Hey George and Warren,
The Community Development Department received a written request from Johannes Faessler dated February
20, 20L0, postmarked February 25, 2OtO, for extensions of the Solar Vail employee housing project approvals.
On March 24, 2008, the following development applications were approved by the Plannlng and Environmental
€ommission for the Solar Vail employee housing project (design review approval has not been issued):
PEC070052 - approved development plan (employee housing)
PEC080006 - conditional use permits (employee housing, office, telecommunications)
PEC080013 - variance (construction on slopes greater than 409o)
Pursuant to Atticle 12-6I, Vail Town Code, unlike other zone districts there is no expiration requirement for an
approved development plan in the Housing District; so no extension is required for PEC070052.
Pursuant to Chapter 12-16, Vail Town Code, a conditional use permit approval expires in two (2) years; so
PEC080006 will expire on March 24, ZOLO. Since 2008, EHUs have become a permitted use, rather than a
conditional us€, in the Housing District; so no conditional use permit extension is required for the EHUs. A new
conditional use permit application requesting an extension of the office and telecommunications approvals may
be revlewed administratively pursuant to Section 12-16-10, Vail Town Code.
Pursuant to Chapter L2-L7,Yail Town Code, a varian@ approval expires in two (2) years; so PEC080013 will
expire on March 24, 2010. A new variance application requesting an extension of this approval may be
reviewed by the PEC (there is no administrative review process).
On February 15, 2010, the Vall Town Council adopted Resolution No. 6, Series of 2010, which allows a one-time,
18-month o<tension of the approvals for the Cascade Residences, Comerstone Residences, Strata, and
Timberline Roost Lodge projects. This resolution did not grant extensions to the approvals for the Solar Vail
employee housin g project.

Subject: Fire Damage To Solar Vail Condominiums

Dear John:
As you know I have performed a structural investigation of the above noted building since the flre darnage
that occurrd on October I I, 1993. This is a summary of my findings.
At the time of my inspection on Tuesday afternoon, thc fire had been extinguished for more llran 12 hours
and the building wzs vacated. The bulk of the damage was conlined to the exterior of the south side of the
building and the interior at the grade.level. Damage on tlre interior of the building at the levels above grade
consisted primarily of smoke damage and broken glass on the south wall sliding doors. The wood framing on
the south side exterior is destroyed for the firll height of the building. Small ateas of concrete have chipped
away on the underside of the exterior concrete balconies on the south side ofthc building.
Damage on the interior at the grade level consists of smoke stains and chipped concrete on the underside of
the floor framing system. The chipping is confined to the ca{port areil to the south of the storage room. The
bearing walls at the grade level did not receive any damage more scrious than smoke stains.
This building is corstructed of prccast hollow-core panels for the floor and roof framing systems which bear
on cast-in-place concrete bearing and shear walls that run the firll height of the building. The hollow+ore
panels consist of prestressed steel tendons in the bottom portion of a concrete plank that has hollow center
cores tlut run parallel with tho tendons for the fulI length of the member. Standard #3 reinforcing bars are
also in the bottom portion of the panels. These run perpendicular to the primary tendons and are for
temperatue and shrinkage stresses. The top and bottom portions of the planks consist of I l/2" of concrete
above and below the hollow inerior cores.
Two degrees of damage are present on these structural hollow-core panels. At the south sidc of the carport
area and on the underside of the balconies at the upper levels, the concrete has chipped away for a depth of
less than 1". Toward the rear of the carport area, where the fire apparently originated, the underside of the
panel has chipped away for a depth of approximatcly 1 l/2". The primary reinforcing tendons, the
temperature reinforcing, and the hollow interior cores are exposed in this area. There has been no darnage lo
the prestressed tendons (i.e. yielding) or the temperatule steel. A small amount of temperature steel is also
visible at one of the chipped areas in the southwest portion of lhe carport.

Since the concrete belo,w the reinforcing in thesc panels does not serve any structual pulpose, and since the
primary prestressed steel tendons have not yielded, I feel that the actual structural damage to the buildin! is
negligible. Obviously the fire rating and cosmetics of the panels have been affected by this damage. I feel
that these precast members can be repaired in the follorving manner. The soot should be cleaned off of the
concrete. The surface adjacent to the chipped areas should be tested to determine if more loose surface
concrete is present. If so, this should be removed. The panels where the damage is minimal can be repaired
by patching thc surfacc with an epoxy grout product. Whcrc the primary reinforcing and hollow cores are
exposcd, the repair will bc more exlensive. First the tcmperature reinforcing that has shifted must be
relocated back to its original position. The hollow cores will havc to bc fillcd with a foam product to provide
a backing for patchwork. The lower I 1i2" of these panels can then b€ reconstructed by either shot-creting or
manually applying epoxy $out.
The acfual reconstruction proccss will rcquirc an cxact qpecification on the products to be used. Furthermore,
a detail witt be necessary for the repair to the most damaged area. I would be available to assist you through
this reconstruction process and coordinate lhis work with your contractor when you are ready to proceed.

Gentlemen:
As requested by Roy Pcrlmuttcr, architecg a geologic hazards review was made for the
proposed chimney facade to be attachcd to the existing building. The purpose of our review
was to assess if the proposed construction would increase existing geologic hazards to the
site or other property iu the area. Chen-Nonhern, Inc. previously provided consultation and
construction observation and testing for the U.S. West Solar Vail addition which was
constructEd in November, i990. Our curreut work consisted of reviewing available geologic
haeard maps in the area and considcring our previous worh on the property. This letter hzu
been prepared to sunnarize our findings and to present our conclusions.
Proposed AdditiQq: The proposed addition will consist of a chimrrey facade attacbed to the
west side of the building. The bottom of the chimney facade will begin one level above the
ground surface and extend to just above the roof of the building.
,Geologic Hazards; The rocldall hazard naps (Schmucser and Associates, 19E4) show that
thc existing building lies within a medium severity rockfall hazard zone. The potential
$ource zone for the rockfall hazard is ftom the steep valley side to the notth of the site.
Based on the review of thc previous debris florv hazard maps (Mears, 1984), the $ite is not
irnpacted by potential debris flows.
Corrclusioqs: Thc cxisting site is mapped as being impactcd by rocldall haeard but
additional studies wr>uld be rqquired to better define the severity of the hszard. Corsidering
the nature of the prop<rsed addition, it is our opinion that the propose d construction will not
increa$e the existing hazard to the buildiag or to other existirtg property or strusture$, or to
existing public buildings, rights-of-way, roads, easements and utilities.

Public Works Department prior to issuance of the permit.
All excavation must be done by hand within 1 B" of utilities - (Senate Bill 1 72).
Permittee must contact Public Works Department at 479-2158 24 hours prior to commencing backfill operations.
Failure to notify the Town will result in forfeiture of bond money. Scheduled inspections which are not ready may

developrnent revierv process in Vail. All *'ork proceeded smoothly. including the repaint of the
entire building, the addition of railroad ties to tbe retaining wall that encloses the dumpster and
sarv cutting an existing concrete retaining wall. In addition, the antermas ou the roof bave been
painted to match the background of the hill as requested and the chrimney enclosure around the
ieceiving/nansmitting equipment seerns to have been built and painted appropriately. I believe
that all conditicns of Planning and Envilonmental C.olnmission approval and Design Revierv
approval have been met at this tinte.
