BUILDING PERMIT ISSUANCE TIME FRAME
If this permit requires a Town of Vail Fire Department Approval, Engineer's (Public Works)
review and approval, a Planning Department review or Health Department review, and a review
by the Building Department, the estimated time for a total review will take as long as three (3)
weeks.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser amount
of time. However, if residential or smaller projects impact the various above mentioned
departments with regard to necessary review, these projects may also take three (3) weeks to
review and approve.
Every attempt will be made by this depaftment to expedite this permit as soon as possible.
I, the undersigned, understand the plan check procedure and time frame. I also understand
that if the permit is not picked up by the expiration date, that I must still pay the plan check fee
and that if I fail to do so it may affect future permits that I apply for,

PUBLIC WORKS AND THE PUBLIC WAY PERMIT PROCESS
How it relates to Building Permits:
Fill out the attached check list with the Building permit Aoolication.
If yes was answered to any of the questions then a '-public way" permit is required, you
can pick up an application at either Community Development, located at 75 South Frontage
Road or Public Works, located at 1309 Elkhorn Drive.
Notice sign-offs for utility companies, ALL utilities must field verifu (locate) respective
utilities prior to signing application. Some uUlity companies require up to 48 hours notice to
schedule a locate.
A construction traffic control/staging plan must be prepared on a separate sheet of paper,
An approved site plan may also be used. This plan will show locations of all Saffic control
devices (signs, cones, etc.) and the work zone, (area of construction, staging, etc.), This
plan will expire on November lst and will need to be resubmitted for consideration for
approval through the winter. Be aware that your resubmission for winter may be denied
depending on the location of construction.
Sketch of work being performed must be submitted indicating dimensions (length, width
and depth of work). This may be drawn on the traffic control plan or a site plan for the job.
Submit completed application to the Public Work's office for review. If required, locates will
be scheduled for the Town of Vail electricians and irrigation crew. The locates take place in
the morning, but may require up to 48 hours to perform.
The Public Workt Construction Inspector will review the application and approve or deny
the permit. You will be contacted as to the status and any requirements that may be
needed. Most permits are released within 48 hours of being received, but please allow up
to one (1) week to process.
As soon as the permit is approved, the Building Department will be notified, allowing the
"Building Permit" to be released. Please do not confuse the "public Way permit" with a
"Building Permit".
NOTE: The above pnrcess is for work in a public way ONLY. public Way
Permits are valid only until November 15th. A new Public way permit is required
each year if work is not complete. Re-application each November 15th does not

Problem Statement

! r rrarrEt I I rJtat gE ttlctltl
The Vail Village and Lionshdad Village are invaluable assets to the community. Thousands of people
come to Vail each year to siphtsee, recreate, shop and to enjoy everghing the Vail Valley has to offer.
The community and merchlnts rely upon our guest to generate revenue. Our summer/winter guests
expect a pleasant experienc_d while in Vail.
To insure that all of the prop$sed construction has as little negative impact on the community and on our
guest as possible, the Towip of Vail finds it imperative to create and implement the Vail Village and
Lionshead Village Constructi$n Hours Handout.
It would be irresponsible for;the Town of Vail, the ConstrySlieffiM-pnd the Merchants, to not
actively participate to minimize the impact of const5lp!ffiVail and Lio@lVillage areas.

Subject: New West Wall Header
Russell's Restaurant
228 Bridge Steet
Vail, Colorado
Dear Ted:
This is to confirm the header requireErcnb to span the new opening for the retactable doors to be installed
in the west wall ofRussell's ResLurant. This header spans approximatety 13'-6" and carries 2' of tributary
loadhg from the deck above as well as supporting the track system for the new doors'
I have determined thar a triple t % x ll li4 LVL header will be adequate for this application. This header
should be supportcd by a single 2 x 6 Fimmer at each end.
Please feel free to have any questions or comments tegarding this matter.

Gamewell's Smartslartru Systems SmartNetrM Systsm Network Features
Gamewell's 600 Series oI control p4nels incorporate a unique
automated prograrnming process th4t allows the 600 Series of
convols to configure and program themselves. This initialization
process sets the project's specific systpm configuration in memory
The 600 system then automaticaly tiFs its inputs to its outputs
through the creaiion of the system's cdntrol by event tables. Upon
completion ofthe process the system is completely operable and the
premises are protected immediately without the necessity of lengthy
programming routines,
How do Gamewell's Smartstart Systems workon analog addressable
systems? After the initial seiup is compldte the system then proceeds
to read each analog addressable circqit. ldentifying each address
and device type through its unique signature, the Smartstart program
builds a customized control by event tqble for each of the system's
addressable devices in conjunction with all the other input and output
circuits of the sysiem. This feature comes standard on all 600 Series
systems available only from Gamewell.
The Smartstart setup is directly acces$ ble through the Operatoas
Display and can then be changed quickly and easily with the push of
a button if necessary. All 600 Series systems have been designed
around a simple user interface which allows changes to the Smartstart
setup, as well as future changes to the System, to be made entirely
on site. The 600 Series systems can be re-programmed with the
simple push of a button on the OperatorJ's Display, ensuring that the
building owners have an operating syshm in the shortest period of
time regardless of the changes. Of coutse, password protection oI
the Operator's Display is an integral pa4 of the system ensuring that
the system cannot be tampered with or changed accidentally.

Description
Gamewell's ldentiFlex 650 Analog
Addressab le Module provides the
monitoring and control of analog sensors
and addressable input and output
devices. The Analog Addressable
module is configured with either two or
four analog circuits, with each circuit
capable of monitoring upto 126 individual
pornts. TheAnalog Addressable module
has a dedicated microDrocessor that
monitors each of its circuits while

each circuit.
Operation
The Analog Ad d ressable module
occupies a bus oosition in the ldentiFlex
650 Control Panel- The Analog
Addressable module interrogates all the
compatible connected devices for their
analog values information. Compatible
devices such as the Series 95 Analog
Sensors return their analog value to the
Analog Addressable module which, in
turn, communicates to the main CPU of
the ldentiFlex 650 Control Panel for
evaluation and recording of the analog
value. lf the 1F650 panel determinesthat
the value is outside the normal range, the
systemthen enters intoan alarm ortrouble
mode. This communication time is kept
to an absolute minimum by utilizing
parallel processing on both the system
MPU bus and the multiple circuits of the
Analog Addressable module. The Analog
Addressable module is capable of
supportin g Addressable Control Devices
(RCE-95, SCE-95 and BCE-95) and
Addressable Inout Interface Devices
(CZl-95, PID 95 and MS-95) in addition
to the Series 95 Analog Sensors.
The Analog Addressable module also
monitors its circuits for ground laults. lt
will also oDerate in the event that the
system enters into Alarm Default Mode.
The Analog Addressable module will
support Style 4, 6 and 7 wiring. Style 7
wiring requires the use of isolators
(XP95-Ll) to segregate the analog circuit
in the case of a direct short on the line.

Description
The 600 Series Power Supply
Modu les have been designed to meet
the demanding power requirements
ot ADA, UL 1971 and today's Life
Safety Systems. The use of high
current audio/visual devices In
today's systems has necessitated
tf'e expansion of system power in
larger incrernents than was
previously warranted. The 600 Series
Power Supply Modules were
develooed with these reouirements
in mind. The power supply modules
are designed for high eff iciencywhlle
still providing precise power output.
The MPS-B Main Power Supply
furnishes monitoring capabilities, The
Flexalarm 620 and ldentiFlex 650
can each accommodate two MPS-8
Power Supplies if additional battery
charging or system power is required.
The APS-8 Auxiliary Power Supply is
specifically designed to provide B
amps of 24 VDC srg naling or auxiliary
power to the system. APS-B Power
Supply Modules may be added to a
system as required. They do not
connect directly to the MPU bus and
as such do not impact the number of
input or output modules that may be
added to the system.
Operation
The MPS-B Main Power Supply is
monitored and controlled bythe main
CPU to ensure that adequate power
levels are maintained.
The MPS-B and the connected
batteries are supervised through the
main CPU. In the event of loss of
either main AC or battery power, the
main CPU will report the trouble at
the operators display, The MPS-8
also provides brown-out detection
for the system and any connected
APS-8 supplies.
The APS-B Auxiliary Power Supply is
moniiored through its connection to
output modules such asthe Universal
Signal Module (USM) Battery
standby power for the APS-B is
supplied through a connection atthe
IVPS-8. The MPS-8, in conjunction
with the main CPU, manages the
secondarv power source.

the system.
The APS-B is used whenever
additional signal power or 24\lDC
auxiliary power is required. The{PS-
B has been designed to conhect
directly to the USM signal module to
simplify system design and
installation. An unlimited number of
APS-B power supplies may be added
to a system without affecting system
l/O capacity.
Engineers Specification
The Fire Alarm System shall be
provided with an integral B Amp
power supply. The power supply shall
be f ully supervised and shall monitor
for the presence of main AC power
as well as battery power. The Main
Power Supply shall also monitor for
low\no battery and brown-out
conditions. The Main Power Supply
shall house a batterycharger capable
of charging 60 Ah batteries and shall

BUILDING PERMIT ISSUANCE TIME FRAME
If this permit requires a Town of Vail Fire Department Approvai, Engineer's (Pubiic Works)
review and approval, a Planning Depaftment review or Health Department review, and a review
by the Building Department, the estimated time for a total review will take as long as three (3)
weeKs.
All commercial (large or small) and all multi-fumily permits will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser amount
of time. However, if residential or smaller projects impact the various above mentioned
departments with regard to necessary review, these projects may also take three (3) weeks to
review and approve.
Every attempt will be made by this department to expedite this permit as soon as possible.
I, the undersigned, understand the plan check procedure and time frame. I also understand
that if the permit is not picked up by the expiration date, that I must still pay the plan check fee
and that if I fail to do so it may affect future permits that I apply for.

Subject: Nick's Remodel
Bridge Street
Vail, Colorado
Dear Charlie:
This is to confirm that I have reviewed the proposed structural modifications to what was previously Nick's Night
Club on Bridge Street. The two attached details cover the lintel requirements for the two openings that will be made
in concrete and CMU walls in this space.
I have also reviewed and approved of moving one existing steel pipe column that supports a 12 steel wide flange
beam in the southeast portion of the space. This column will be moved approximately 2' to the north, and will still
bear on the original foundation wall on this line.

Re: Handicapped Accessibility
Nick's Nightclub
228 Bridge St.
Lot A, Block 5, Vail Village 1s Filing
Charlie,
The above referenced property is located in the basement of an existing building.
The proposed use of the property is the same as the current use, specifically an 43
Occupancy. The current property is not accessible and the proposed alterations to the
property will not make the property less accessible than it is currently.
Pursuant to Division ll, UBC Appendix Chapter 11, it is my opinion that it is
"Technically Infeasible" to make the property accessible. The location of the property is
below grade, adjacent to public Rights of Way, and suitable accessibility would involve
destruction of bearing walls that support upper levels of the building and would certainly
exceed 2O% of the cost of the proposed remodeling cost. Per 1112.'1.1, the facility will not
be rendered less accessible than it is currently.
Please contact me if you have any further questions on this

tend to flow northward beneath the Properties and toward Gore Creek. No releases of
hazardous materials have been identified south of the properties.
Soils in this area are non-stratified alluvial gravel, sand and clay deposited by Gore
Creek. Bedrock beneath these materials is comprised of hard arkosic sand, conglomerate,
shale and limestone which is generally impermeable.
INDICATIONS OF ASBESTOS (non-ASTM |TEM)
For Nick's Night Club in the basement of the P&R Building, a State of Colorado certified
asbestos inspector collected and sent the following bulk samples to an accredited
laboratory for analysis:
IA
24.
2B
2C
2D
2E
2F
2G
3A
Surface coat, fire standpipe room.
Gypsum board and joint compound, fire standpipe room.
Gypsum board and joint compound, east wall to right of small bar.
Gypsum board and joint compound, men's room wall.
Gypsum board and joint compound, women's room wall.
Gypsum board andjoint compound, left oflarge bar.
Gypsum board and joint compound, ceiling by small bar.
Gypsum board and joint compound, ceiling by front door.
2'x4'suspended ceiling tile, small bar.
No asbestos was identified in these samples. The laboratory usecl the Polauized Light
Method (PLM) of analysis. Although other methods are available, PLM is widely usecl in
the industry because of the short time needed to obtain results and because it is
economical. There are no recommendations for further testing.
ABCO's procedure of collecting a few samples of various building materials that might
be suspected ofcontaining asbestos is the norm for asbestos inspection services. It does
not, however, absolutely guarantee that asbestos is only present in the above-mentioned
areas. Such a guarantee would usually be cost prohibitive.
Due to the recent age of the P&R Building second-level remodeling in the mid-l9g0s,
and of the Bridge street Building, no other asbestos sampling is recommended.
INDICATIONS OF RADON (non-ASTM |TEM)
Radon is an odorless, radioactive gas occurring naturally as a result of natural radioactive
decay of radium. Indoor radon concentration depends on a building's construction and
the concentration ofradon in the underlying soil and rock. As part ofthis phase I
environmental site assessment, a limited radon assessment was performed to determine if
there is a potential radon hazard at the project site. The monitoring took place over
approximately 55 hours from October ZB, L997, to October 30. 1997.

This report is in no way to be taken as a declaration of the legal status of any property
lrerein mentioned.
Thc following exceptions to the ASTM standards were made due to data failure: (l) fiveycar search intervals were not always used; and (2) no useful information was found for
this area prior to the early 1960s because there were no developments.
This report represents a surficial inspection ofthe premises and a cursory review ofthe
drawings and governmental records. Exhaustive effort is neither prudent nor cost
effective.
