l'le have reviewed the welding of the beam seats for the glu-1am
beams to the tube and pipe columns. The contracton has provided
substantially more weld than is required to hold the connection,therefore, we do not see any problem with the welding as is.---
lle have also reviewed all the existing footings in phase I of _-the project. All of these footings were of adequate size toy'provjde proper support for the building with the exception of thethree footings that were shown on our'foundation plan.

The 3" pipe columns were being set, but no grout had beenprovided underneath the base plates. Requested that they
!1V pact< under the base plates to provide uniform bearing.
The conneition of the 6 3/4" x I0 7/2" beam to the lintel
beam on line 9 was made out of what appeared to be 3/16,,orI/4" plate, this did not provide enough stiffness in theplate and I requested that the contractor add a plate on thefront of the seat, which would be welded to the seat and themetal plate that goes oven the top of the lintel beam. Allof the other beam seat connections appear to be adequatelymade. Informed Roger that the column at grid tine R-Z couiO
be set on the existing masonry gnade beam wall, provided the
masonry was cleaned out and grouted out underneath thecoiumn. The work appeared to be progressing quite well.

Over wood board decks one ply of sheathing paper must
be used under the base felt next to the deck.
Using GlasBase, start with an 18" width. Following felts
to be applied Jull width, lapping each felt 2" over the pre-
ceding one. Nail the laps at 9" centers and down the
longitudinal center of each felt nail two rows of nails with
rows spaced approximately 11" apart and nails
staggered on approximately 18" centers. Use nails or
lasteners appropriate to the type of deck. See Fastener
Data in general instructions.
Starting at the low edge apply one 12" wide, then over
that one 24" wide, then.over both a full 36" wide Glas-
Ply. Following felts are to be applied full width overlap-
ping the preceding telt by 242/t" in such manner that at
least 3 plies of felt cover the base felt at all locations..
Install each felt so thal it is firmly and.uniformly set, with-
out voids, into hot (at EVT) asphalt applied just before
the lelt at a nominal uniform rate of 23 lbs, per square
(18-25 range) over the entire surface.
On inclines 1" and greater per toot, run the felts parallel
to the incline and "back-nail" each felt, along the leading
edge, on approximately g" centers. When such nailing ii
required, the base felt need only be nailed at the laps, on
9" centers, with the field nailing omitted.
All nails or other fasteners are 1o be driven throuoh tin
caps unless the nail or taslener has an integral fla-t cap
no less than 1" across.
Flood the surface with the appropriate asphalt, depend-
ing on the roof slope, at a minimum rate of 60 lbs. oer
square and while it is still hot embed therein an accepta-
ble gravel at the rate of approximalely 400 lbs. per
square or an acceplable slag at a rate of approximately
300 lbs. per square.

6. Vapor r€tardant systems, including Asbestogard leh, do not

Previous to this incident, I was having dinner at the above restaurant

-nftql severa'l complaints from the various agencies of the Townof_Vail" and after an_unofficial inspection mide by me, I did anofficial inspection of the premisis bn January 20,- 198i. i foundthat. the requirerents I had given to them on ilovember 10, 19g0,had been disregarded and that the facility was in dire need ofattention. The occupant load , as determined under U.F.C. 12.103,N.F.C. 101. 8.2.5.3, and U.B.C. 3301, had been vfolated, despitethe fact that I had sat down with the remodeling crew in Novemberof 1980 and measured out the facility, computed-the maximum occupanrload.and even.helped]ay out the tabie plabenent in order to comf]y.subsequent inspections have revealea tnat the occupant load has
