Subject: Industrial Hygiene Support
Dear Mr. Warmenhoven:
CB Environmental, LLC (CBE) was retained by Mike Warmenhoven to sample a building that is planned for
restoration activities at 1160 Sandstone Drive in Vail,Colorado. The asbestos survey included bulk sampling of
suspect asbestos-containing material (ACM) observed on the ceiling surfacing and the submittal of samples for
asbestos content laboratory analysis. The purpose of this inspection was to sample suspect ACM that would be
disturbed by the restoration activities and to have laboratory analysis identify whether the suspect material(s)
contained asbestos. If asbestos-containing, the material(s) would then be removed properly by a General
Abatement Contractor(GAC).
Information researched by CBE indicated that the building was constructed in 1990.Asbestos-containing building
materials are more likely to be present in buildings constructed prior to 1979;therefore,the subject building has a
lower probability to contain ACMs. ACM is defined, by regulation, to be materials that contain greater than 1%
asbestos.
Observations and Suspect Asbestos-Containing Materials at the Site
The limited scope survey was conducted on July 23, 2013 by Colorado Department of Public Health and
Environment (CDPHE) and Asbestos Hazard Emergency Response Act (AHERA) certified inspector Ms.
Michelle Lococo (Certification Number 19763). This asbestos inspection does NOT constitute a full demolition
inspection.
The building is planned for renovation activities. Some minor destructive sampling was conducted on the above
referenced material locations planned to be disturbed. One(1)homogenous area with suspect asbestos-containing
materials was sampled in three(3)locations at the job site.
Samples were submitted to Reservoirs Environmental Incorporated (Reservoirs), on July 23, 2013 for Polarized
Light Microscopy (PLM) analysis to identify asbestos content. The samples were requested on an immediate
turnaround time for results.
Section III.A.l.c—Abatement, Renovation and Demolition Projects - of Colorado Regulation 8 requires that all
samples of friable asbestos is estimated to be I% asbestos or less, but greater than 0%, by a method other than
point counting, the determination shall be repeated using the point counting technique with PLM. Friable ACM
means any material that contains asbestos and when dry can be crumbled, pulverized, or reduced to powder by
hand pressure and that contains more than one percent asbestos by weight,area or volume.

Sampling and Analytical Procedures
The inspection and assessment were performed in accordance with Environmental Protection Agency/AHERA
recommended procedures. These procedures call for the visual inspection of all areas of concern and collection
and analysis of representative bulk samples of suspect material.
Random bulk samples, representative of the suspect asbestos-containing building materials (ACBM) of each
homogeneous area (HA), were collected according to the guidelines published as Environmental Protection
Agency(EPA)Final Rule: Title II of the Toxic Substances Control Act(TSCA), 15 USC, Sections 2641 through
2654 and in compliance with 40 CFR,Part 763. Representative sampling is based on the following criteria:
1. The distribution of the suspect material throughout the HA.
2. The suspect material's physical characteristics and application.
3. Random sampling patterns determined for each HA.
Suspect materials sampled and analyzed should be considered to be representative of materials in each HA if:
1. They exhibit similar physical characteristics;and
2. The application of the sampled material can be correlated to the application of un-sampled
material.
Bulk samples collected were analyzed utilizing the EPA's Method for the Determination of Asbestos in Bulk
Building Materials (EPA 600/R/116, July, 1993) and the McCrone Research Institute's The Asbestos Particle
Atlas as methods references.
Analysis of the bulk samples was performed on the"date reported,"as listed in the bulk-sample analysis report.
Inspection Protocol
Suspect materials alike in appearance and application were sampled as HAs. Suspect materials were divided into
three classifications:
1. Surfacing material: sprayed or troweled onto structural building member.
2. Thermal systems insulation:any type of pipe,boiler,tank, or duct insulation.
3. Miscellaneous: other suspect materials, including flooring, ceiling tiles, insulation, and finishing
materials.
Condition assessments were performed by the accredited inspectors at the time of inspection. Condition
assessments are listed in the following section. Ratings of "good," "damaged," and "severely damaged" are
meant to indicate the overall condition of the material.
A material in "good" condition has no visible damage or deterioration, or showing only very limited damage or
deterioration.
A material in"damaged"condition has the following characteristics:
• The surface is crumbling, blistered, water-stained, gouged, marred or otherwise abraded over less
than one-tenth of the surface if the damage is evenly distributed.
Accumulation of powder, dust or debris similar in appearance to the suspect material on surfaces beneath the
material can be used as confirmatory evidence.
A material in"severely damaged"condition has one or more of the following characteristics:

• The surface is crumbling or blistered over at least one-tenth of the surface if the damage is evenly
distributed.
• One-tenth of the material is hanging from the surface,deteriorated,or showing adhesive failure.
• Water stains, gouges, or mars are over at least one-tenth of the surface if the damage is evenly
distributed.
Accumulation of powder, dust or debris similar in appearance to the suspect material on surfaces beneath the
material can be used as confirmatory evidence.
Laboratory results
Laboratory results received on July 23, 2013 document that zero (0) sampled materials submitted contained
asbestos above the regulatory limit of 1%.
Samples containing trace amounts of asbestos require following these federal guidelines: federal worker
protection regulations(29 CFR 1926.1101 and 40 CFR 763);the National Emissions Standards for Hazardous Air
Pollutants (NESHAP, 40 CFR 61 Subpart M); the U.S. Environmental Protection Agency (EPA) Guidance for
Controlling Asbestos-Containing Materials in Buildings ("Purple Book", EPA 560 / 5-85-04); and the Asbestos
Hazard Emergency Response Act(AHERA,40 CFR 763 Subpart E).
Please find attached the Reservoirs laboratory report of PLM results.
Conclusions:
CBE observed one (1) homogenous area that would be disturbed during the planned project renovation. The
insulation was sampled in three(3)locations at the building 1160 Sandstone Drive in Vail,Colorado.
Based on the site observations and, bulk sample PLM laboratory analysis results collected by CBE, zero (0)
suspect materials contained asbestos; therefore, removal of this area will require NOT asbestos abatement. The
following materials are asbestos containing:

The CDPHE requires permitting for any removal activities in a commercial or residential building that contains
greater than the trigger levels (i.e. commercial 150 sq./ft., 250 In./ft., equivalent of a 55-gallon drum) (i.e.
residential 32 sq./ft., 50 In./ft., equivalent of a 55-gallon drum). Colorado Regulation No. 8 requires a project
design in with the amount of ACM to be abated exceeds 1,000 In./ft. on pipes, or 3,000 sq./ft. on other surfaces.
CBE is able to develop a project design for this project.
CBE recommends that when ACM is removed/abated, that only a licensed asbestos abatement contractor using
personnel trained in the handling of ACM be allowed to conduct such activities using appropriate methods
(HEPA-filtered vacuuming, wet cleaning methods, respiratory protection, protective clothing, personnel
decontamination,negative-air enclosures,air monitoring,etc).
Limitations
This report describes the data collected and observations made by CBE during the visual inspection and bulk
sampling in the above referenced building. CBE represents that its services were performed within the limits
prescribed by applicable regulations,within scope of work as approved by the EPA and the State of Colorado and
in a manner consistent with the level of care and skill ordinarily exercised by other professional consultants under
similar circumstances.
