Minor Exterior Alteration
General Information: This application is required for all proposals involving minor changes to buildings and site
improvements, such as roofing, painting, window additions, landscaping, fences, retaining walls, etc. Applicable Vail
Town Code sections can be found at www.vailgov.com under Vail Information —Town Code Online. All projects requiring
design review must receive approval prior to submitting a building permit application. An application for Design Review
cannot be accepted until all required information is received by the Community Development Department, as outlined in
the submittal requirements. The project may also need to be reviewed by the Town Council and/or the Planning and
Environmental Commission. Design review approval expires one year from the date of approval, unless a building permit
is issued and construction commences.

Description of the Request: The Eagle River Water& Sanitation District wishes to replace damaged, exposed aggre-
gate, concrete panels and the underlying waterproofing in the front entry of the Forest Road waste water plant. The
District will also re-locate the existing flagpole from the south landscape area to a location within the entry hardscape at
the north side of the entry apron. See Sheet 1.0 (attached)for exact location of flagpole.

Scope of Work
The basis for the work is to enhance the waterproofing on the entry plaza area of
the Vail plant. This work involves the removal and replacement of portions of the
plaza concrete topping,drainage material, insulation, and waterproofing. The
plaza area is supported on a cast-in-place concrete slab on top of concrete precast
double tees. More specifically the work will include:
1) Removal of portions of the concrete topping slab and the adjoining
concrete slab-on-grade. The existing topping slab is indicated to be 2
inches thick with a one inch layer of gravel below. Care is to be taken not
to saw cut to deep. The thickness of the slab-on-grade is unknown but
assumed to be no greater than 6 inches. Drilling of holes to determine slab
depths prior to sawcutting or demolition is encouraged. The size of
demolition hammers, etc shall be limited on the topping slab to not
damage precast below. Heavy equipment such as skidsteers,etc shall not
be placed on the topping slab above the precast structure.
2) Remove, store, and replace the existing handrail at the side entrance as
needed for concrete work.
3) Removal of the one inch gravel layer below the concrete topping.
4) Removal of the V/2 rigid insulation below the grade.
5) Removal of the existing sheet waterproofing,while leaving material to lap
with new waterproofing.
6) Removal of the existing fill below the slab on grade and removal of the
existing metal edge and waterproofing.
7) Cleaning and preparation of the existing concrete surfaces for new
waterproofing.
8) Installation of new fluid applied waterproofing on both horizontal and
vertical surfaces.
9) Installation of new rigid insulation.
10)Insulation of drainage board.
11)Insulation of new cast-in-place concrete topping and slab-on-grade with
exposed aggregate. All existing finishes,joint locations,widths,caulking,
etc. are to matching existing.

12)Overlay the existing splashblocks with 2 1/2 to 4 inch concrete topping for
drainage enhancement as shown on S8.0.
The scope of work above is part of the base work as indicated on S1.0 through
S5.0. The following work shall be priced as an alternate to the base price.
1) Removal and replacement of three additional sections of exposed
aggregate concrete slab on grade and removal and replacement of the
associated concrete curb as indicated on S6.0.
2) Removal of the existing railing at the side entrance and replacement with a
new railing to comply with ADA requirements as shown on S7.0.
All work shall provide for continuous access to the building front entrance
including handicap access. Coordinate with owner for schedule of periods that
access to side entrance will be limited.
