plat prior to Temporary Certificate of Occupancy or Certificate of Occupancy,
whichever occurs first.
5. The applicant shall provide a PE stamped detail with factor of safety design
parameters for all retaining walls over 4' and any combination retaining walls prior
to Temporary Certificate of Occupancy or Certificate of Occupancy, whichever occurs
first.
