In conjunction with Town of Vail building permit B08-0232, changes to the installed fire alarm system at Park Meadows Lodge have been mandated. Please note that the current configuration of the existing fire alarm system is considered not compliant. Please note the following: Section 907.9.5 (Maintenance, inspection and testing) of the International Fire Code states the following: “The building owner shall be responsible to maintain the fire and life safety systems in an operable condition at all times. Service personnel shall meet the qualification requirements of NFPA 72 for maintaining, inspecting and testing such systems. A written record shall be maintained and shall be made available to the fire code official”. In reference to the above listed code section please note: The existing fire alarm control panel is a Kidde, KDR 100. This panel is no longer listed in compliance with U.L. standards. This panel is no longer approved for use and is no longer listed by U.L., or supported by the manufacturer. Thus, no record of inspection and testing would be able to be legally submitted. Section 907.9.1 (Maintenance required) of the International Fire Code states the following: “Whenever required for compliance with the provisions of this code, devices, equipment, systems, conditions, arrangements, levels of protection or other features shall thereafter be continuously maintained in accordance with applicable NFPA requirements or as directed by the fire code official”. In reference to the above listed section, please note the following: Lodging areas and guest bedrooms as well as common areas in the basement area are not equipped with smoke detectors in areas as listed in the International Fire Code. These areas include the game room, public and private laundry facilities, maintenance and housekeeping areas, and employee lodging areas. In order to achieve compliance with Fire and Building codes, these areas are required to equipped with area smoke detection. As the Town of Vail, nor it’s adopted code language allow for reciprocity, the fire alarm system at Park Meadows Lodge needs to be retrofitted to comply with current published standards. Therefore, in accordance the International Fire Code and Town of Vail ordinances, it is hereby ordered that Park Meadows Lodge take steps to remediate these deficiencies.
