PROJECT NARRATIVE
VILLA VALHALLA IMPROVEMENTS
LOT K, VAIL VILLAGE FILING 5
The Villa Valhalla Condominium Association is proposing to make
improvements to the existing building. There will be a small expansion of Common
Element circulation space but no change to the existing GRFA or number of Units on the
site.
The improvements include installation of an elevator within the existing floor area
dedicated to circulation. The clearances required above the elevator require that a new
roof be constructed over the Common Element circulation space. Wood siding will be
added to the upper levels of the building. New stone veneer, that matches the existing
stone veneer, will be applied to a portion of the lower level and to the chimney masses.
New steel balcony railings will replace the existing wood railings. Wood will be added
to the roof and deck soffits.
Landscaping and parking will not be altered through this Application.

V. Presentation of Building Remodel Update: Bill Pierce present to answer questions.
Group discussion was held. Challenges in this project were identified.Scott identified that
there are differing costs for some owners. For example,#11 and#12 do not have balconies.
We also had a discussion regarding flower boxes.There have been challenges with
maintenance and watering of the current boxes. Consensus was so keep flowers, but find a
better way to design the boxes.Other questions concerning the exterior renovations were
addressed by Bill P. In summary, Bill said our drawings, in the proposal, are a beginning and
tweaking and details will follow.
VI. Discussion of ineeting with Alpine Bank:Owners all have letter from Alpine.Two ideas were
generated from Alpine: individuals borrow or HOA borrows(3.75% ball park rate)...down
side is that if an owner defaults,the Association is still responsible.The burden is on the
Association. If an owner wants to sell,the new owner assumes the loan payment just as
Association assessments are assumed. Kit asked a question regarding an individual owner
paying up front and not being part of the loan.The group felt yes,this could be done.The
Association declarations do permit the HOA to borrow funds, but the plan must be approved
by vote in a special meeting.
VII. Presentation of information on available safes:Thanks to Deb Thuringer for obtaining some
information on small safes for our units.Art made the motion and Scott seconded,
all votes are in favor of John E.going ahead with this project.John reported that the owners
have responded, per John's request,with desired locations for the installation of the safes.
VIII. Discussion of reevaluation of percentages for assessments and voting:
John E. reviewed the process regarding amending our condo map. Redoing our map is an
expensive process and needs to be done all at once,when many of the proposed changes
are complete in order to have the most efficient solution.The condo map needs to be
revised before our Association Declarations can be revised.Therefore we continue to wait
for the changes to become real before we can amend the condo map.A summary of the
proposals includes:
Greenes and Adolpho Autrey are interested in purchasing their decks and Greenes
continue to be in process regarding the purchase of the hallway. If any other owners are
considering buying their balconies for potential interior development or any other
significant changes, now is the time.Conclusion was that the assessments will continue to
be 9%and 5% until future changes are completed,the condo map is revised and
Association declarations are changed.
IX. Presentation by Ron Byrne regarding increased valuation of property and rental potential with
proposed improvements: Ron shared with us that he knows our building well...lives in the
Village core and conducts his real estate and development business in the Village core. He
has done much development himself...involved in Manor Vail and many other projects in
the Village.
Ron summarized today's market. Realtors are busy, many deals happening...even with the
election unknowns,contracts continue to happen...before and after the election.
Neighborhood values run from a high of 3,000/sq ft to$2000/sq ft, even to buy for
redevelopment. Properties closer to the gondola run higher due to the perception they are
closer. Solaris is more unknown.The owner currently has long term financing and he is now
renting many of those units.
Ron advised that we, as owners, look seriously at a renovation.Amenities or lack of
amenties, influence the values in our building.Values of recent sales in our building
continue to hover around $1,000/sq.foot,which is significantly below what is around us.
Improvements that are most valued include facade improvements and life and safety issues.
With improvements, we should be able to exceed $2,000/sq.ft. Without addressing these
issues, Ron feels our investments are decreasing. He feels this pertains to all of us,whether
we are interested in selling orjust protecting our investment.
Ron said we have many pluses to work with: our management fees are good, location is
wonderful and we have parking and pool amenities. Current sales of parking places in the
Village are in the range of$100,000 to$170,000. He feels our rentals will increase
25—30%with a renovated building within 2 years. Ron also stated that many of the Village
core properties either have elevators or are adding them at this time. Mill Creek, a close
neighbor and similar building age, is adding an elevator soon. Ron feels that renters
do expect this amenity. Frankie has contacted some of the neighboring buildings
and confers with Ron.She learned that the perception is that if we do not have an
elevator our building is considered old. Ron mentioned another valued amenity:
ski storage and boot warmers.John E.commented that many of our guests use the ski
storage at the Christiania, but it is not always available in the busy season.
Discussion then referred to the possible Stedman Clinic market.See agenda item.
Ron continued with discussion regarding timing of a renovation project. He feels that
construction prices are good now and could increase, perhaps 20%, if we are to wait
another year.Also the timing of using equity in our building for financing with interest rates
being low, is also very good and also could change in another year.
Ron's conclusion is that we are very undervalued now and all improvements will assist us in
getting an improved value in our neighborhood.
X. Report of discussion with Stedman Clinic re. long term, off season rentals: Rams Horn is
accessing this market. Frankie called the Clinic and they will not recommend rental
locations without an elevator. With an elevator, we could be part of this market. It was also
agreed that our location, being quieter than the core, has an advantage for this market.
Continued business of this meeting:
Art made a motion that the balconies will be paid by the 10 owners who have balconies.This was
seconded by Scott and voted, passed by all.
Clarification of fire suppression bid:The current bid DOES include the cost of fire suppression for each
unit. The cost of individual units will be backed out of our proposal and assessed to each owner,
because of the individual finishing costs being different for each unit. All unit fire suppression will be
done at the same time with the same bid process. Owners will have choices of finishing details.

Art moved that we approve the exterior renovation plan as contained in the proposal. Motion was
seconded by Richard and all voted in favor. Bill Tutt amended this resolution to include the words
"within Bill Pierce's current budget, per the proposal".
Bill P. suggested we form a building committee.Jerry was nominated to be the Chair. Kathy Madden was
nominated to be on it, in addition to Richard or Alan Greene. All concerns and suggestions about the
exterior plan need to be emailed to Jerry Wessel soon. Process discussed.Timeline issues were also
discussed. Bill P. will share a time line with the Building Committee very soon.
Elevator: Discussion regarding this issue predominated our meeting. Many owners feel it is an amenity
we must have as it will contribute to our rental market and to the value of our building and enable
easier access for those on floors 2 and 3.Also there was enthusiasm expressed for a ski storage room on
the lower floor including boot heaters. Kathy Madden and Kit Johnson shared concerns regarding the
need,the location,the added noise and traffic on all floors with the greatest increase of traffic on the 15t
floor,with all traffic using the elevator very close to hallway entrances, added noise with audible
elevator signals on all floors,foot traffic to the pool being crowded into a 4 foot passageway etc.
We then took a break and went over to the lobby with Bill Pierce and laid out the elevator and doorway
plans.The West main entrance will move about 4 feet west to provide additional space for the elevator
and new configuration of stairs.The pool entrance will move to the north to provide room for the
elevator and passage out to the pool.The stairways on the south side of the lobby will be deleted.,
including, Bill voiced the challenges regarding the size of our lobby and the installation of an elevator.
We convened again and more discussion commenced. Kit added that in the context of the Village,she
has a new understanding about the role of an elevator, however the size of this elevator and the size of
our lobby are just not the right fit. More discussion followed.
Frankie then called the question,Are we going to accept the proposal as it is given to us for the
elevator? More discussion. It was clarified again that the decision regarding the Association borrowing
funds cannot be done today. It is required by the Association declarations to be done in a separate
meeting. More discussion followed regarding the cost schedule and the percentages included on the
proposal.There was no final agreement as to what each floor would pay because it was agreed that
more discussion needed to happen with members not present. Frankie again called the question.Art
and Scott seconded it.Votes were then taken to approve the elevator without specific costs being
included:

Additional Financial issues:John E. reported that our reserve has$92,000.The architect fees of$24,000
have been spent for Bill Pierce's work so far. Some of the owners have not yet paid their assessments.
Also in order to move forward and cover additional planning and design fees the reserve will need to be
accessed.
Again it was discussed that we do have a proposal,we have bids and that time is of the essence. If we
are going to complete our project by December of 2013,we must move forward.
Kit made a motion and Scott and Art seconded to authorize the use of the reserve funds, both to cover
funds needed as funds are recaptured from owners who have not yet paid and for the next phase of the
project.The permitting process will need to commence soon as well as additional planning and design.
This was quantified to include assessments to owners of$27,000 for the 9%and $15,000 for the 5%
portions.Votes were taken, all votes were in support and this motion was passed.
Kit then introduced the window replacement issues. It has been decided in past meetings that because
some owners have replaced their windows any remaining windows will be replaced at the owners
request and cost.The best time to do this project will be with the exterior renovation project. Motion
was made by Kit and seconded by Kathy to have the remaining windows bid and replaced, at individual
owners cost.Votes were taken with 100% in support.
Pam brought up a complaint she saw on Yelp about the pool.There are some needs for paint etc.John
Everly is in discussion with Andy, Manager, at the Galatyn.
Kit asked owners if anyone else had concerns about our hot water being too hot.Owners agreed. Pam
further commented that the hallways are too hot.John E.said he would look into both of these issues.
Kit would like to add thanks to John and staff and Board Members for the great job on the carpet
installation in the hallways. Looks great.
