DoubLetree Hoter. This sign would b;located on the north face of the building and would serve toidentify the building to those approaching [tre building frorn th;north and the west. currently the only identification of thebuirding visible fron the Frontage Road occurs on the east siaeand. is visibly only to those approaching the building rron -tne

This letter is to document the Evergreen signage approvals. I
visj-ted t.he Evergreen Lodge site with Fred Townes to make certain
that each sign location conformed to the existing signs.
As a resul-t, the following signs were existing and would remain the
same size, but with new lettering: A 20 square foot sign on t,he
east side of the building, a 20 square foot sign on Lhe north,
facing the Frontage Road, and replacement of the entry sign of 30"
x 48".
You asked if the Lodge could add the words, "formerly the
Doubletree". I said that this must be in a proposal and that the
wording rnust be included in the approved sizes. We have not
received a proposal for this change.
Additionally, a directional sign was discussed for the entrance
next to the hospital parking lot. The maximum size allowed for
this sign would be 2 square feet. We must receive a proposal for

The Doubletree Hotel is requesting a sign variance to a1low anadditional building identification sign of 2o square feet to beplaced approximateLy 65 feet above grade on the north elevationof the building.
The staff worked extensively with the applicant to present thisparticular proposal which we felt was in- Iine with lhe intentof tle sign code and the previous approvals granted to theMarriott, the Holiday Inn, and the nlintree inn. The DesignReview Board recommended unanimous approval of the request.
