March 25, 2013 Warren Campbell Chief of Planning The Town of Vail 75 South Frontage Road Vail, Colorado 81657 RE: Ford Park—Phase IB Work Trash Enclosure Relocation Architect's Project Number: 20132230.00 Dear Warren: We are submitting the for Design Review Board approval of the Bus Stop and Trash Enclosure replacements that were approved for Ford Park as part of the Phase I work included as part of application PEC 12 0003. As part of the development of these projects during the design process, the trash enclosure building has been located in a slightly different location within the parking area than was identified on the approved plans last year. We feel that this relocation is consistent with the approved master plan and park design guidelines, and in our opinion is a better location than the approved master plan. The intent of the master plan was to keep the trash facilities close to East Betty Ford Way for ease of access from the Gerald R Ford Amphitheater and for trash and recyclable collection vehicles to access the facility from South Frontage Road without requiring them to drive down to the Amphitheater, thus eliminating excessive vehicular traffic on the primarily pedestrian East Betty Ford Way. These goals have still been maintained with the new proposed location. The original location was indicated east of the eastern gates in an area that was located within Colorado Department of Transportation's (CDOT) I-70 Right of Way. The new location is along the south side of the parking close to the east gate, and south of the CDOT Right of Way. This location will eliminate the need for the Town of Vail to submit for Right of Way permits with CDOT. The previous location in the master plan also required additional turning maneuvers for the trash truck to be able to enter and exit from a"dead end" condition. The facility that exists today allows for a"one-way loop" for trash trucks, and the proposed new location maintains that"one- way loop" concept that exists today. Additionally, there have been discussions in recent history, mainly with regard for redevelopment at the current municipal building site, that Ford Park may need to temporarily host the heli-pad currently at the municipal site during any future construction at that site. The former proposed trash collection building location is ideally suited for this purpose, and by relocating that building, clears the way for this potential in the future. We feel that the new location more than satisfies the intent of the master plan, and through the elimination of the need of submitting for CDOT Right of Way permits and maintaining the "one- way" circulation for trash and recyclables collection vehicles is an improvement to originally proposed location. March 25, 2013 Design Review Board The Town of Vail 75 South Frontage Road Vail, Colorado 81657 RE: Ford Park—Phase IB Work Bus Stop and Trash Enclosure Architect's Project Number: 20132230.00 Dear Sirs and Madam: We are pleased to submit the enclosed package for Design Review Board approval of the Bus Stop and Trash Enclosure replacements that were approved for Ford Park as part of the Phase I work included as part of application PEC 120003. As part of the parking and transit realignment work approved by PEC last year for the bus drop off and parking lots, the existing bus stop and trash enclosure buildings are required to be relocated to areas that function with the new layout. This relocation was approved by PEC as part of the Phase I work last spring, however, schedule dictated that the work on the field and parking lots be pushed back in order to use the fields in summer 2013. These two buildings are intended to complement the Concession/Restroom Building near the Tennis Courts, and the Restroom/ Storage Building at the western end of the park that are currently under construction and slated for completion in May 2013 as the "Phase IA" component of the work. The building forms for these new structures is in the same style as the current projects at Ford Park, and is intended to use the same materials—stone veneer, wood siding and trim, aluminum clad windows, and standing seam metal roofing. This will create a unified"family" of buildings at the upper bench and more cohesive architectural character to this important public amenity. The buildings are of a size and massing appropriate to the other facilities at Ford Park, and function within the required clearances for snow removal vehicles. We look forward to reviewing the design and materials for these buildings at the April 17, 2013 meeting. Physical samples of materials will be brought to this meeting where practical. The stone mock-up will be located on site adjacent to the Concession/Restroom Building and was previously approved by this board at an earlier meeting as part of the Phase IA approvals.
