Subject: Medical Office Building and Municipal Site Redevelopment
All,
The following are elements that need to be addressed through the redevelopment applications being submitted. This is
not the end all comprehensive list, but items to start considering and addressing. We should also consider not using the
term educational research facility to describe the SPI as this is the term that has caused some question over land uses
within the Gateway structure. Educational research facilities are not a listed permitted use in the General Use
district. Please let me know if you have any questions. I will be out of the office until July 5th. I look forward to receiving
these items on July 16tH
Present comprehensive parking and traffic management plan.
• Include an accounting of the staff levels in each structure.
• Include an accounting of the number of anticipated users /patients for each structure.
• Discuss how shift changes in staff, patient scheduling, etc. affect the parking demand and potential
overlap of staffing and patients coming and going.
• Provide a count on the number of accessible parking spaces. Is there an increase of minimum required
due to the medical use of the building? How would this affect other parking demands.
• Include any description of programs used to encourage car pooling and uses of shuttles or buses.
• Depict distance to bus stops and which carriers and routes utilize those stops.
• Discuss desired future service and patient growth and how it may impact parking needs.
• Discuss the impacts to the existing parking supply at the WMC when the current uses are relocated and
how that may impact parking demand in the new structure.
• What signage or other means will be implemented to avoid congestion between individuals trying to
find a parking space on the enclosed surface parking areas under each building.
• Discuss pros and cons of using the available parking lot for skier parking on the weekends. How it may
operate, number of spaces available, etc.
• Provide an account and narrative of how the requested parking reduction may be skewed towards the
medical building land uses. For example the Town does not currently implement and strategies to
encourage car pooling or the use of a shuttle (does provide a limited number of free bus passes)
therefore the requested deduction may be less for the municipal building.
• Provide justification based upon the criteria found in Section 12- 10 -20, Special Review Provisions, Vail
Town Code, for the parking reduction. Please note that any reduction is based upon the total number of
spaces required by the Code in 12- 10 -10. Therefore all arguments and percent reduction calculations
will be based on the 330 number not the 306 number. By utilizing 12 -10 -20 you are asking to exceed
the codified 7.5% reduction.
• How will proposed parking count be divided in terms of reserved staffing parking and that available for
guests of each structure?
• Include an accounting of the number of TOV vehicles will need to be included on site and how that
impacts the proposed parking count.
• What is thought to be the parking demand of patients arriving for surgery, rehab, family visitation, etc.?
Provide a comprehensive traffic study including existing and proposed conditions. My understanding is that a
meeting has occurred between the Town Engineer and the traffic study producer to ensure necessary items are
needed.
• Provide an analysis and discussion on all current and proposed traffic counts
• Provide an analysis and discussion on level of service for all turning movements.
• Provide an analysis and discussion of any proposed road way improvements.
• Provide an analysis and discussion on the merits and possibility of incorporating a future round - about.
• Provide an analysis of the impact of the loading and delivery facility on traffic.
• The study needs to include the impacts of the Evergreen and Four Seasons.
• Does the future inclusion of Simba Run underpass have any affects? (Lamont question specifically)
• Provide a unified presentation and discussion at a public hearing on the parking and traffic plans.
• Provide a written description of the CDOT process for the project and where we currently are at with any
communications.
• What is the process for the incorporation of any soil nails for shoring? Will it be permitted within the
right -of -way?
• What is the process for the skyway pedestrian bridge to be located over the right -of -way and have built
improvements in the right -of -way?
• What is the process for altering curb cut locations and making improvements within the right -of -way.
Provide an analysis of the required loading and delivery for the redeveloped site and structures based upon the
new land uses.
o Pursuant to Section 12- 10 -13, Loading Requirement Schedule, Vail Town Code, provide a written
description of the required need by Code and perceived need through knowledge of the use of each
facility.
o Is loading and delivery be examined for the site as a whole or just the MOB? If the new facility is for the
municipal building how are goods moved across the site?
o Does this new loading and delivery facility have any positive impacts on the current loading and delivery
facilities for the VVMC or US Bank Builidng?
o Provide a written description of what size of loading and delivery vehicle is necessary and appropriate.
o Provide a comparison of similar uses and facilities.
• Present housing mitigation plan.
• Pursuant to Chapter 12 -23, Commercial Linkage, Vail Town Code, how much mitigation is required?
• How will the required mitigation be addressed?
• If the 50% requirement on site is not to be met why is that appropriate?
• With this being a new development why can't mitigation requirement be met on -site?
• Explain users of the skyway pedestrian bridge.
• Will the skyway be public, private, quasi - public? Does CDOT have any influence of this?
• Describe the design of the skyway as currently anticipated and any built in flexibility for the future VVMC
changes.
• Explain the impacts of widening the South Frontage Road and the proposed building setbacks.
• Provide a sunshade analysis per the submittal requirements.
• The MOB needs to provide articulation along the south facade.
• Explain the relocation proposal of the existing helipad.
• Describe how this project is integrated into the larger community and neighborhood.
o Includes scale, bulk, mass, architectural character, etc.
o How does each building on the site relate?
• How does the new municipal building relate to the existing portion to remain?
• Depict the articulation on the structures. Concern about blocky building masses.
• Include the skyway design in this analysis. The skyway bridge will be an important piece of architecture
and scale.
Provide a complete application and submittal depicting the entire development site.
• Need a complete application for an SDD amendment for the skyway to be located on the US Bank
building site.
• Need a complete CUP application for the portion of the skyway to be located on the VVMC site?
• Does the current notice description adequately reflect the applications as they have evolved?
o Will the site remain tied together in the future as a development site? What are the pros and cons of
this?
• Provide a 3 -D model.
• Sound wall idea present by Jim Lamont. Pros /cons /consider?
