ask that you perform the following tasks:

Determine what kind of fire alarm system exists within the
structure you ane working in with the owner or the manager of
the propefi involved or by contacting the Vail Fire Department'
Determine with the owner or manager of the PftrPefii which
alarm company services the system for them.
Become familiar with the different components that are
associated with the firc alarm system and how they operate
before the DEMO begins.
Never paint a smoke detector, thermal detector, of any other
compohent of the fire alarm system, and never paint a sprinkler
head.
For small projects bag detector within the area you will be
working in before you staft and remove the bags after work is
done for the day.
For larger projects, please contact the Vail Firc Depaftment so
that we cah wbrk with you in determining what needs to be done

This proposal is intended to provide the Town of Vail with some insight as to the
potential opportunities that may be available by a joint development with Vail Valley
Investments, using the land adjacent to the Vail Transportation Center.
Scope.'
fo create qualig multi-market living quarters within close proximity to the 'Village Core"
that utilizes architectural design consistent with the Town's stiandards. This projecfs
intimate setting and unique construction requirements will require a very specialized
form of construction and management. The project, 'Village Commons" will provide the
Town of Vail with a unique multi-market property located nearer to the core than any
existing "affordable" housing project in the Town's history.
The proposed development will be located between East Meadow Drive and the
existing Vail Transportation Center or parking structure. The project is proposed to
contain retail/office space on the ground floor and seasonal and first time buyer
affordable residential on all floors in the core of the complex and more upscale units on
the ends of each building.
Location:
To be located on land in the Town of Vail, south of the parking structure and north of
East Meadow Drive. The "Pdnglt S," is indicated on the map enclosed in the later
pages in this document. The project contains two separate buildings (designated
Village Commons east and west), both located in the same area but separated by the
parking structure stainrtray, which allows pedestrian traffic to enter town at the Covered
Bridge area. The proposed two building, four-story complex will be integrally placed
between the southern most vertical wall of the current parking structure and the
northern curb of East Meadow Drive.

Time Reouirements
The Design Review Board meets on the lst and 3rd Wednesdays of each month. A complete application
form and all accompanying material must be accepted by the Community Development Department prior
to application deadlines. A schedule of DRB meetings and associated application deadlines may be found
on the World Wide Web at http://ci.vail.co.us/commdev/planninq/drb/meetinqs/default.htm
Review Criteria
The proposal will be reviewed for compliance with the Design Guidelines as set forth in Tltle 12 (Zoning
Regulations) and Title 14 (Development Standards) of the Town of Vail Municipal Code.
Desion Review Board Meetino Reouirements
For new construction and additions, the applicant must stake and tape the proje€t site to indicate
property lines. proposed buildings and building corners. All trees to be removed must be taped. The
applicant must ensure that staking done during the winter is not buried by snow. All site tapings and
staking must be completed prior to the day of the DRB meeting.
The applicant, or their representative, shall be present at the Design Review Board Hearing. Applicants
who fail to appear before the Design Review Board on their scheduled meeting date and who have not
asked in advance that discussion on their item be postponed, will have their items removed from the DRB
agenda until such time as the item has been republished.
If the DRB approves the application with conditions or modifications, all conditions of approval must be
resolved prior to the issuance of a building permit,
Staff Aoproval
The Administrator (a member of the planning staff) may review and approve Design Review applications,
approve with certain modifications, deny the application, or refer the application to the Design Review
Board for a decision. All staff approvals are reviewed by the Design Review Board and any staff decision
is subject to final approval by the DRB.

Re: Changing flag poles, total number and location at the entrance to Vail Village
Parking Structure.
The Public Works Department is requesting to make some changes to flag pole style,
total number, and their locations. We would like to first change the existing poles which
30' tall and are deep luster polished aluminum finish to a l6' bronze finish pole with a
gold ball. Also we would like to change the locations and total number of poles at the
entrance. We are requesting to reduce the total number of poles from six poles to four
poles, which would make the new location above the entrance of the Vail Village parking
structure, please refer to photos. The four flags we are proposing to fly are l) American
flag,2) Colorado f7ag,3) Eagle County flag,4) Vail flag. The American flag will be
illuminated for nighttime same as the old location is cunently doing.

Amendment to the 1999 N.E.C. Town of Vail Ordinance 1O-1-6.
o Overhead services are not allowed in the Town of Vail.
n Underground services have to be in conduit (PVC) from the transformer to the electric meter, main disconnect
switch and to the flrst electrical distribution circuit breaker panel.
o The main disconnect switch shall be located next to the meter on the exterior wall of the structure easilv
accessible.
s All underground conduits are required to be inspected before back-filling the trench.
o In multi-family dwelling units, no electrical wiring or feeder cables shall pass from one unit to another. Common
walls and spaces are accepted.
o NM Cable (Romex) is not allowed in commercial buildings or structures exceeding three (3) stories.
o No use of aluminum wire smaller than size #8 will be oermitted with the Town of Vail.
TOWN OF VAIL ELECTRICAL PERMIT GUIDELINES
s All installations of exterior hot tubs or spa's require a DRB approval from planning. This application will
not be accepted without a copy of the DRB approval form attached (if applicable).
a If this permit is for installation of an elterior hot tub or spa on a new elevated platform or deck over
30" above grade, you must also obtain a building permit.
n If this permit is for installation of an exterior hot tub or spa on any existing deck or elevated platform,
a structural engineer must review the existing condition and verify that it will support the added
concentrated load. Please provide a copy of the structural engineers wet stamped letter or drawing
with this application.
o If this is a remodel in a multi-famif building with a homeowners association, a letter of permission
from the association is required.
o If this permit is for a commercial space, two (2) sets of stamped drawings are required.

SUBJECT: A request for a conditional use permit, to allow for the establishment of a
major arcade at the Vail Transportation Center, located at241 E. Meadow
DriveA/ail Transportation Center.

I. BACKGROUND AND DESCRIPTION OF THE REQUEST
The applicant is proposing the establishment of a video game arcade within an existing
vacant office space on the fourth level of the Vail Transportation Center (TRC). The
TRC is zoned'General Use" and 'major arcades'(more than 4 video games) are an
allowed conditional use within the zone district. The applicant's proposal involves lhe
placement of 6 video games at this location. The property is owned by the Town of Vail
and leased through the Vail Transportation Department.
II. REVIEWNG BOARD ROLES.CONDITIONAL USE PERMIT
Order of Review: Generally, applications will be reviewed fhst by the PEC for
acceptability of use and then by the DRB for compliance of proposed buildings and site
planning.
Planning and Environmental Commission:
Action: The PEC ls responsible for final approval/denial of CUP.
The PEC is responsible for evaluating a proposal for:
1. Relationship and impact of the use on development objectives of the Town.
2. Effect of the use on light and air, distribution of population, transportation
facilities, utilities, schools, parks and recreation facilities, and other public
facilities and public facilities needs.
3. Effect upon traffic, with particular reference to congestion, automotive and
pedestrian safety and convenience, traffic flow and control, access,
maneuverability, and removal of snow from the streets and parking areas.
4. Effect upon the character of the area in which the proposed use is to be located,
including the scale and bulk of the proposed use in relation to sunounding uses.
5. Such other factors and criteria as the Commission deems applicable to the
proposed use.
6. The environmental impact report concerning the proposed use, if an
environmental impact report is required by Chapter 12 of this Title.

advises the applicant as to compliance with the design guidelines.
Staff provides a staff memo containing background on the property and provides a staff
evaluation of the project with respect to lhe required criteria and findings, and a
recommendation on approval, approval with conditions, or denial. Staff also facilitates
the review process.
Town Gouncil:
Actions of DRB or PEC maybe appealed to the Town Council or by the Town Council.
Town Council evaluates whether or not the PEC or DRB ened with approvals or denials
and can uphold, uphold with modifications, or overturn the board's decision.
III. STAFF RECOMMENDATION
The Community Development Department recommends that the Planning and
Environmenlal Commission approve the applicant's request for a conditional use permit
to allow for the establishment of a major arcade at the Vail Transportation Center, based
on the following findings:
1 . That the proposed location of the use is in accordance with the purposes of the
conditional use permit section of the zoning code and the purposes of the district
in which the site is located.
2. That the proposed location of the use and the conditions under which it would be
operated or maintained would not be detrimental to the public health, safety, or
welfare or materially injurious to properties or improvements in the vicinity.

CONSIDERATION OF FAGTORS:
Relationshio and imoact of the use on the development obiectives of the Town.
The Vail Land Use Plan places a "Semi-Public/Village Master Plan'designation on this
property. This designation includes "...municipal facilities and other public institutions
which are located throughout the community to serve the needs of residents." Additional
village-area land use mnsiderations are addressed in the Vail Village Master Plan. The
Vail Village Master Plan identifies appropriate uses on the property as ".. .public and
charter bus parking, transportation facilities and a limited amount of office and retail
activity."
Staff believes this proposed use is a compatible accessory to the established use
(transportation center) on the site. Additionally, the proposed use would provide
entertainment to bus users and income to the Town of Vail. Staff believes this use is
compatible with the Town's development objectives.
The effect of the use on liqht and air. distribution of pooulation. transportation facilities.
utilities. schools. oarks and recreation facilities, and other oublic facilities needs.
Staff does not believe this use would have any negative impacts upon the above-listed
facilities.
Effect upon traffic with oarticular reference to conqestion. automotive and oedestrian
safetv and convenience. traffic flow and control. access. maneuverabilitv. and removal of
snow from the street and parkinq areas.
It is anticipated that the primary patrons of the proposed arcade will be bus riders. Staff
does not believe this use would have any negative impacts upon the above-listed
facilities.

PUBLIC WORKS PERI}4IT PROCESS
How it relates to Buildins Permits
Fill out our check list provided with a Building Permit Application.
If yes was answered to any of the questions then a "Public Way" is required. You
can pick up an application at either Community Development, located at 75 South
Frontage Road or Public Works, located at 1309 Vail Valley Drive.
Notice sign offs for utility companies. All utilities must field verify (locate)
respective utilities prior to signing application. Some utility companies require up
to 48 hours notice to schedule a locate.
A construction traffic controVstaging plan must be prepared on a separate sheet of
paper. An approved site plan may also be used. This plan will show locations of
all traffic control devices (signs, cones, etc.) and the work zone, (area of
Construction, Staging, etc.). This plan will expire on November I st and will need
to be resubmitted for approval through the winter.
Sketch of work being perficrmed must be submitted indicating dimensions (length,
width and depth of work). This may be drawn on the traffrc control plan or a site
plan forthejob.
Submit completed application to the Public Work's office for review. If required,
locates will be scheduled for the Town of Vail Electricians and Irrigation crew.
The locates take place in the rnoming, but may require up to 48 hours to perform.
The Public Work's Construction Inspectcir will review the application and
approve or disapprove the permit. You will be contacted as to the status and any
requirements that may be needed. Most permits are released within 48 hours of
being received, but please allow up to one (l) week to process.
As soon as the permit is processed, a copy will be faxed to Community
Development allowing the "Building Permit" to be released. Please do not
confuse the "Public Way Permit" with a "Building Permit" which is to do work
on a project itself.
NOTE:
The above process is for work in a public way ONLY.
Public Way Permits are valid only until November l5rh.
A new Public Way Permit is required each year ifwork is not complete.
