Per your request, and under the guidelines defined, HERRON� Enterprises USA, Inc. (HERRON�) has concluded the I
Environmental Consultation/Limited Asbestos Building Inspection at the aforementioned property.
Local, state and/or federal regulations, including but not limited to the Air Quality Control Division (AQCC)Regulation 8,
OSHA 1926.1101, and EPA (NESHAP) 40 CFR Part 61 may require a comprehensive asbestos inspecrion prior to a
renovarion or demolition. This inspection requires an AHERA and State certified asbestos building inspector identifying and
sampling any friable and non-friable asbestos containing materials which could be affected by the activity.
HERRON�was contracted by the Client,to perform:
a Environmental Consultation/Limited Asbestos Building Inspection, specifically tailored to Friable and Non-Friable
Suspect Asbestos Containing MateriaLs(ACM),associated with the aforementioned property, specifically;
Limited Asbestos Building Inspection of Weststar Bank, 108 S. Frontage Rd. West, Vail, CO, due to real estate
transaction(as indicated); �
On July 21,2003;

Unit 310: remodeled recently.
During a normal inspection, and more specifically when non-destructive sampling techniques aze employed, it is not
within the scope of the inspection to remove surface materials to inspect the structures and/or materials which may be
under the surface, i.e., within or under concealed areas such as under carpet, under sub-floors, within chases, walls,
crawlspaces, tunnels, etc., to remove suspect Asbestos Containing Material(s), to move and/or sample electrical wiring
which has not been 'locked out', etc. All said areas are to be assumed as containing>1.0%Asbestos, until such a time
that these azeas aze made accessible,and/or rendered safe so that sampling can be performed.
HERRON�recommends extreme caution during a renovarion or demolition of these areas in the event that an area which
was not suspect, visible, accessible and/or specified during the inspection, is discovered to contain or is suspected of
containing an Asbestos Containing Material (ACM). Under local, state and/or federal regularions, should such an event
occur, the Owner and or Contractor is required to cease operations which may effect this (these) material(s) until an
inspection is concluded and a detemunation is made by an AHERp and State Certified Asbestos Building Inspector.
Disturbance of these areas could create a potential health hazard.
Recommendations
Although this Limited Asbestos Building Inspection has deternuned that the building material samples obtained aze Non
Asbestos-Containing Materials, due to the extensive remodeling which appeazs to have occurred over the past 18 years,and
as the remodelings have occurred at different intervals, this inspection concentrated on observation and obtaining building
material samples which visually appeared to be older materials, such as drywalUjoint compound, and sheet flooring within a
closet or utility room.
Understanding that in the Town of Vail, all inspections aze to be copies to the Building and/or Fire Department, it is
recommended that the Client obtain a copy of all previous inspections on record to further determine prior assessments,
remediations,etc.
Prior to any further renovations,it is recommended that `all' EPA suspect building materials be confirmed as `Non-
Asbestos Containing'.
In order to comply with local, state, and/or federal regulations, the aforementioned materials which contain>1.0%Asbestos
are considered Asbestos Containing Materials, and should be removed if they will be disturbed, prior to a renovation or
demolition by a reputable General Abatement Contractor, in accordance with local, state, and federal regulations, and in
accordance with Client Specifications.
Should Asbestos Containing Materials, above the `action level' of 1.0% by PLM have been detected, or should Asbestos
Containing Materials, be assumed or presumed to be above the `action level' of 1.0% by PLM, HERRON� would
recommend as a minimum Plan of Action(Note: recommend PLM Point Count Method for all low level concentrations of
Asbestos for confirmation. According to EPA (NESHAP) as published in Federal Register, 40 C.F.R. Part 61, Subpart M,
and AQCC Regulation 8, "...if the asbestos content is less than 10 percent as deternuned by a method other than point
counting by polarized light microscopy(PLM),verify the asbestos content by point counting using PLM...". For purposes of
this Environmental Consultarion/Limited Asbestos Building Inspecrion, Asbestos Containing Materials which are>1.0%by
PLM and friable Asbestos Containing Materials, or non-friable Asbestos Containing Materials which have a potenrial for
damage or significant damaged and be made friable and aze 1.0% or less by PLM are considered positive, however; point
counring by PLM is required should renovation or demolirion of these materials occur.):
1) Comprehensive Asbestos Building Inspection: It is expressly advised that a limited inspection is designed to indicate
the presence of Asbestos Containing Materials in the Building(s), and under normal the guidelines defined, specific
samples and locations have been instructed and authorized by the Client. Although some material may indicate that

Asbestos is not present in this report,and under the protocol of limited sampling whereas not `all' suspect materials were
sampled, under local, state and/or federal regularions, including but not limited to AQCC Regulation 8 and OSHA 29
CFR 1926.1101, a certain protocol for sampling, number of samples obtained, and assessment is required, and therefore,
these materials are considered suspect until such a time that said protocol is adhered to.
2) Abatement Specifications: coordinated with Owner should be developed in order to direct exact areas and quantities
of either removal, enclosure, encapsulation, and/or Operarions & Maintenance (O&M) for renovation or demolition
ptuposes,assist in contracting the Abatement Contractor,and formalizing a contractual agreement.
3) Asbestos Abatement(to facilitate renovation or demolition): coordinated with Client, should the material be required
to be removed prior to a renovation or demolirion activity.
4) Asbestos Air Monitoring: Asbestos Air Monitoring of project on behalf of Client, i.e., compliance to local, state,
and/or federal regulations, including but not limited to AQCC Regulation 8, OSHA 1926.1101, and EPA(NESHAP)40
CFR Part 61, i.e., baseline air monitoring, pre-abatement visual containment inspection(s), removal air monitoring,
OSHA Compliance air monitoring,final visual containment inspection(s),fmal cleazance air monitoring,etc.
and/or
5) Management Plan (not applicable should any Asbestos Spill Response Actions be required): a site specific
Management Plan to include an Operations and Maintenance Program (O&M) which could effectively manage the
material,dependent on the use of the structure,occupants,etc.
Assumptions,and Limitations
This Environmental Consultation/Limited Asbestos Building Inspection is applicable in whole, not in part, to the entire
contents of the document.
HERRON� and this Environmental Consultation/Limited Asbestos Building Inspection make no representation or
assumptions as to past and/or future conditions/occurrences of the specific area(s)inspected. The results, conclusions and/or �
recommendations expressed in this Environmental Consultation/Limited Asbestos Building Inspection aze based solely on the '
condirions which were observed at the time of this Environmental Consultation/Limited Asbestos Building Inspection.
HERRON�'s inspection incorporated non-destrucrive sampling techniques and visual inspections in azeas which were
