There is currently a 20' high net on the south side of the#5 tee complex located on the corner of 965 Fairway Dr. in Vail. The purpose of this net is to prohibit the golfers from hitting the residence located to the south of the tee complex. There is a history of golf balls hitting several of the houses located on Fairway Dr. Recently the owners at 925 Fairway drive began to rebuild their duplex house.The previous structure,which was further away from the tee complex,was smaller in both height and width and was hit by golf balls. The new construction is both closer to the tee complex and also taller than the previous structure. This house and outdoor livina space will be hit bv po/f balls. Purpose: The purpose of this project is to install a safety net that will help to protect the golfers from the exposure to liability for hitting the structure, builders or residents with golf balls. Details: This project will involve the removal of the existing posts and netting and the installation of a new net. The proposed new net will be both taller and longer to limit the number of balls that would hit the residents on Fairway Dr. The netting would be similar to the netting used on the Vail golf course driving range however the posts would be a smaller diameter and powder coated biack. First of all, and most importantly, the EXISTING #5 tee shot is not a safe distance away from the existing Maritz home or the new duplex next door. Prior to the construction of the new duplex, the existing house was already encroaching on the recommended safety setbacks. Unfortunately, the new duplex only exacerbated the safety concerns by constructing the new structure even closer to the property line with a taller north fagade. The middle of#5 tee is only 35 feet away from the Maritz property line and approximately 50 feet away from the Maritz house. The middle of#5 tee is only 50 feet from the duplex property line and approximately 65 feet from the duplex. According to the Golf Course Development and Real Estate, published by the Urban Land Institute(publish date 1992), the minimum safety setback from the center of a tee to a property line is 75 feet, and 105 feet to the nearest building (or home), if dense cover exists. These recommended safety guidelines are followed by most reputable golf course architects. Due to the location of the new duplex being so close to the property line and clearly within recommended safety guidelines, the Vail Recreation District is being forced to make an effort to protect their golfers. Therefore, a new fence has been recommended to help alleviate some of the safety concerns. The purpose of the netting is to minimize the risk of typical golf shots causing property damage or injury. In order to make a recommendation for the overall height of the netting, we referred to previous correspondence we have had with one of the premier golf equipment manufacturers in the United States, The Acushnet Company who produce Titleist golf balls and clubs, and they were willing to share their research with us. Attached, you will find several graphs of their golf ball flight studies. As it states in the cover letter from the Principal Scientist, Steven Aoyama, with Acushnet Company, "This data was generated by computer simulation of golf ball flight,using a technology we initially developed in the 1970's that has been well proven over the years. It is based on wind tunnel measurements of golf ball aerodynamic properties, combined with basic laws of physics." The letter continues to state, "The basic methodology has become well accepted in the industry, to the point that the United States Golf Association(U.S.G.A) is moving toward using it in preference to actual ball flight testing to carry out their regulatory testing for conformance." Attached you will find several graphs of their golf ball flight studies. According to Steven Aoyama, "These graphs are meant to represent a typical pro caliber male golfer. These players tend to hit the ball farther and higher than a typical recreational golfer." Figure 1 illustrates that a shot hit with a driver down the center of the fairway(target line)will achieve a height of slightly over 80 feet(we are assuming due to the altitude of Vail that the height would increase by 10%). We also contacted the United States Golf Association and they sent us a graph showing their opinion of golf shot trajectories. The information below was sent by Pamela Sanderson the Coordinatar of Golf Ball Testing within the USGA's Research and Test Center. The USGA is the governing body for golf in the United States. It reviews golf equipment to make sure it conforms to basic rules regarding design,ball diameter, materials, length of shot, etc. It also makes and enforces rules for play, eligibility, tournaments, etc. In short, it is THE governing body for amateur golf in the United States. Their graph(below) shows a height of the flight path of a golf shot at 30 yards or 90 feet. We understand that under certain unusual circumstances a golf ball could be hit higher than 100 feet, but given the graphs presented in this report by these recognized organizations, it would seem logical that 100 feet above the ground level from where the shot was hit would be a recognized ceiling height for a typical golf shot in Vail Colorado. Based on my research at Acushnet and the USGA, the average golfer in Vail will hit a tee shot approximately 100 feet high and it will reach its peak height at approximately 175 yards out from the tee shot. The two structures in question are approximately 110 yards or less from the rear tee position and are approximately 10 feet higher than the#5 tee elevation. Given this information, I would recommend that the first 100 horizontal feet of netting(starting from the eastern most location within the easement adjacent to the Maritz property)be 25 feet high and installed at the same elevation as the current grade just south of the cart path. The next 225 horizontal feet of netting should transition to 40 feet high. The location of the netting could be installed on the north side("A)of the existing trees or the south side("B) of the existing trees, angling away from the cart path and following the current property line. Either netting location will improve the safety concerns, but if the netting is located on the south side of the existing trees it will be more aesthetically pleasing for the golfer and will increase the effective height of the netting to 50 feet due to the grade change. The additional height of the netting is due to the likelihood that the golf ball will be travelling at an increased height at this location. While netting has been the focus of this letter, it was not the only design change considered. The other option was to shorten the hole by moving the main tee to the west. This would make this medium length par 4 into a short par 4. This design change would reduce or eliminate the need for the netting at hole#5 tee, but it would require design changes to hole#5 and#6 tee complex. Unfortunately, this design solution is still only a concept and still needs time to solidify it as a potential solution; however, I have developed a list of pros and cons for this suggestion.
