HomeMy WebLinkAboutPEC120041 employee generation rates_102312October 23, 2012 Nina Timm Housing Coordinator Town of Vail 75 South Frontage Road Vail, Colorado 81657 Re: Employee Housing Generation Rate for Limited Service Lodge Dear Nina: This letter is a formal request to you, as the administrator of the Employee Housing chapters of the Town Zoning Regulation, for a deviation from the employee generation rates as contained in Table 23-1 of Chapter 23, Commercial Linkage. Section 12-23-2, subsection B, allows the administrator to approve a deviation upon the submission of competent evidence that the generation rates contained in table 23-1 do not accurately reflect the number of employees generated by a proposed commercial development. As you are aware, the Roost Lodge is proposed to be redeveloped as a Marriott Residence Inn, which is a limited service lodge under the Town’s zoning regulations. Unlike other resort hotels and properties that may have been included in the Town’s Nexus Study, this facility provides rooms with kitchens and provides occupants with a breakfast service. Otherwise, there are no retail uses, conference facilities, restaurants, or spas common in other resort hotels but not included in this type of lodging product. Table 23-1 predicts that there are 0.7 employees generated per accommodation unit or limited service unit. The Marriott Residence Inn is proposed with 152 limited service units and based on this formula, the code would expect 107 full-time equivalent employees. The operator of this new Marriott Residence Inn also operates other facilities and has provided a breakdown of the employees for this Vail facility. They will have from 30 to 38 FTEs depending on the season. Using the Peak season number of 38 FTEs, that is a rate of 0.24 employees per unit. In a conversation last week with you, you requested that I provide you with additional competent evidence and that if we surveyed the existing Roost Lodge and the Holiday Inn in West Vail, that would be the additional evidence necessary for you to render a decision. That results in a rate of 0.25 employees per unit. This information was obtained from the current operator of the hotel. The Holiday Inn in West Vail has 115 accommodation units today and during peak season this facility is operated with 30 FTEs. That results in a rate of 0.26 employees per unit. This information was obtained from the manager of the Holiday Inn. As you can see, what has been indicated by the future operator of the Marriott Residence Inn is very consistent with the current experience with these similar hotels with limited services in the Town of Vail. We’d like that you allow us to use a rate of 0.24 employees per limited service lodge unit for this specific project based on its own unique character and operational elements. Sincerely, Dominic F.
