lf this permit requires a Town of Vail Fire Department Approval, Engineer's (fublic Works)
review and approval, a Hanning Department review or Health Department review, and a
review by the Building Department, the estimated time for a total review will take as long
asthree (3) weeks.
Al commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. &sidential and small projeds should take a lesser
amount of time. However, if residential or srnaller projects impact the various above
mentioned departments with regard to necessary review, these projects may also take
three (3) weeks to revieur and approve.
Every attempt will be made by this department to expedite this permit as soon as
possible.

PUBLIC WORKS AND THE PUBLIC WAY PERMIT PROCESS
How it relates to Building Permits:
Fill out the attached check list with the Buildinq Permit Application.
lf yes was answered to any of the questions then a "Public Way" permit is required. you
can pick up an application at either Community Development, located at 75 South Frontage
Road or Public Works, located at 1309 Elkhorn Drive.
Notice sign-offs for utility companies. ALL utilities must field verify (locate) respective
utilities prior to signing application. Some utility companies require up to 48 hours notice to
schedule a locate.
A construction traffic control/staging plan must be prepared on a separate sheet of paper.
An approved site plan may also be used. This plan will show locations of all traffic control
devices (signs, cones, etc.) and the work zone, (area of construction, staging, etc.). This
plan will expire on November 1st and will need to be resubmitted for consideration for
approval through the winter. Be aware that your resubmission for winter may be denied
depending on the localion of construction.
Sketch of work being performed must be submitted indicating dimensions (length, width
and depth of work). This may be drawn on the traffic control plan or a site plan for the job.
Submit completed application to the Public Work's office for review. lf required, locates will
be scheduled for the Town of Vail electricians and irrigation crew. The locates take place in
the morning, but may require up to 48 hours to perform.
The Public Work's Construction Inspector will review the application and approve or oeny
the permit. You will be mntacted as to the status and any requirements that may be
needed. Most permits are released within 48 hours of being received, bul please allow up
to one (1) week to process.
As soon as the permit is approved, the Building Department will be notified, allowing the
'Building Permit" to be released. Please do not confuse the "public wav permit" with a
"Building Permit".
NOTE: The above process is for work in a public way ONLy. public Way
Permits are valid only until November 15th. A new public way permit is required
each year if work is not complete. Re-application each November i5th does not
mean an automatic renewal.

DRAINAGE AND CULVERT I NSPEGTIONS ARE REQUI RED BY PUBU G WORKS!
Please read and check off each of the items below:
The Town of Vail B"tilding Department has developed the following procedures to ensure that new
mnstruction sites have adequately established proper drainage from building sites along and
adjacent to Town of Vail roads or streets.
The Town of Vail Rrblic Works Department will be required to inspect and approve drainage
adjacent to Town of Vail roads or streets and the installation of temporary or permanent culverts at
ac@ss points from the road or street onto the oonstruction site. Srch approval must be obtained
prior to any requests for inspection by the Town of Vail Building Department for footings,
temporary electrical or any other inspection. Hease call Leonard Sandoval at 479-2198 to request
an inspection from the Rtblic Works Department. Allow a minimum of 24 hour notice.
Also, the Town of Vail Rrblic Works Department will be approving all final drainage and culvert
installation with rewlting road patcfring as necessary. SJch approval must be obtained prior to any
Final Oertificate of Occupancy issuance.

CODE 5-2-10: DEPOSTTS ON PUBLIC WAYS PROHIBITED
e UnlaMul deposits: Subject to subsection C thereof, it is unlawful for any person to litter, track or
deposit, or cause to be littered, tracked or deposited, sand, gravel, rocks, mud, dirt, snow, ice, or any
other debris or material upon any street, sidewalk, alley or public place, or any portion thereof.
e Notice; Abatement: The Director of Public Works may notify and require any person who violates or
causes another to violate the provision of subsection A hereof, or who has in the Director's employment
a person who violates or causes another to violate the same, top remove such sand, gravel, rocks, mud,
dirt, snow, ice or any other debris or material within twenty four (24) hours after receipt of said notice
by the Director of Public Works. In the event the person so notified does not comply with the notice
within the period of time herein specified, the Director of Public Works, or other authorized agent, may
cause any such sand, gravel, rocks, mud, dirt, snor, ice, debris or any other material to be removed
from any street or alley at the expense of the notified.
e Summons and Penalty: As an alternative to the notice for removal provided in subsection B above,
any person who violates or causes another to violate the same, may be issued a summons to appear
before the Municipal Court of the Town for said violations, and upon being found guilty of a violation
hereunder be punished as provided in Section 14-1 of this code.
s Notice and Penalty: lt is unlawful for any person to fail or refuse to comply with the notice of the
Director of Public Works as provided in subsection B hereof, and any such person shall, in addition to
payment of the expense of removal incurred by the Director of Public Works, as provided in subsection B
hereof, upon being found guilty of a violation hereunder, be punishable as provided in Section 'l-4-1 of
this Code. (1997 Code: Ordinance 6 (1S79).

INTRODUCTION:
On April 7th, 2005, an inspection/survey was conducted and 7 bulk
samples were collected from the:
Residence
Gore Creek Drive
Unit 6,4' and 68
Vail. CO. 81657
The purpose of the inspection/survey was to locate and sample
suspected asbestos containing materials that might be present in the area of
the unit that is planned for renovation.
The inspection was made, and the samples were collected by John R.
Peterman, an A.H.E.R.A. and State of Colorado Certified Asbestos
Inspector. Great care was taken during the inspection and sampling to be as
accurate as possible. It should be noted that minimal damage was done to
the existing building structures during the inspection so there is no
documentation for unseen conditions or stored items.
All samples were analyzed by DCM Science Lab in Wheatridge, CO.
This laboratory is deemed "Proficient" in the E.p.A.euality Assurance (eA)
program for the determination of asbestos in bulk materials, and is
accredited by the American Hygiene Association (AHA).
SAMPLING PROTOCOL:
A random sampling scheme was used to sample the suspect materials that
were discovered. If during any future demolition or renovation work,
suspect material is discovered that hasn't been sampled and would be
disturbed, work should be halted until the material has been tested.

UNIT DBSCRIFTION:
Unit 6A and 68 are planned for renovation that involves moving out the
front wall of the units. The exterior walls are covered with stucco. The
inside of the exterior wall is covered in sheetrock with heavy troweled
texture and original plaster. The ceilings are sheetrock like the walls, and
wood. The soffit is wood, and the floors are eovered with carpet and
ceramic tiles.
CONCLUSIONS AND RECOMMENDATIONS :
Laboratory analysis of the bulk samples indicate that no Asbestos was
detected in any of the bulk samples.

DGM Science Laboratory, Inc. anallzes bulk asbestos samples following procedures developed by the
Mc€rone Research Institute and in compliance with guidetines established by the Environmenbl Protection
Agency (EPA60OR-93/1 16, Juty, 1 993).
Bulk samples are prepared for analysis using a 10X-80X stereo microscope in a hepa filter hood which provides
a contamination-free environment. The sample is then analyzed by polarized light microscopy (PLM) at 100X.
When the sample consists of more than one layer, each layer is prepared and analyzed separately. Fiber and
matrix materials are identified by the characterization of optical properties including color and pleochrorism,
fonn, cleavage, relbf, birefringence, extinction, orientration, iwinning, interference figure and oiher distinguishing
featurys. Dispersion staining is also used to further aid in mineral identification. Ali percenbges of asbistos, -
other fiber$ and non-fibrous constituenF are calculated from the values obtained from the stereo and PLM
microscopes analysis. In-house and NIST standards as well as a chart prepared by R.D. Terry and G.V.
chilinger for "The Joumal of sedimentary Petrotogy', (Volume 24, pp. zz9-234, 19sE) pro/ide a guide firr
estimating Percentiage€. All samples are archived for six months unless other anangements are made by the
client.

Dear Pam,
The Town of Vail Planning Department has review the building permit submittal for the proposed
"250 Additions" to Units 4A,4B.,5A, 58, 64, and 68 of the Viil Townhouse Condominiums. Asyou are aware, for a "crawlspace" area to be deducted from the GRFA (gross residential floor
area) calculations, the crawlspace shall not exceed 5 feet in height as measured from the earth
to the structural members above and shall have an access opening of no larger than 12 sq. ft. in
size.
Therefore, the foundation plan (Sheet S1) must be revised to meet these criteria. This may be
accomplished by designing shallower footer depths. lf it is not structurally feasible to use
sh.allowe.r footer depths, the over excavated crawlspace areas must be backfilled and capped
with a minimum 4" conciete slab.

I signed otf the (six) permits for the (one) set of plans. I called Jay at Schaeffer and advised him.
I did put the fire sprinkler and fire alarm requirements on each permit. Jaywas protesting the condition in
that they are "only doing 250 sq ft". I advised him the condition stands per the code, that they knew lhis
was coming per previous discussions, and that the owership if they so choose, can make a request to
group lhe fire sprinkler work under a single design and contractor.
I did tell him we would extend the time for compliance bu the street scape program has already allowed for
the taps and we do not want to cut Gore Creek Drive after we finish the street scape.
I also suggested the owners may have a better option to consolidate the design work and the contracts
and select a single firm for the work vs six different contracts.
I invited him to meet with the management and we wouold schedule a joint meeting to discuss options.
Jay conceeded they knew it was coming but wanted to stall it a year. I think VFES can go with a year
delay given the amount of planning and related aspects.
