The proposal includes a conversion of approx. 1,237 square feet of existing office and retail space to residential.
Staff distributed a letter from Bob McNichols to the Council after the site visit this afternoon, because the letter was received after the Council packets were sent. (There are copies
in the back of the room for the public’s review). Did everyone receive a copy?
I’d like to draw your attention to Attachment A, Staff’s October 13th memorandum:
Please see page 2, the SDD No. 6 map, designating the 5 phases of development in this area. For reference, this proposal is within Phase III.
As witnessed on the site visit this afternoon, it’s evident that other conversions from commercial to residential have occurred in SDD No. 6. To better describe and compare the conversions,
Staff created a table on Page 4. The table includes the dates, ordinance numbers and square footages of each proposal. Column 3 titled ‘converted commercial square footage’ compares
the size of the converted area’s and in parenthesis, Staff highlighted the square footage located along the pedestrian plaza. As you can see, this proposal includes 1237 sf on the pedestrian
plaza, which is greater than the previous proposals.
In sections 5 and 7 of the Staff memorandum, you’ll find Staff’s reason’s for recommending denial of the proposal: In summary, Staff believes the cumulative loss of commercial space,
through conversions to residential, has had a detrimental effect on the vitality of this commercial area in Vail Village. Staff also believes the continuation of converting commercial
to residential in this area would go against the goals, policies and objectives set-forth in the VVMaster Plan, and Vail Land Use Plan in that the re-occurring language found in the
plans states that of
‘keeping commercial in existing commercial areas’ and
‘improving existing pedestrian plaza’s and pedestrian networks’
support ‘developments and improvements that reinforce attractive people places’
Staff’s interpretation of the master plans is not to privatize existing public areas in Vail Village, but instead improve and enhance their vitality.
The Planning and Environmental Commission in a 2-1 vote recommended approval of the proposal at their October 13, 2008 hearing. Staff has included the PEC minutes as Attachment D.
