Thanks for your time this morning to review this with me.
It is my understanding that there are no fire resistive requirements for
rated conidors due to the inclusion of an NFPA compliant fire
suppression system in this project. Referlo Section 1016 Corridors and
Table 1016.1 , 2003 lBC. This negates the requirement for fire dampers in
the ducting at corridor locations.
The inclusion of an NFPA fire suppression system also negates the
requirements for a dead end corridor as defined in section 1016.3.

diaphragms at the top of wall, the main vertical wall reinforcement is therefore on the inside
face. Detail J is for partial height formdation walls tlrat are unsupported at the top, or
cantilever from the floor below, the main vertical wall reinforcernent is therefore on the
outside face. Due to the wall steps the foundation wall altemates between partial height and
full height, therefore the applicable detail and the vertical reinforcement chanses with the
ste.ps in the top of wall.

SUMMARY
The applicant, the Town of Vail, represented by Lynn Fritzlen, of FriElen Pierce Architects, is
requesting a conditional use permit to allow for a public indoor community facility located at
551 N. Frontage Road WesWail Potato Patch, Red Sandstone Elementary School.
Based upon staffs review of the criteria and findings in Section Vlll of this memorandum
and the evidence and testimony presented, the Community Development Department
recommends that the Planning and Environmental Commission approves with
conditions the requested conditional use permit, subject to the criteria and findings in
Section Vlll of this memorandum.
Staff believes that a public indoor community facility on this would be a benefit to the
community and is compatible with existing elementary school on site, provided that
scheduling is managed properly.
DESCRIPTION OF REQUEST
Pursuantto Section 12-9C-3, Vail Town Code, the applicant, the Town of Vail, represented
by Lynn Fritzlen, is requesting a conditional use permit to allow for an indoor community
facility. The proposal involves new construction of an 8,978 square foot gymnastic facility
adjacent to the existing Red Sandstone Elementary School, located at 551 N. Frontage
Road WesWail Potato Patch (Attachment A). A copy of the applicant's request and the
associated architectural drawings are attached for reference (Attachments B & C).
The new facility is intended to replace the existing, antiquated facility presently located in the
Town of Avon which is no longer of practical service to the needs of Vail's community.
BACKGROUND
On October 13, 1986, a Conditional Use Permit was approved to allow recreation facilities
and programs, as well as storage, to exist at the "Old Town Shops", located on a portion of
Tract C, Vail Village 2no Filing. The granting of this Conditional Use Permit allowed for the
ilt.

relocation of the Vail Gymnastics Program from the Red Sandstone Elementary School
Gymnasium to the "Old Town Shops", occupying a total of 3,200 square feet and utilizing a
required 30 parking spaces.
On August 20, 2003, a proposal to demolish the "Old Town Shops" was approved by the
Design Review Board, thereby necessitating the need for a new facility for the gymnastics
program.
On January 7, 2004, the Design Review Board (DRB) conducted a conceptual review of the
proposed Gymnastics facility and responded favorably to its design, stating that it blends

CRITERIA AND FINDINGS
The review criteria for a request of a conditional use permit in the General Use (GU) Zone
District are in the provisions of Chapter 12-16 (Conditional Uses), Vail Town Code.

Staff believes the use of a public indoor community facility is in concert with

the Town's general development objectives and more specifically those
objectives of the Land Use Plan. The nature of the proposed public indoor
community facility is harmonious with that of the Red Sandstone Elementary
School and the relationship between the two is expected to be symbiotic. The
site itself was selected not only because of the existing school, but also due to
its central location in the Town of Vail and it being one of the last available
pieces of public property. The development objectives of the town are further
met with the intent of this proposal, which is to ultimately serve the children
and parents of this community.
The effect of the use on light and air, distribution of population,
transportation facilities, utilities, schools, parks and recreation facilities,
and other public facilities needs.
Staff believes that this proposal, as designed, will have a negligible effect on
the light and air for the existing Red Sandstone Elementary School given the
low roof height (28.5' at its maximum) of the proposed new facility and its
general design. Additionally, given the general topography of the site and the
placement of the new structure, there is likely to be no impact at all. The new
public indoor community facility is intended to serve 70 children per day
during a 10 hour period, per day, which is the current average at the existing
facility.
Effect upon traffic with particular reference to congestion, automotive
and pedestrian safety and convenience, traffic flow and control, access,
maneuverability, and removal of snow from the street and parking areas.
Staff believes that this proposal, as designed, will have no effect upon the
pedestrian safety, convenience, and access ofthe pedestrian easement and
the bike path parallel to the North Frontage Road. The applicant's
representative has been working closely with the Town of Vail's Public Works
Department to ascertain that all the correct dimensions for maneuverability
and parking are being met. The Town of Vail's Public Works Department has
been working closely with CDOT to ensure that the traffic and access codes
are likewise being adhered to and any mitigation measures necessary are
taken. Attached, please find the applicant's representative's responses to the
comments of the Public Works Department (Aftachment E).
Effect upon the character of the area in which the proposed use is to be
located, including the scale and bulk of the proposed use in relation to
surrounding uses.
Staff believes that the proposed new facility will blend in seamlessly with the
character of the area in which the structure is proposed. The existing Red
Sandstone Elementary School is built into the hillside in ihe same manner as the
proposed facility is to be constructed, and the proposed materials and colors will
compliment the characteristics of the adjacent school. The height and size of the
proposed new structure are dictated by the dimensional requirements for the
operation of a gymnastics facility, and the capacity needs of the applicant.
Comparatively, given the rather large scale of the existing school presently

situated on the subject property, the bulk and mass of the proposed structurewill
be of a much lesser scale and will be set back from the school.
The Plannino and Environmental Commission shall make the followins findinqs before
qrantinq a conditional use oermit:

the conditional use permit section of the zoning code and the purposes of the

IX. STAFF RECOMMENDATION
The Community Development Department recommends approval with conditions of a conditional use
permit, pursuant to Section 12-9C-3, Vail Town Gode, to allow for a public indoor community facility,
located at 551 N. Frontage Road WesWail Potato Patch, Red Sandstone Elementary School, and setting
forth details in regard thereto. Staffs recommendation is based upon the review of the criteria in Section
Vlll of this memorandum and the evidence presented, subject to the following findings:
1. That the proposed location of the use is in accordance with the purposes of the
Conditional Use Permit section of the zoning code and the purposes of the
General Use (GU) Zone District.
2. That the proposed location of the use and the conditions under which it will be
operated or maintained will not be detrimental to the public health, safety, or
welfare or materially injurious to properties or improvements in the vicinity.
3. That the proposed use will comply with each of the applicable provisions of the
conditional use permit section of the zoning code.
Should the Planning and Environmental Commission choose to approve this conditional use
permit request, the Community Development Department recommends the following

History of Project Development
The Vail Gymnastics program has been one of the Vail Recreation District's most successful
ventures. The program attracts studenb from Summit County to Edwards and has gmwn
significantly in th'e past five years.
FPA has been working with the Vail Recreation District on the site selection and design of a
new Symnastics facility since early 2001. This process was initiated due to the impending and
now completed sale of the Town of Vail Shops building, to the Upper Eagle Valley Water and
Sanitation District. The old Town ofVail Shops housed the Cymnastics program. The
Cymnastics program is currently located in Avon in a facility provided by Vail Resorts.
Over the course of the last three years numerous locations have been studied. The conclusion
of these studies is that the Cymnastics Center best fiu on the Red Sandstone School site and
the school district is in support of this decision.
ln June of this year Chuck Ogilby directed FPA to prepare schematic design for a Cymnastics
center of approximately 8600 sf over an enclosed parking structure on the Red Sandstone site.
Estimates for this facility came in between 2.1m and 2.4m. ln order to bring the construction
cost into line with available funding it was decided to eliminate the parking structu re and
shrink the total square footage. In September of this year FPA revised the design and
presented the information to the Eagle County School Board. The proposal was received
favorably. Subsequently Karen Strakbein of the School District wrote a leter to the Town
Council expressing approval and a preliminary commitment of $150,000 1o fundthe project
Building Program
The proposed gymnastics center is a free standing structure with an on-grade entry. The uses
are distributed between the levels as follows:
Lower Level -The lower level has an entry foyer and small reception desk for VRD to collect
fees and assist members of the public with information and forms.
Main Level -The main level has administrative offices, bathroom/changing rooms and the
tymnastics area itself.
Option Upper Level - The upper includes a viewing balcony and an exercise room for dance,
karate, aerobics or children's tumbling.

Traffic lmpact and Parking
There are 26 existing parking spaces that are striped. Nancy Ricci, principal of Red Sandstone School
has identified 3B spaces for Red Sandstone needs. The Cymnastics Facility requires 12 parking spaces
and one drop off space. The proposed parking plan provides 57 spaces, 7 in excess of what is
required.

The additional traffic impact from the Cymnastics facility on the Red Sandstone site is anticipated to be
negligible. Red Sandstone School peak traffic impact occurs in the morning and the afternoon during
student drop off. Peak impact for the gymnastics facility is anticipated to be offset from these times.
Mike Ortiz of the VRD, confirmed that 90% of their classes are scheduled from 3:00 to 9:00pm
Monday through Thursday. Toddler classes are scheduled in the early morning from approximately
8:00 to 10:00am. During the morning, toddlers are typically escorted by parenb into the gym and
stay through the class. Mike has stated that parking needs for toddler parents is 6 to 8. Parking for staff
is 4. Parking requirements for after school houn (after 3:00pm) will vary since most students will be
dropped off. VRD after school program parking needs are complimentary to Red Sandstone School
needs.

Earlier this year Fri?len Pierce Architecb requested preliminary pricing proposals from three
contractors; Viele Construction of Vail, Beck Construction of Denver and Arco Construction of
Missouri. Viele construction recently finished the Donovan Park pavilion, Beck completed the
Cancer Center in Edwards and Arco had been suggested by Rod Slifer as a reputable
prefabricated building supplier who had done work in the area. All of their proposals came in
very close to each other at about $135 per square fool Based on that information FPA, at the
direction of Chuck Ogilby, reduced the size of the facility to meet the projected funding.

The pr-oject site is shown on FigLu€ 1. The purpose of 1he study was to develop
hecomnendations for the foundation design. The study was cottducted in accordalce
with our proposal for geotechnical engineering services to Fritzlen Pierce Architects
dated January 26,2004. We previously conducted a geologic site assessment at the
projectsiteandpresentedourfindingsinareportdatedJanuary 16,2004,JobNo. 104
102.
A field exploration program consisting ofexploratory borings was conducted to obtain
information on the subsurface conditions. Samples of the subsoils obtained during the
field erploration were tested inthe laboratory to determine their classification and other
engineeri:rg characteristics. The results ofthe fietd exploration and laboratory testing
were analyzed to develop reconrmendations for foundation'types, depths and allowable
pressures for the proposed building foundation. This report summariees the data obtained
duringthis study and presents oul conclusions, design recommendations and oflrer
geotechnical engineering considerations based on the proposed construction and the
subsurface conditions encountered.
PROPOSED CONSTRUCTION
The proposed gymnasiurr will be a 2 story steel frame structure with the lower levei
stepped into the hillside. The exercise facilities and entry will be on the lower level next
to the parking and the gymnasium will be on the second level. Ground floors will be slab-
on-grade. Grading for the structure will be relatively extensive with cut depths up to
about 25 to 30 feet. Foundation loadings will be relatively healy and cagied raainly by
contiuuous walls. The uphill wall of the gylurasiurn will ilot have rnid span support and
alternative methods are being evaluated to reduce unbalanced lateral eafih loading or1 the
wall.

SITE CONDITIONS
The project site was in simiim condition to lhat described in our geologic assessment
report except tliat the snow depth was less and a trail had been cut for the drill access. The
ground surface is steeply sloping down to the south at a grade up to about 50% with about
35 feet ofelevation diflerence across the building footprint. Vegetation consists ofgrass,
weeds and brush. The westem part appears to have been cut, possibly by the original
construction. The eastem part ofthe site has sage brush which appears natural. The
bedrock in the project area generally has a bedding dip down to the west across the
hiilside slope. There are no natural landslide conditions in the project area.
FIELD EXPLORATION
The field exploration for the project was conducted on February 27,2004. Two
exploratory borings were driiled at the locations shown ou Figure I to evaluate the
subsurface conditions. The borings were advanced with 4 inc,h diameter continuous flight
augers powered by a track-mounted CME-45 drill rig. A trail was cut across the building
site from the southeast comef to access the uppel part of the proposed building site. The
trail was then reclaimed after the drilling was completed. The borings were logged by a
representative of Hepworth-Pawlak Geotechnical, Inc. Slotted PVC pipe was placed in
the uphill boring for water level monitoring.
Sampies of the subsurface materials were taken with 1% inch aud 2 inch LD. spoon
sanrplers. The samplers were driven into the subsurface matetials at various depths with
blows from a 140 pound hammer falling 30 inches. This test is similar to the standard
penetratiou test described by ASTM Method D-1586. The penehatiou resistance values
are an indication ofthe relative density or consistency ofthe subsoils and hardness ofthe

SUBSUFJACE CONDITIONS
Graphic logs ofthe subsurface conditions encountered at the site are shown on Figure 2.
The subsurface conditions encouutered were variable. and belorv a sirallow fill depth.
consist of mainly siltstone-sandstone bedrock materials at Boring I (uphill side) and
medium deuse silty to clayey sand and gravel witb cobbles at Boring 2 (downhill side.)'
Drilling in the bedlock with auger equipment was diffrcult due to its hardness aud drilling
refusal was encountered in the deposit in apparently cemented rock. The fill materials
were mainly granular soils but some construction debris was encountered at Boring 2.
Laboratory testing performed on samples obtained from the borings iacluded natural
moisture contetrt and gradation analyses. Results ofgradation analyses performed on
small diameter drive samples (minus 1% inch fraction) of the coarse granular soils
encountered at Boring 2 are shown on Figure 4. The laboratory testing is surnmarized on
Table 1.
No free water was encountered in the borings atthe time of clrilling or when Boring 1 was
checked 10 days later. The subsoils were slightly moist to moist and the bedrock was
relatively dry.
ENGINEERING ANALYSIS
The subsurface conditions encountered in the borings are variable but suitable for support
of spread footings with relatively low settlement potential. The upper part of the bedrock
is fi.actured a1d broken which could pose some stability concel'ns. We expect that "soil
nailius" of the rock to stabilize the cut should be feasible from a geoteclnical viewpoint.

DESIGN R.ECOMMENDATIONS
FOLTNDATiONS
Considerilg the sLrbsurface conditions encountered in the exploratory borings and the
nature ofthe proposed construction, we recouulend tlle building be founded with spread
footings bearing on the natural granular soils and bedrock naterials.
The design aud construction criteria presented below should be observed for a spread
footilg foundation system.
1) Footings placed on the uatural grauular soils should be designed for an
allowable bearingpressure of3,000 psf. Footings that are placed entirely
on the undisturbed bedrock materials (maidy the back wall) can be
designed for an allowable bearing pressure of 5000 psf. Based on
experience, we expect settlement offootings designed and constructed as
discussed in this section will be about 1 inch or less but could be
differential between the different bearing materials.
2) The footings should have a minimum width of 18 incltes for continuous
walls and 2 feet for isolated pads.
3) Exterior footings ard footings beneath unheated areas should be provided
with adequate soil cover above their bearing elevation for frost protection.
. Placement offoundations at least42 inches belowexterior grade is
typically used in this alea.
4) Contiuuous foundation walls should be reinforced top and boftom to span
local anomalies such as by assurning an unsupported length of at least 1 0
feet. Foundation walls actiug as retaining structul'es should also be
designed to resist lateral eafih pressures as discussed in the "Foundatiou
and Retaining Walls" section of this reporl.

FOUNDATION AND RETA]NING WALLS
Foundation walls and retaining stntctures which are lateraliy suppofted and can be
expected to undergo only a slight amount ofdeflection should be designed for a lateral
earth pressure computed on the basis of an equivalent fluid unit weiglrt of 50 pcf for
granular wall backfill and walls that ate up to I 5 feet high. A uniform plesswe .
distribution in psf of 25H should be used for taller wa1ls where H is the height of flre wall
in feet. Cantilevslsd rc{aining structures which ate separate from tire building and can be
expected to deflect suffrciently to mobilize the fuIl active earth pressure condition should
be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit
weight of 40 pcf for granular wall backfill. If the backfrll distance behind the uphill wail
is about 4 feet and crushed rock is used as backfill, the earth pressure loading in psf can
be reduced to 15H.
All foundation and retaining structures should be designed for appropriate hydrostatic and
surcharge plessures such as adjacent footings, trafftc, constructionrnaterials and
equipment. The pressures recomrlended above assurne drained conditions behind the
walls and a horizoltal backfill surface. The btrildup of water behind a wall or an npward
slopilg backfill surface will increase the lateml plessure irnposed on a follndation wall or
retaining structue. An underdrain should be provided to prevent hydrostatic pl€sstire
buildup behind walls.
Backfill sirould be placed in unifoul lifts and compacted to at least 90% of the Inaxitlutn

The lateral resistance of foundation or retaining wall footings will be a combination of the
sliding resistance ofthe footing on the foundation materials and passive earth pressure
agaiast the side of the footing. Resistance to sliding at the bottoms of the footings can be
calculated based ou a coefficient offriction of0.45 for granular soils and 0.50 for
bedrock. Passive pressure ofcompacted backfill against the sides ofthe footi:rgs can be
calcuiated using an equivalent fluid unit weight of400 pcffor granular soil backfill. The
coefficient of friction and passive prcssure values recommended above assure ultimate
soil strength. Suitable factors ofsafety should be included in the design to lirnit the strain
which will occur at the ultimate streugth, particularly in the case of passive tesistance.
Granular fill placed against the sides ofthe footings to resist lateral loads can be assumed
to have a moist unit weight of 130 pcf when cornpacted to at least 95% of the maximum
standard Proctor density at a moisture content near optimum.
FLOOR SLABS
The natural on-site soils and bedrock are suitable to support ligirtly to moderately loaded
slab-on-grade constluction. To reduce the effects ofsotne differential mgvenlenq
nonstr.uctural floor slabs should be sepalated fi'onr all bealing walls and colunurs with
expausion joints which allow unlestrained vertical movemeffi. Floor slab control j oints

T]'NDERDRAIN SYSTEM
Although fi'ee water was not encountered durilg ou exploration, it has been our
experience in mountainous areas and where bedrock is shallow that local perched
groundwater can develop during times of heary precipitation or seasonal rllnoff. Frozen
ground during spring runoffcan create a perched condition. We recomrnend below-grade
construction, such as retaining walls and basement areas, be protected from wetting and
hydr.ostatic pressure buildup by au underdrain system. The drain should extend up the
perimeter walls to within about 2 feet of ground surface.
The drairts should consist of drainpipe placed in the bottom of the wall backfiil
surrounded above the invert level with free-dlaining granular material. The drain should
be placed at each level of excavafion and at least I foot below lowest adj acenl hnish
grade ancl sloped at a minimum 7o/o to a suitable gravity outlet. Free-draining granular
material used in the underfuain system should contain less than 2% passing tire No. 200
sieve, less than 50% passing the No. 4 sieve and have a maxiurum size of Z inches. The
drain gravel backfill should be at least 2 feet deep.

Pemanent uruetained cut and filI slopes should be graded at2hornontal to 1 vefical or
flatter and protected against erosion by revegetation or other neans. Tire risk of slope
instability will be increased if seepage is encountered in cuts and flatter slopes rnay lre
necessary. If seepage is encountered in permanent cuts, an ilvestigatioq should be
conducted to determiae if the seepage will adversely affect the cut stability.
SURFACE DRAINAGE
The following drainage precautions should be observed during construction and
m.ai-utained at all times after the building has been cornpleted:

Cernter together with an approved Joint Use Agreemept. The Board of Education directed staff to
work on a Joint Use Agrcement with the Town of Vait aod the Vail Rccreation District to
dEtennine the future shared uses of the facility.
