Also observed what appeared to be contractors in red hard hats walking up scaffolding stairs from below. Contacted parties, identified myself as "Fire Department" and advised parties to leave the job site. The site has been issued a Stop Work Order previously in the week. Neither the civilians not the contractors complied. Made second contact with civilians and identified one member of the party as Mike Ellis, a superintendent for Layton Construction. He indicated he had brought his family into the job site and had them seated on the scaffolding to watch the parade. None of the members were in proper attire for being on a job site. Other than Mike Ellis, no one was likely to be familiar with proper exiting procedures, location of exits, and other critical information. I Made a third request for them to vacate the job site but did not get compliance. I made a request from Vail Police ep or assis ance. On the forth request to vacate the premises, I advised the party I had called for a Police Office to physically escort them off the property. Contacted four construction workers and advised them the job site had a "red tag" and that no work was sus posed to be occurring on the 4th of July. Contractors failed to leave the site. I entered the site with Inspector Rulapaugh through an unlocked gate and encountered one of the workers. He told me he was heading for the job box. I observed him climbing a ladder strapped to a section of framing somewhat secured with "bailing wire" . The ladder was the means of access from Level 4 to Level 5. The stair that is reflected on the egress plan had not been extended to the 5th or 6th level. During my attempt to contact the construction works, I observed the floor plans, layout, exiting, and egress had significantly changed from the approved plan. The existing layout and exiting does not comply with minimum code requirements. I contacted Tom Kassmal, Town Engineer and Stan Zemler, Town Manager. Having consulted with both and with Vail Police, the contractors were told to leave the site , noting they were allowed to return on July 5th.
