The Town of Vail Community Development Department has recently received a design
review application for a proposed deck enclosure on the upper floor of the Vail Valley
Medical Center. lt has come to our attention that there is a pending code enforcement
issue related to the illegal conversion of a required parking space into a storage area on
the west end of the lower level of the parking garage. This illegal parking space
conversion must be remedied prior to any further review or approvals of the proposed
deck enclosure. The submitted design review application is considered nulland void.

Introduction and 2003 IBC Code Requirement Review
This report is intended to establish an "hiyaleqgy" approach for the remodel of the Nuclear
Medicine/SPC area as allowed by Section 104.11, Alternative Materials, Design and Methods of
Consfuction and Equipment in the 2003 Intemational Building Code (IBC) for the WMC in Vail,
Colorado. The approach described here will provide a basis for the equivalency that you can consider for

your approval. The intent of this report is to establish the basis of an altemate design method that is at
least eouivalent to the prescriptive requirements stated in the 2003 IBC. The design team and owner feel
the alternative design method presented in this report are equivalent to the prescriptive requirements in
the 2003 IBC, but the team is also receptive to discussing further improvements to the proposed design
methods if the Town of Vail feels an equivalency has not been established.
Section 104.1 I allows for the acceptance of an alternative material, design or method of construction
where the building official finds that the proposed design is satisfactory and complies with the intent of
the provisions of the 2003 IBC, and the material, method or work offered is at least equivalent to that
prescribed in the code. This section states,
Alternate methods of construction are acceptable...where the building ofricial finds the proposed
design is satisfactory and complies with the intent of the provision of this code, and. . .at least
provides the equivalent of that prescribed in this code in quality. strength. effectiveness. fire
resistance. durabilitv and safetv.
Compliance with the specific performance-based provisions of the IBC in lieu of specific requirements is
also a permitted alternative. The intent of the documentation in this report is to give a complete review of
the available code and fire protection references to provide a valid consideration of the proposed
equivalent design methods.
The acceptance of the design equivalency presented in this report is intended to apply only to the WMC
Nuclear Medicine/SPC remodel project for the specific application described. This equivalency
request is not applicable to any other project or anv other areas in the VVMC buildine. and is not intended
to establish a precedent for design in other projects.
Section 104.1 of the 2003 IBC, grants the Building Offrcial the authority to "render interpretations" of
the code. The building official is the only oerson who can render an "official" interpretation ofthe code
within in their jurisdiction. In terms of the approval process, the building official is the "Judge" for the
application of the code in each specific jurisdiction. This section also specifies the building official is
prohibited from waiving any requirement of the code, but Section 104. I 1 allows the buitding officials to
allow alternate designs that are at least "equivalent" in his opinion to the intent of the code.
Section I 12 of the 2003 IBC requires the creation of a Board of Appeals to resolve disputes over orders,
decisions or determinations made by the Building Official relative to the application and interpretation of
the code. The Board of Appeals is essentially the "Jury" in the building code approval process to solve
disputes with the Building Official. An application for an appeal can only be made when:

within the Nuclear Medicine/SPC remodel area on the 1o' trloor level.

Section 3402 of the 1997 UBC and Section 3401.2 of the 2003 IBC contain almost identical
"Maintenance" requirements for existing buildings. These sections state,
Buildings and parts thereof. . .shall be maintained in a safe.. .condition. Devices or safeguards
required by this code shall be maintained in conformance with the code edition under which
installed. The owner.. . shall be responsible for the maintenance of buildings.
Existine Buildine Desisn of the One-Story Group B Area
The lsr Floor of the VVMC has changed uses over the years from Hospital,/Institutional (Group I) uses to
Outpatient/Business (Group B) uses. Since this area has and will continue to experience numerous
remodel projects, some of the construction features that were required for Group I uses are not required
for Group B uses. The initial construction of the hospical appears to have been done under past editions
of the Uniform Building Code (UBC). The UBC used to have l-hour corridor ratine requirements for
Group B occupancies. The 2003 IBC does not require l-hour rated corridors for buildings with fire
sprinkler system protection for Group B occupancies, but Section 3401.2 of the 2003 IBC would require
these l-hour rated corridors to be maintained.
The design teamwould like to establish aggSSjSgi@Xwith the 2003IBC tog!!gg..1@..!!9
removal of l-hour FRR corridor walls in Group B use areas on the 1"' Floor level for the current
Nuclear Medicine/SPC remodel proiect.
Since the lsr Floor areas have been undergoing changes in use from Group I occupancies to Group B
occupancies, it is appropriate for certain building and safeguards to be removed according to both the
cunent IBC and past UBC codes such as:
o 2-hour fire-resistive rated (FRR) occupancy separation walls between Group I use areas that have
been removed and surrounding Group B occupancies. There also would be no need for FRR
occupancy separation in the one-story portion of the building, since it would involve only Group
B occupancy uses.o 1-hour smoke compartment separation walls required for Group I-2 occupancies.
o Non-rated smoke partition corridor walls or walls around "suites" associated with Group I-2 use
areas.
A review of all the code requirements for the WIVIC building will not be presented in this report, but a
thorough review of the building can be found in the March 15,2W7 , Life Safety Report completed by
BCER Engineering (BCER). The deficiencies with the existing VVIV{C building are not overwhelming.
The most significant issue involves unprotected penetrations in the 2-hour fire resistive rated floor/ceiling
assembly between floor levels. VVMC has a contractor who is providing 2-hour penetration protection
systerns for open penetrations as they are discovered, Currently, approximately 40 percent of the open
penetrations have been repaired, and the remaining 60 percent of the^unprotected penetrations will be
corrected by the summer of 2008 when different areas ofthe entire l"' Floor level are remodeled.

Even though the 2-hour fire-resistive rated (FRR) occupancy separation walls between the Group I-2 and
Group B use areas are not required, there is an existing 2-hour smoke/fire barrier between the one-story
portion of the building containing the Nuclear Medicine/SPC area and the 3-story portion of the building.
This wall does not quite extend to the north exterior wall, but could be altered to do so. If this change in
existing conditions were made, then there would be an effective 2-hour barrier to keep smoke and fire
from migrating from the one-story portion to the upper levels of the 3-story portion where the Group I-2
Occupancies are located. This would require the following on the attached plans:
. Alter the construction of a short portion of the wall on the north end to achieve a 2-hour FRR
(smoke/fire) wall. This would extend the 2-hour FRR (smoke/fire) wall from the south exterior
wall to the north exterior wall.
o Possibly install one fire/smoke damper.. Relocate and install a pair of bi-directional swinging doors that are 90-minute FRR, and installing
them in this 2-hour FRR (smoke/fire) wall.
This alternative has the advantage of isolating the one-story portion of the building with a continuous 2-
hour FRR smoke/fire barrier and allowing it to be considered as a Group B occupancy without any Group
I-2 occupancies within or above the one-story portion. From this perspective, the one-story portion can
be considered under an "Equivalency" to comply substantially with the 2003 IBC requirements for a
Group B occupancy. With this approach, the one-story portion would not require l-hour FRR occupancy
separation or corridor walls, since the building has a fire sprinkler system.
Specifically from a code perspective, the owner and design team are requesting support for this
a|ternativedesignmethodtoestablishan6.Equivalency''to
to Section/Table 1016.1 of the 2fi)3 IBC. There also would be no need for FRR occupancy separation
of Group B occupancies in the one-story portion of the building.

Amendment to the 2002 N.E.C. Town of Vail Ordinance 4. Series of 2005
Overhead services are not allowed in the Town of Vail.
Underground services shall be in conduit (PVC) from the utility transformer to the electric meter, main
disconnect switch, and to the first electrical distribution circuit breaker panel.
The main disconnect switch shall be readily accessible, andlocated next to the meter on the exterior wall of
the structure. All underground conduits are required to be inspected before back-filling the trench.
In multi-family dwelling units, no electrical wiring or feeder cables shall pass from one unit to another. Common
walls and spaces are exempt
NM Cabfe (Romex) can be u*d only in single and multi-family dwellings net exceeding 3 stories.
Typ NM cannot E ud in any building mixd with Typ A,B.4F/H,LM &S occupncies.
Aluminum onductorssmaller than size #8 are not permitted with the Town of Vail.
TOWN OF VAIL ELECTRICAL PERMIT GUIDELINES
All installations of elterior hottubs or spa's require a DRB approval from planning. This application will
not be accepted without a copy of the DRB approval form atlached (if applicable).
If this permit is for installation of an exterior hot tub or spa on a new elevated platform or deck over
30" above grade, you must also obtain a building permit.
If this permit is for installation of an exterior hot tub or spa on any existing deck or elevated platform,
a structural engineer must review the existing condition and veriff that it will support the added
concentrated load. Please provide a copy of the structural engineers wet stamped letter or drawing
with this application.
If this is a remodel in a multi-family building with a homeowners association, a letter of permission
from the association is required.
If this permit is for a commercial space, two (2) sets of stamped drawings are required. Electrial
one4ine and panel schedules are reguired if load is added or distribution is altered.

If yes was answercd to any of the questions then a 'Public Wa/ permit is rcquired. You can pick up an
application at either Gommunity Development, located at 75 South Frontage Road or Public Works, located at
1309 Elkhorn Drive.
D Notie s(1nofb for utility companies. ALL uUlites must field veriff (locate) respective utilities prior to signing
application. Sorne utility @mpanies require up to rl8 hours notice to sdredule a locate.
) A construction traffic ontro/staging plan must be prepared on a separate sheet of paper. An approved site plan
may also be used. This plan will show locations of all traffic ontrol devices (signs, ones, etc.) and the work
zone, (area of construction, staging, etc.). This plan will oeire on November 1s and will need to be resubmitted
for onsideraUon fior apprwal through the winter. Be aware that your resubmission for winter may be denied
depending on the location of onstruction.

Unlawful deposits: glbject to subsection C thereof, it is unlawful for any person to litter, track or deposit, or cause to
be littered, tracked or deposited, sand, gra\rel, rod<s, mud, dift, snow, ice, or any other debris or material upon any
street sidewal( alley or public place, or arry portion thereof.
Notice; Abatement: The Director of Public Works may nodff and require any person who vlolates or causes another
to Molate the provision of subeection A hereof, or who has In the Director's employtnent a person who violates or
causes another to violate the same, top remove such sand, gravel, rocks, mud, di( snow, ice or any other debris or
material wlthln twenty four (24) hours after reaeipt of said notice by the Director of Public Wottcs. In the event the
person so notified does not omply with the notice within the period of time herein specified, the Director of Public
Works, or other authorized agent, may cause any such sand, gravel, rocks, mud, dirt, snow, ice, debris or any other
material to be removed from any street or alley at the erpense of tte notified.
Summonc and Penalty: As an altemaflve to the notice for removal provided in subsection B above, any person
who Molates or causes another to violate the same, may be issued a summons to appear before the Municipal Court of
the Town for said violations, and upon being fourd guilty of a Molation hereunder be punished as proMded in Se€tion

Problem Statement
The Vail Village and LionsHead Village are invaluable assets to the community. Thousands of people @me to Vail eacfi year to
sightsee, recreate, shop and to enjoy ererything the Vail Valley has to offer. The community and merchants rely upon our guests to
generate revenue. Our summer/winter gu€sts e)(pect a pleasant experience while in Vail.
To insure that all of the proposed aonstruction has as little negatirre impact on the community and on our guest 6 po6sible, the Town
of Vail finds it imperative to create and implement the Vail Village and LionsHead Village Constructim Hours Handout.
It would be inesponsible fior the Town of Vail, the onstructiofl @ntractors and the merchants, to not acti\rely participate to minimize
the impact of onstrudion in the Vail and Lftmsl-lead Village areas.
The Vail Village Strcetscape Project will continue through 2005. Improvenrents scheduled for
2OO6 will be concentrated along Gore Creek Drive west of Ure Children's Fountain, Gore Creek
Promenade and around the frontage of the Mill Crcek Court Building. Additional streetscape
imprcvements al€ scheduled to bqin along East Meadow Drive.

Givens
The following givens are intended to provide the basic foundation by which construction will be completed in
the villages:

I Adequate pedestrian, loading/delivery, vehicle, and emergency vehicle access and circulation shall be
maintained.

must go through CheckPoint Charlie. All LionsHead construction activity must go to the Vail Police

The Staoino / Pad<ino Plan Philosophv- Is a very important step in the building prccess. Stiking a balance
between safe public access and giving construction projects room to build is becoming increasingly challenging,
for us to meet all the needs of those who will be impacted by construction projecb, The fact is, there is less
room to build in the Town of Vail.
Dweloping a creative Staging Plan is a must. Staging in the Town of Vail Public Right of Way is a Privilege, not a given
right. We take into account when we review and apprcve staging / parking plans, impacts on neighborhoods, tourism,
business and the traveling public along with your right to build.

to the building orci*t. The staging plan will be enforced according to the Approved Set of Building and
Staging Plans. You are required to keep a copy of the Approved Staging Plan on site.
Two staging /parking plans are required, a summer and winter. Summer staging plans expire on November 1,
and winter staging plans expire on April 15, (Note: There is no on strcet p
materials, equipment, etc must be 10'off the edge of asphalt).
Enforcement of all staging / parking plan is as follows,
A) Staging / Parking Plans to scale required.
B) Once the plan is approved, they will be held to complete compliance.
C) We willuse a 3 step and you're out, process.
Step One Verbal and written wamings as to the staging plan violation, then have contractor sign and date
field memo waming.
Steo TWo' Police Department issue tickets and tows or public works writes second written warning to all
violators who have been notified under step one and who are still in violation of the approved Staging /
Parking Plan. The Town of Vail Chief Building Offiicial will call the contractor and notiff them, the next time any
violation happens, the building department will red tag the consfruction site for 48 hours.

*m Requirements fior an Acceptable Stagino Plan
It is preferred that and Approved Site Plan is used to draw a staging plan, but a hand drawn plan may be used
as long as it is dawn to scale and is neat and legible.
1.) The Staging Plan must show the following:
(a) Shor all parking that is required for the job site. (lncluding construction equipment).
(b) Show the location of all material that will be staged on site.
(c) Show the locaUon of all dumpsters and poft-o'john that are to be on site.
(d) If a fence is required, then show the location of the fence and describe the material used for the fence.
(e) If fees and / or vegetaUon is required to be protected, then show how this will be done.
(f) If this staging plan is for a Demo Permit, then show staging for dump bud<s and all related equipment.
If the Town of Vail Right of Way area is needed for staging, then a Traffic Conbol Plan is required in
conjunction with the staging plan.
(g) Please provide and show an Erosion Control Plan.
(h) No equipment vehicles, materials are allowed on Town of Vail Right of Way in the Winter Staging Plan.
2.) If work needs to occur in the right of way, then add a Traffic Control Plan to the staging plan showing the
following:
(a) The work zone (area that is to be peformed)
(b)Traffic Conbol Devices (waming, signs, cones, flaggers, etc.)
(c) Distances that all devices will be set up from the work zone. Also show all dimensions of work being
performed in the right of way. All baffic conbol plans must conform to the MUTCD manual.(Manual of
Uniform Traffic Control Devices)
2.) This plan will be revievrred by Rrblic Works and if Neessary the Police, Fire, and Community Development
Department. One the staging plan is approved, it will be registered with the departments listed above and enfored.
3.) The Village and Lionshead area have outside construction restridions, please beome
familiar with the Vail 2006, Vail Village and Lionshead Construction Hours handout.

EXECUTIVE SUMMARY
This report provides an overview of the asbestos inspection of the Vail Valley Medical Center
Iocated at 181 Meadow Drive, Vail, Colorado, Walsh Environmental Scientists and
Engineers, LLC, (Walsh) was contracted by the Vail Valley Medical Center to conduct an
inspection for asbestos-containing building materials (ACBM). Walsh performed the
inspection from January 3l,2Wl to February 09, 2001.
The Hospital consists of 4 anached buildings that were constructed separately in approximately
1969, 1978, 1986 and 1990. The buildings comprise approximately 135,000 square feet of
space.
The sampling and inspection process was conducted in accordance with standards of the Ep,{
Asbestos Emergency Hazard Response Act (AHERA) and National Emission Standards for
Hazardous Air Pollutants (NESHAPs), OSHA Construction and General Industry Standards for
asbestos, Colorado Department of Public Health and Environment (CDPHE) Regulation 8, and
other applicable industry standards. Asbestos inspection activities were conducted by AHERA
and State of Colorado accredited personnel.
The inspection identified 152 types of suspected asbestos-containing homogenous building
materials in the buildings. These rnaterials are listed in Appendix B of this report. A material
is considered to be asbestos containing (ACBM) if the asbestos content is greater tlrrn l%.
The following 29 materials were confirmed or assumed to contain asbestos and must be
removed (or sampled if assumed) prior to any renovation activity that will potentially disturb
these materials. Refer to the Section 3 (Findings) of this report for additional information
including material location and quantities.

Joint compound associated with drywall was identified to contain greater than l% chrysotile
asbestos, but less than l% when composited with the associated drywall CDPHE allows for
composite analysis of drywall and joinfcompound material where renovation and/or demolition
activities will not directly impact the joint compound (demolition). Where renovation and/or
demotion activities will directly impact joint compound (such as sanding), the joint compound
must be treated as ACBM. mit'.tp-t assumes that normal renovation and/or demolition
activities may occur, thus for. classification and reporting purposes (drawings and database
reports), the composite analysis was used. Activities that may directly impact drywall joint
compound material should be prohibited in the Asbestos and Operations program foi ttre
facility.

when handled according to specific requirements. The galvanized flues are assumed since
galvanized ducting may contain a sandwich layer of asbestos between the two layers of
galvanized metal for thermal protection. Due to high temperatures, the ducting could not be
accessed during the inspection.
Assumed materials are shown on confirmed material drawings in Appendix C, and are
indicated in database repofts in Appendix C. Assumed materials are not quantified or
addressed in cost estimates.

1 INTRODUCTION
1.1 Background

Engineers, LLC. flilalsh) was contracted by the Vail Valley Medical Center to conduct an
inspection for asbestos-containing building materials (ACBM). Watsh performed the
inspection from January 31, 2001 to February 08, 2001.
The Hospital consists of 4 attached buildings that were constructed in four separate
construction periods in approximately 1969, 1978, 1986 and 1990. The buildings comprise
approximately 135,000 sqlare feet of space.
The four buildings are attached, resulting in a larger contiguous hospital facility. The
buildings have undergone renovation, resulting in additional homogenous materials tlat needed
to be tested. The list below summarizes the major renovations to the core buildings based on
interviews and appearance:
r Remodeiing/Renovation of the Vail orthopedic and sports medicine (WMC86) and
Emergency room (WMC78) were conducted in approximately 1999.o The Patient rooms (VVMC86) were completed in approximately 1989.

1.2 Regulatory Compliance - EpA, NESHAP, and State programs
ACBM identified in this report is subject to the USEPA NESHAP Regulations for Asbestos
(40 CFR Part 61) and the Colorado Departrnent of Public Health and Environmenr (CDPHE)
-Regulation No. 8 (Reg 8) "The Control of Hazardous Air Pollutants. The eolorado
Deparfinent of Health is presently responsible for administering the EPA NESHAP program
for Colorado.
ACBM is subject to OSHA Standards for Asbestos (29 CFR Pars l9l0.l00l). Marerials
containing I % or less asbestos may be subject to OSHA regulations if air concentrations are at
or ahove the Petsonalexposure-limit{PEl}€f{-l{lceor+heexcursion limit of 1.0 f/cc:
Revised OSHA regulations for General Industry (29 CFR l9l0.l0ol) and the Construcrion
Industry (196.1101) include the following provisions for communicarion of hazards to
employees.
- r- -EmploYcl must inform housekeeping employees whether building components they maintain
may expose them to asbestos.r Building owner shall maintain records conceming the presence, location and quanfity of
ACBM in the building for the duration of ownership or occupancy, and records shall be
transferred to successive owners.o Where a building owner or employer identifies ACBM, labels or signs shall be affixed or
posted so that employees will be notified of what materials contain asbestos. These signs or
labels shall be placed in areas where they will bei noticed by employees who are likely to be
exposed, such as entances to mechanical rooms.

A homogaleous area (material) is defined as an area containing a material that appears similar
throughout with regard to color, texture, and date ofapplication.
Individual systems that were inspected, but not suspected to contain asbestos, are not included in
this report. Such systems include concrete, carpet, fiberglass, and wood products.

2.2 Materialldentification
Each type of suspect building material (homogeneous) was assigned an alpha material code,
followed by a number to identi$ the different varieties of that building material. For example,
lay-in ceiling panels are designated by the material code of LIP. The differing types of lay-in
ceiling panels are denoted by subsequent "t)4)e" numbers. Material size, thict<nisi, substrate,
friability, location, and quantity were recorded.
2.g MaterialTypes
The homogeneous material was classified into one of three available types of homogeneous
material descriptions.
r Surfacing Material refers to a wide range of trowel or spray-applied materials tlpically used
for acoustical or fireproofing purposes. Examples include spray-applied fireproofing and
acoustical texture ceilings.o Thermal System Insulation (TSI) refers to insulation that is applied to heating or
mechanical system components. Examples include pipe, tank and boiler insulaiion.r Miscellaneous Materials refers to all other materials that do not fall into one of the above
categories. Examples include floor tile, adhesives, and ceiling tiles.
Once the type of homogeneous material was determined it was then classified as friable or not.
The EPA distinguishes between friable and non-friable forms of ACBM. Friable materials can
be crumbled or reduced to powder by hand pressure, whereas non-friable materials cannot.
Friable materials are more likely to be released into the air, especially during renovation and
demolition of the building. Therefore, the distinction between friable and non-friable
homogeneous matedal is important. EPA/CDPHE have identified two categories of non-
friable material. CDPHE and EPA policy statements define that Category- I non-friable
materials are not likely to become friable during demolition, whereas Category II non-friable
materials are likely to become friable during demolition. CDPHE and EPA NbSHep require
removal of all friable ACBM and Category II non-friable ACBM. Category I non-friable
material may remain in place during demolition, provided demolition mettrods do not render
the material friable.

manner, as determined by each inspector. Samples were collected by taking a composite core
sample that included all layers within the suspect material. Samples from soft friable materials
were obtained by removing a small portion using wetting techniques. All samples were placed
in sealed, labeled containers, and the sample descriptions and locations were recorded.
Photographs were also taken to provide a visual reference for each material.
2.5 Laboratory Analysis
The bulk samples were submitted for progressivi analysis to DCM Science Laboratory Inc. an
I{VIAP accredited laboratory. Analysis of the bulk samples was performed using polarized
Light Microscopy (PLM) using procedures developed by McCrone Research Institute and in
compliance with the guidelines established by the Environniental Protection Agency (EPA-
ffilM4-82-020, Dec. 1982) to determine asbestos type and content. The PLM samples are
reported as percent asbestos by weight. Percent asbestos for separate layers and total for the
sample are delineated in the laboratory report. Unused portions of samples are archived for
six months unless the client requests special handling.
2.6 Bulk Sample Ghain of Gustody
At the time of collection, samples were labeled with an appropriate and unique number. This
number (along with other information such as sample location, color, texture, and condition)
was recorded in the Sample Log.

Built up roofs were assumed to maintain any existing roof warranty and to maintain the
integrity of the roof. Roofing materials are not required to be removed prior to renovation
when handled according to specific requirements. The galvanized ducting is assumed since
galvanized ducting may contain a sandwich layer of asbestos between the two layers of
galvanized metal for thermal protection. Due to high temperatures, the ducting could not be
accessd during the inspection.
Appendices C and D contain most of the technical information concerning sampling and
analysis.

RECOMMENDATIONS
All confirmed friable and Category-I-and Gategory Il,non-friable ACBM identified in the
Findings Section is required to be removed by a licensed asbestos abatement contractor prior to
any renovation activiti€s that-rnay?ot€ntiallydishrrbthesernaterials;
For locations where Category I non-friable materials are present, the material may be handled
according to CDPHE policy statement "Demolition of Buildings Which Have Asbestos
Containing Vinyl Tile (VAT) or Roofing Felts". Under this policy statement, the handling of the
material depends on the nature of the Demolition/Renovation (D/R) project. If the D/R will
impact the non-friable material alone, for example when sanding or breaking in small pieces, or
otherwise rendering ihe maiEriafFiab-lq i6ffiatffialwill-Ee consideied -friable ACBM. Friable
ACBM must be handled according to federal regulations and Reg 8. If the D/R will impact on
the substrate (thus minimal disturbance of ACM), for example in the demolition of a building in
large compononts or sections, these materials may remain in a building as long as the ACBM
will remain4gryfrilblg !!rygghout the entire demolition of the building. Non-friable Category II
materials do not fall within the VAT or roofing categories (such as transite siding or transite
roofing) and must be handled according to Reg 8. A notification form of intent to renovate or
demolish must be filed with CDPHE 10 days prior to D/R of the building. The CDPHE
notification is then forwarded to local health/environmental agencies. The material will fall
under OSHA standards for asbestos if the material becomes airborne in concentrations at or over
perrnissible exposure levels.
A portion of the resilient flooring in the facility was reported to contain less than I %
chrysotile, as verified by point-count. A standardized set ofmaintenance procedures that apply
to all resilienl flgor14g cap provide greater acqqptance, and avoid the need for different
procedures for flooring that may vary on a ro.om-by-room basis. By treating all resilient
flooring equally and adhering to OSHA requirements for asbestos-containing flooring, issues
*tcluding eompliance for those materials that contain trace-l% (as verified by point count), and
OSHA's recornmendation for TEM analysis of floor tile become less of an issue.
Under the CDPHE policy statement "Handling Asbestos Containing Drywall Finishing
Mud/Joint Compound", the handling of the material depends on the nature of the
demolitior/renovation project. If the activity will impact the mud alone, for example when
sanding, the material is considered ACM and must be handled according to according to federal
regulations and Reg 8. If the D/R will impact the compositb material (thus minimal impact on
mud), for example in the demolition of drywall, the material is then considered non-ACM
(providing the composite is less than 1% asbestos) and does not fall under Reg 8. The material
will fall under OSHA standards for asbestos if the material becomes airborne in concentrations
over permissible exposure levels.
Areas with minor localized damage should be addressed using spill response procedures. To
ensure satisfactory clean up, a consultant should oversee and perform a final visual inspection
of the area once locali2ed debris has been cleaned up.

maintaining ACBM through the use of routine surveillance, specialized maintenance and

materials and products produced in the United States. The inspection was intended to identiff
those accessible materials ilrat were reasonably suspect and that were most likely to contain
asbestos in quantities subject to regulation, based on existing industry and regulatory
standards. Often materials cannot be assessed (sampled) due to physical constraints
encountered (ocked roolns, enclosed areas, etc.). The areas that were inaccessible at this
location are listed below.

Destructive investigation techniques should take place before performing any renovation or
demolition activity that involves these inaccessible areas. Any addition to or alteration of the
building should be documented and the inspection report should be amended.
Sampling of roof membranes, felts, flashing, and sealants were excluded from the scope of
work to maintain roof condition and roof warranties. These materials should be sampled prior
to conducting activities that will disturb these roofing materials.
The parking lots, pedestrian walkways and facility grounds were included in this building
survey.

Material quantities for confirmed ACBM are approximate and are for general information.
