Call
meeting to Order
Kathy Langenwalter called the meeting to order at 3:05 pm

1. Review of the August 9, 2012 meeting minutes
Board action required
Motion made by Kyle Webb to approve then minutes as written

2. Review of proposed 2012 fire code amendments

After an explanation as to status of the amendments to the fire code and the possible controversy associated with the sprinkler
provisions the board will complete the review of the fire code amendments with the final draft of the over all building code ordinance.
The board and members of the public discussed
the provisions related to buildings exceeding 55’. Mike gave an in depth explanation of these portions of the amendments and informed the board that many of the amendments that exist
under our current code adoption have been removed. Further, that he is still revising some of the amendments addressing some the concerns’ related to buildings exceeding 55’. It was
noted the
intention of the code was not to require buildings exceeding 55” to comply with the high provisions of the building code
3. Review of concerns related to thermal barrier requirements
within the 2012 IECC for building envelopes.
Board recommendation requested
Motion made by Kyle Webb to strike the continuous insulation requirement from the residential portion of the
code and retain an R-20 cavity requirement for wood framed walls.
Seconded by Mark Mueller

Steve Loftus voted in opposition

Martin Haeberle addressed the board on information sent to the members in regards to data of concerns related to requiring continuous insulation requirement proposed
within the IECC 2012. One of the major areas of concern expressed by members of the board and the public was the possibility of not being able to adequately control the moisture within
the building envelope.
The information gathered from experts in the industry was that when continuous insulation is used there is a need to adequately regulate the environment within
the building to insure dew point levels are maintained. In that the code does not regulate this the criteria puts the building potentially at jeopardy. This position was held by several
members of the board.
After much discussion a consensus was made to delete the criteria for continuous insulation in the residential code and leave it in the commercial code

Review and recommendation to Town Council the adoption of the 2012 Building Codes as amended by the Board of Appeals

5. Breakfast with the Building Official agenda items for September
No board action required
Martin Haeberle indicated the topics for this month continue to be 2012 code adoption.
Additional discussion item is that the state requires electricians to utilize the 2011 NEC even though we have yet to adopt it. Martin will address this to attendees and explain that
plans will have this noted upon them to remind them of this criteria.
6. Setting of a date for an additional meeting in September on the 2012 Building Codes ordinance proposal for
council.

A date of September 24, 2012 at 1:00 pm has been set to review and make recommendations to council of the 2012 Building codes
