A. Unlan{ul deposits: Subject to subsection C thereof., it is unlawfirl for any person to litter,
track or deposiq or cause to be littere4 tracked or deposited, sand. gravel, rocks, mud, dirt,
snow, ice, or any other debris or material upon any street, sidewalk, alley or public place, or
any portion thereof.
B. Notice; Abatement: The Director of Public Works may notify and require any person who
violates or fftuses another to violate the provision of subsection A hereof, or who has in the
Director's employment a person who violates or causes another to violate the same, top
remove such sand, gravel, rocks, mu{ dirt, snow, ice or any other debris or material within
twenty four (24) hours after receipt of said notice by the Director of Public Works. In the
event the person so notified does not comply with the notice within the period of timc herein
specified, the Director of Public Works, or other authorized agent, may cause any such san4
gravel, rocks, mud, dirt, snow, ice, debris or any other material to be removed from any street
or alley at the expense ofthe notified.
C. Exceptions: The provisions of subsection A hereof shall not be appiicable:
I . Within the immediate area of any construction, maintenance or repair proj ect of any
street or alley or of any water mairq sewer main. electricity line, gas line, telephone line
or any appu rtenance thereto:

BUILDING PERMIT ISSUANCE TIME FRAME
Ifthis permit requires a Town of Vaii Fire Departrnent Approval, Engineer's (Public Works)
review and approval, a Planning Departrnent review of Health Department review, and a review
by the Building Departrnent, the estimated time for a total review may take as long as three (3)
weeks.
All commercial (large or smalt) and all multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser amount of
time. However, if residential or smaller projccts impact the various above mentioned
deparfrnents with regard to necessary review, these projects may also take the three (3) week
period.
Every attempt will be made by this departrnent to expedite tl'ris permit as soon as possible.

How it relates to Buildins Permits
l. Fill out our check list provided with a Building Permit Application.
If yes was answered to any of the questions then a "Public Way" is required. You
can pick up an application at either Community Development, located at 75 South
Frontage Road or Public Works, located at 1309 Vail Valley Drive.
2. Notice sign offs for utility companies. All utilities must field verify (locate)
respective utilities prior to signing application. Some utility companies require up
to 48 hours notice to schedule a locate.
3. A construction traffic control/staging plan must be prepared on a separate sheet of
paper. An approved site plan may also be used. This plan will show locations of
all traffrc control devices (signs, cones, etc.) and the work zone, (area of
Construction, Staging, etc.). This plan will expire on November lst and will need
to be resubmitted for approval through the winter.
4. Sketch of work being performed must be submitted indicating dimensions (length,
width and depth of work). This may be drawn on the traffic control plan or a site
plan for the job.
5. Submit completed application to the Public Work's office for review. If required,
locates will be scheduled for the Town of Vail Electricians and Irrigation crew.
The locates take place in the moming, but may require up to 48 hours to perform.
6. The Public Work's Construction Inspector will review the application and
approve or disapprove the permit. You will be contacted as to the status and any
requirements that may be needed. Most permits are released within 48 hours of
being received, but please allow up to one (l) week to process.
7. As soon as the permit is processed, a copy will be faxed to Community
Development allowing the "Building Permit" to be released. Please do not
confuse the "Public Way Permit" with a "Building Permit" which is to do work
on a proj ect itself,
NOTE:
The above process is for work in a public way ONLY..
Public Way Permits are valid only until November 15-.
A new Public Way Permit is required each year if work is not complete.

A. Unlawful deposits: Subject to subsection C thereof, it is unlawtrl for any person to litter,
track or deposit, or cause to be littered, tracked or deposited, sand, gravel, rocks, mu4 dirt,
snow, ice, or any other debris or material upon any street, sidewalk, alley or public place, or
any portion thereof.
B. Notice; Abatement: The Director of Public Works may notifu and require any person who
violates or causes another to violate the provision of subsection A hereof, or who has in the
Director's employment a person who violatcs or causes another to violate the same, top
remove such sand, gravel, rocks, mud, dirt, snow, ice or any other debris or material within
twenty four (24) hours after receipt of said notice by the Director of Public Works. In the
event the person so notified does not comply with rhe notice within the period of timc herein
specified" the Director of Public Works, or other authorized agent, may cause iu"ly such sand,
gravel, rocks, mud, dir! snow, ice, debris or any other material to be removed from any street
or alley at the expense ofthe notified.
C. Exceptions: The provisions of subsection A hereof shall not be applicable:
I . Within the immediate area of any construction, maintenance or repair project of any
street or alley or of any water maiq sewer main, electricity 1ine, gas line, telephone line
or any appurtenance thereto;
2. To deposits of san{ dirt or materials necessary for the protection of the public safety, and

A. Unlawful deposits: Subjea to subsection C thereof, it is unlawful for any person to litter,
track or deposit or cause to be littered tracked or deposited, san4 gravel, rocks, mud" dirg
snow, ice, or any othei debris or material upon any street, sidewalk, alley or public place, or
any portion thereof.
B. Notice; Abatement: The Director of Public works may notifu and require any person who
violates or causes another to violate the provision of subsection A hereo{ or who has in the
Director's employment a person who violates or causes another to violate the same, top
remove such sand" gravel, rocks, mud, dirt, mow, ice or any other debris or material within
twenty four (24) hours after receipt of said notice by the Director of Public Worls. In the
event the person so notified does not comply with the notice within the period of time herein
specified" the Director of Public Works, or otler authorized agent, may cause any such sand,
gravel, rocks, mud" dirt snow, ice, debris or any other material to be removed from any street
or alley at the expense ofthe notified.
C. Exceptions: The provisions of zubsection A hereof shall not be applicable:l. Within the immediate area of any construction, maintenance or repair project of any
street or alley or of any water main, sewer mai4 electricity line, gas line, telephone line
or any appurtenance thereto;2 To deposits of sand, dirt or materials necessary for the protection ofttre public safety; and3. To public areas desigruted for the duryrping or depositing of said materiats.D' Summons; Penalty: As an alternative to the notice for removal provided in subsection B
above, any
person who violates or causes another to violate the same, may be issued a sumrnons to
appear before the Municipal Court of the Town for said violations, and upon being found

BUILIIING PERMIT ISSUANCE TIME FRAME
If this permit requires a Town of Vail Fire Departrnent Approval, Engineer's (Public Works)
review and approval, a Planning Deparhnent revielv of Health Departrnent review, and a review
by the Building Deparfneng the estimated time for a total review may take as long as three (3)
weeks.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirernents. Residential and small projects should take a lesser amount of
time. However, if residential or smaller projects impact the various above mentioned
departrnents with regard to necessary review, these projects may also take the three (3) week
period.
Every attempt will be made by this departnent to expedite this permit ils soon as possible.

If this permit requires a Town of Vail Fire Departnent Approval" Engineer's (Public Works)
review and approval, a Planning Deparhnent review of Health Deparilnent review, and a review
by the Building Department, the estimated timc for a total review may take as long as tluee (3)
weeks.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser amount of
time. However, if residential or smaller projects impact the various above mentioned
departments with regard to necessary revierv, these projects may also take the three (3) week
period.
Every attempt will be made by this departrnent to expedite this pennit as soon as possible.

not be accepted without a copy oF the DRB approval form attached (if applicable).
n If this permit is for installation of an exterior hot tub or spa on a new elevated platform or deck over
30" above grade, you must also obtain a building permit.
o If this permit is for installation of an exterior hot tub or spa on any existing deck or elevated platform,
a structural engineer must review the existing condition and verifli that it will support the added
concentrated load. Please provide a copy of the structural engineers wet stamped letter or drawing
with this application.
a If this is a remodel in a multi-family building with a homeowners association, a letter of permission
from the association is required.
n If this permit is for a commercial space, two (2) sets of stamped drawings are required.

A. Unlawful deposits: Subject to subsection C thereof, it is unlawful for any person to litter,
track or deposit, or cause to be littere4 tracked or deposited, sand, gravel, rocks, mud" dirt,
snow, ice, or any othei debris or material upon any street, sidewalk, alley or public place, or
any portion thereof.
B. Notice; Abatement: The Director of Public works may notifr and require any person who
violates or causes another to violate the provision of subsection A hereo{ or who has in the
Director's employment a person who violates or qtuses another to violate the same, top
remove such sand, gravel, rocks, mu4 dirt, snow, ice or any other debris or material within
twenty four (24) hours after receipt of said notice by the Director of Public Works. In the
event the person so uotified does not comply with the notice within the period of time herein
specified, the Director of Public Works, or other authorized agen! may cause any such sand,
gravel, rocks, mu4 dirq snow, ice, debris or any other material to be removed from any street
or alley at the expense of the notified.
C. !,xceptions: The provisions of subsection A hereof shall not be applicable:l. within the immediate area of any constructioq maintenance oi repair project of any
street or alley orof any water main, sewer maiq electricity line, gas line, telephone line' or nny appurtenance thereto;2. To deposits of sand, dirt or materials necessary for the protection ofthe public safety; and
i To public areas designated for the dumping or depositing ofsaid materials.D. Summons; Penalty: As an alternative to the notice for removal provided in subsection B
above, any
person who violates or causes another to violate the same, may be issued a.summons to

the site assessnent was Eo evaluaEe potential conEaninarion in the sub-

The property i.s located in the vail valley adjacenr ro rhe vail ski
Area as shown on Fig. 1. Prior Eo developmen! of the vail ski .Area,
this va11ey was princi.pally ranching. vail ski Area r+as started in the
early to mid 1960s '.ith the subsequent developnent of the va1ley with
facil-ities to support the ski area. The developnent has consisted pre-
doninantly of residential and comnerclal buildings. The christiania at
Vail was construcred in 1965 and, therefore, was built during the
beginning stages of developmenE.

Description
The property being evaluared is locaced wir,hin Ehe Vail Village
ares. I{anson Ranch Road is located on the north side, a drainage on the
sest side, an open green belt area wiEh a r'alkway on the souch side and
a condoniniun strucEure on the east side of the building. surrounding
the christiania at vail i.s primarily connercial and resldenrlar build-
ings. A residential developmen! is located south of the green belt,
which consists of single fanily residences. East of the chri.sti.ania are
lodging-uype sEructures and to the north and west are ored,oninacery
restaurants and shops. About 400 feet co the southwest is rhe vista
Bahn Express ski Lift. The Gore creek is rocated about 200 feec norrh
of the christi.anra and it flor.rs from east to lrest. The grouoci surface
in the area slopes in a northerly direction towards Gore creek. The
Dajority of the area around the christi.ania was developed ciuring the
1960s. The rnajority of the vegetation i.n the area is along the green-
belE and drainage. vegetati.on in these areas consisted of a fen trees.

The building is a 3 level structure. rE consists of concrere block
conatruction for the first and second levels and wood frane construction
for the third 1eve1. The roof is r*ood shingles. The interior space of
the building is a total of about 14,000 square feer.
At the tine of our observations, the area was covered

The first le'e1 has nine guest rooms. three linen closets, one
laundry roon and one boiler room. The second leve1 has eight guest
rooms' one lounge, one linen closet, one roon for an ice nacirine, tro
restrooms' and a registration office. A small managerts oiiice is
adajcenE to the western enErance which is halfvay beEween Ehe first and
second leve1 - The third revel has ten guesc roons, one rinen closet,
one bathroom, and one maid's office. The actic is open with exception
of a storage area vhich measures approxirnately lz by 1o i-eet and
enclosed uith wood franing and drywall.
Floor coverings consisted of carpet in the halls and guest rooms,
sheet goods in the bathroorns and restrooms, one v.A. tir.e bathroon
floor, and a slate tile floor in che lounge. The wa11s consisted of
drywall or wood paneling. Approximacely g0 percent of the warls ,,rere
drp'all and 20 percent vere vood or wood paneling. ceihngs consisted
of vq6d, dryvall' and ceiling ti1e. Approximately 40 percenr re!.e vood,
30 percent dryvall and 30 percent ceiling Eile. The ceilings in the
boiler room and laundry roon lrere plaster on praster board. Ilot Hater
heater plpes were visible in the boiler roon, laundry roon and the
atti'c' The pipes were covered with ilsulation. rn our opinion, the
conditlon of the building vas above average which indi.cated an excellent
[aintenance progran. rt appeared that many of the floor coverings had
been renoved and replaced since the original construction.

vail village and that subsequent developmenc occurred to t:.le east and
west of the Vail ViLlaee.

Leaking underground Srorage Tank List dated septenber 30, 1990 and March
8, 1991 ; r,he National priori_ri.es Lisr (NpL); the Facilir-v index Syscen
(FEIDS); the Comprehensive Envtronmental Response, Compensarion, and
Liability Information System (CERCLIS); lhe Resource Conservacion and
Recovery Act (RCRA) Notificarion systeo; solid waste Facili.ties Nor in
Conpliance '.ith RCRA Subrirle D Criteria (OPEN DuMp SIIES); and
Emergency Response Notificarion System (ERIS). No listlngs were found
Ehat ,rould irnpact the site.

BIIRIED TANKS
No buried fuei tanks or other types of tanks are known ro exist i.n
che i.mnediate vicinity of the site. The closest knovn fuel tanks are at
the intersection of vail Road, and the south Frontage Road, This loca-
tion is approxi'etely 800 feet northwest of Lhe site, on the north sid,e
of Gore creek and dovnsrream. The Alpine standard, service Station is ac
the southvest corner of this intersectioa and an Amoco servi.ce Station
did exist on the southeasc corner of this intersecEion. A aulti.-storied
building is under construccion at this cine at the Anoco service station
site' The Alpine scandard Station has reported leaking of soqe of thelr
tanks. All other knorrn buried tanks are locat,ed downstream of chis site
at service stations or the vail Associaees naintenance facii.ity. In our
opinion, since all of these siEes are north of Gore creek and dovnstreau
of the i.nvestigated site the risk of contami.nation fron these buried
tanks at this site is verv lor.r.
PCBs
The Toxic Substances Control Act (TSCA) generally prohibics Ehe use
of PCBs after January l, 1978. Sources of pCB contaninations are
ballasts used in florebcent lighting fixcures and electrical poner
transforners. Florescent rights were only observed in the raundry roon
t'rithin the building. These light fixtures were instarred *irhin the
past two years and, therefore, do uot contain pCBs. No transformers

Before the mid-1970s, asbestos was widely used in such roaterials as
building insulation, floor and celling ci1es, boiler and steao Line
insulation, and texture naterial. The most significant risks froo
asbestos containing daterials stem frorn inhalation of microscoprc air-
borne fibers. rf the fibers are e[capsu].ated within a naterial , there
is lou risk that the asbestos fibers will become air-borne. Howe'rer,
even j.n the case of encapsulated asbestos, disturbing the oaterial can
cause fibers to becooe air-borne.

Visual observations of suspect bui.lding rnaterials r.rere conducted to
identify possible asbestos containing nraterial (ACM)_ and to determine
friabiliry. Fri.able ACtf is defined by the EpA and rhe col0rado Deparr-
nent of Health, Air Pollution Division as any material t::at contains
asbestos and vhen dry can be crumbLed, pulverized, or reduced io porder
by hand pressure and that contains more than one percent asbestos by
weight. The Eerra includes nonfriable forras of asbestos after such
previously nonfriable nraterial becomes d:rneged to Ehe extert that vhen
dry it can be crunbled,, pulverized, or red.uced to powd,er by hand pres-
sure.

The 11 specirnens obtained from the building uere submitred co

mens lrere exanlned using Polarized Lighe Microscopy (pLM). The opcical
characteristics of each specinen was then compared to laboratory refer-
ence standards. The resulEs of the raboratory testing are presenced on
Table rr- The resc resulrs indicated rhe v.A. floor ti1e, sheer good.s

CONCLUSIONS
Based on the infornation obtained from our phase r Environmental
Assessnent of ehe site, we do not suspect subsurface soirs or ground
water coutrnli nation beneath the property. No observed sources of
contanination were observed in the lm'ediace vici.nity of the property
or upstrearo fron che property. A1l known buried fuel lanks !n the area
were at least 800 feet fron the site and domstrean of the sit.e. rn our
opinion, these tanks are

materials, ACM were found in the floor tile specinens, sheet goods floor
covering speci.nens, and the pipe insulation elbow specLoee fron the
attic. !{e esti.!ilate Ehe observed ACM floor ccveri.ngs !/ere a totaL of 950
square feet and the Acil pipe i.nsulation elbows lrere a total of 20 lineal
feet- The asbestos found in the floor coverings are encaosulated and
the pipe insulation r.ras covered. The ACll contain asbestos greater than
I percent, therefore, further action is necessary to effectivel.,r prevent
further contanination.
. RECOMPENDATIONS
- The-ideutifled ACI are encapsulated and, therefore, noc friable in
their present condiEion. rn addition, it appears that they are present
i'' snall quantities in the buildi.ng. By 1aw, when the renovation or
demolition area .is at least 32 square feet, the asbesEos nust be
removed. Because of the conditioa of the Acu two options are possi-
ble: 1) inplement an 0peration and Maintenance (0&M) progran or 2)
renove them.
The i'nplenentation of an 0&M progran should: l) rainini2e fuEure
fiber release by controlling access to ACil and 2) naintain ACI{ until it
is eventually removed. Tte 0&lr progratr is not intended to be a pe',*n-
ent solution. rt is inpleruented as part of an overall asbescos ,oanage-
ment plan that has as its goal the elimination of asbestos v.ithin rhe

building. The 0&M progran i.s not a neans by which full-sca1e asbestos
abatenent is accornprished. rntentionaL disruption of ACM should be
limited to repair or renoval of srnall areas of signifi-canti.I danaged
AC[!, or sna1l areas vhere removal is necessary to facilltate oainten-
ance/renovation actlviEies. specific feaEures of an operations and
naintenance progran should be individually designed. Hovever, each 0&M
progran should include t,he following elements:
1. Training of naintenance personnel;

Hello,
Ms. Jennifer warford, owner of unit 210, has asked certain questions regarding
the work requlred for the revisions to units 410 and 420 at tfie christiania
Condominiums.
Regarding the exterior appoarance of the building after the addition of the
wood studs: as I mentioned in item 1 of my letter of september 17, there will be
No change to the exterior appearance of the building. The new studs will be
placed within the thickness of the existing walls, and existing wood siding and
trim will be replaced in its odginal locations.
Regarding completion of the work by Thanksgiving:
1. As I mentioned in item 1 of my letter of Septernber 12, the wood studs
will be in place during ectober, and that work will take no more than
one week to complete. I further stated that ALL construction that will
be done this year wlll be completed by Thanksgiving. Because only
the dining room extensions; related balcony revisions; fire sprinkler
extensions into units 410 and 420: and the wood stud work discussed
in the prior paragraph will be done this year, completion by
Thanksgiving is quite realistic. Further, exterior construction in the Vail
Village Core is prohiblted during the entire ski season (November 19,
1999 thru April 23, 2000). And even further, Mr. Siegat, owner of unit
420, personally guarantees to immediately cover all iosses sustained
by all unit owners as a result of thls construction.
