RE: Amendment to the Ford Park Management Plan
The following letter has been prepared as part of an application by the
Town of Vail to amend the Ford Park Management Plan in order to allow
for the construction of a temporary helipad at the east end of the Ford
Park parking lot. The Ford Park Management Plan was updated on April
17, 2012 with Resolution 17, Series of 2012. This application to
temporarily relocate the helipad to the east end of Ford Park furthers the
goals as described in Resolution 17, Series of 2012 and is a key element
to the coordinated and harmonious development of the Town's land at 75
South Frontage Road. The proposed request does not change the district
boundary; it is only a request to amend the management plan to permit an
additional use.
The town is presently engaged in a public/private partnership to redevelop
town land at 75 South Frontage Road with the Steadman Clinic and the
Vail Valley Medical Center [WMC]. In order to complete this
redevelopment, the Town of Vail is proposing amending the permitted
uses at Ford Park to allow for the installation of a temporary helipad.
The redevelopment at 75 South Frontage Road will expand and enhance
the office spaces used by town employees and the meeting spaces used
for Town meetings. The new medical space will expand the services that
the Steadman Clinic and the Vail Valley Medical Center can provide to the
Vail community. Additionally, the medical space provides an improved
facility for the Steadman Philippon Research Institute. Combined these
three medical groups represent a significant economic engine for the
community and the combination of expanded medical and community

facilities will ensure that Vail remains at the forefront of delivering both
exceptional medical and community services in the future.
The helipad currently used by the Vail Valley Medical Center is located in
the CDOT Right-of-Way to the west of the Town of Vail Community
Development Department building. In order to complete the
redevelopment of 75 South Frontage Road, it is necessary to relocate the
existing helipad to a temporary location until the helipad's final location on
the roof of the new Medical Office Building is constructed. This temporary
helipad will allow the WMC to continue to provide a critical medical
service to the community while the new Community Building and Medical
Office Building are under construction.
The proposed helipad at Ford Park is not dissimilar to the existing
conditions at the east end of the Ford Park parking lot. The helipad will be
a raised concrete pad approximately 1.5 feet higher than the existing
parking spaces at Ford Park. The helipad will be constructed based on
FAA design guidelines and will be completed at the Vail Valley Medical
Center's sole expense.
Amending the permitted uses to allow for the construction of the
temporary helipad is in the best interests of public health and safety
because it allows for the WMC to continue providing a key medical
service to the community. Based on historical usage, the WMC transports
approximately 60 to 70 patients via Flight For Life [or similar provider] per
year and the ability to continue to provide this service while the permanent
helipad is under construction is critical.
Presently there is an application in to CDOT and the Town of Vail
Planning and Environmental Commission for a temporary use permit for a
period of five years that will begin in approximately May 2013 and
terminate in approximately May 2018. With the completion of the Medical
Office Building, the WMC will relocate its medical helicopter flights from

the Ford Park helipad to the roof of the Medical Office Building. At the time
when the WMC ceases using the temporary helipad at Ford Park, it will
be at the Town's discretion to keep the helipad or to decommission it.
Amending the Ford Park Management Plan to include the temporary
helipad at the east end of Ford Park is in the best interest of the
community. The amendment allows for the cohesive development of a key
piece of Town real estate at 75 South Frontage Road; enables one of the
Town's most significant economic drivers — medical services — to expand;
enables the Town to upgrade its community oriented facilities in a new
Community Building; creates a permanent helipad on the top of the new
Medical Office Building that is outside the CDOT Right-of-Way, and
enables the hospital to continue to provide a critical community service —
Flight for Lift — while these community enhancements are under
construction.
