The following general comments shall be addressed prior to approval. General Comments 1. As discussed,provide location, specifications and rendering of proposed video/warning sight distance devices. The development shall also agree to install, operate and maintain the approved sight distance system. 2. The proposed modifications to the Lionshead Place vertical alignment are unreadable in the received copy please provide clear copy. 3. Concrete pans at entrances shall be 8' wide with 2"invert unless proven that a 4' pan with 1"invert or equivalent can carry 100 yr flows. 4. Show sight distance triangle on landscape plan as well as on site plan. All landscaping shall comply with sight distance triangle requirements. 5. In order to obtain as much sight distance as possible can the electrical transformer be moved to the North west corner of the site. 6. The valet configuration does not seem to function well. We suggest relocating valet spaces 17&21 to be perpendicular to and in front of space 11. This would require noting space 11 as valet. Also move valet spaces 12,13,14,15,16 —7.5 feet to the east. 7. Provide engineered analysis of stopping site distance. The analysis must at minimum,meet criteria set forth in the AASHTO design guide. 2. The Arrabelle project is reconstructing the walk in front of Lions Square Lodge North with a grade separation from the road/access drive in order to maintain acceptable slopes on the walk. The newly proposed access by Lions Square Lodge breaks this grade separation, thus possibly resulting in walk slopes and access drive cross slopes of -11%. Please show grading in this area. The walk should be maintained at the approved Arrabelle plans grades and the access drive cross slope shall be no more than 8%. 3. Based on the above two comments staff recommends moving the access point 25'to the northwest. 4. Show the installed and proposed utilities as proposed on the approved Arrabelle plans. Specifically the shallow utilities and the storm sewer. 5. Concrete pans at entrances shall be 8'wide with 2" invert unless proven that a 4' pan with 1" invert can carry 100 yr flows. 6. Show driveway cross slope grading on both access points. 7. Grading in east alley is slightly different from the approved proposed Arrabelle plans. Please modify. 8. According to Mike, the applicant was directed to consult a professional Fire Protection Engineer. Mike has indicated that the Town of Vail Fire Department can not provide any additional comments about this proposal until such time as a Fire Protection Engineer's analysis and report is submitted to the Town of Vail. Public Works Department Tom Kassmel, Public Works Department, has again indicated that the proposed traffic circulation for this proposal does not meet Town of Vail standards and has not been approved by the Town of Vail Public Works Department. The Town of Vail Public Works Department has authorized Peak Engineering to explore a "performance alternative" to the parking structure site distance issues. However, no performance alternative has yet been submitted to, or approved by, the Town of Vail. The Town of Vail has received a copy of documentation identifying an easement on Montaneros Condominium Association property for use by Lion Square Lodge North. However, written documentation must also be submitted demonstrating the applicant's authority to access, demolish, and construct improvements located on other portions of the Montaneros Condominium Association property. The applicant has verbally indicated that a title company can verify all necessary authorizations. 2. Per the submitted survey and the Town's historical records, the accurate Lion-Square Lodge North site area is 41,513 square feet including the easement area (not 42,089 square feet). The ' submitted zoning calculations worksheet must be revised accordingly. 3. Deviations from the required 10 foot north setback :must be addressed (i.e. relocation of the proposed parking structure, variance, master plan amendment, etc.) 4. The site coverage calculations must be revised to include both above and below grade portions of the proposed structure. " 5. Parking calculations for the non-residential uses must.be submitted. The proposed.51 spaces only meet the requirements for the proposed residential uses (27 existing units plus 9 proposed units = 36 units x 1;:4 = 50.4 = 51 parking spaces). .Per the.recorded condominium map, the existing 27 units meet their 38 parking space requirement (not 34 spaces as indicated on the zoning calculation worksheet). If any of the existing 38 parking spaces have been previously eliminated, documentation must be submitted verifying that said elimination was approved by the Town of Vail. 6. Compliance with the-employee housing requirement must be coordinated with Nina Timm, Town of Vail Housing Department. 7 The roof height plan must be revised to show both natural and proposed grades underneath all roof lines. Height calculations must be submitted in accordance with Section 8.4.2.3 of the Lionshead Redevelopment Master Plan.
