Frontage Road W, Vail, CO.  In reviewing the application, I have a few comments and requests, listed below.  As you read the requests, please keep in mind that the Vail Town Council appointed the Design Review Board to review all development and redevelopment in the Town of Vail, with the following objectives (Section 12-11-1, Vail Town Code, in part): 1. Recognize the interdependence of the public welfare and aesthetics, and to provide a method by which this interdependence may continue to benefit its citizens and visitors. 2. Allow for the development of public and private property which is in harmony with the desired character of the town as defined by the guidelines herein provided. 3. Prevent the unnecessary destruction or blighting of the natural landscape. 4. Ensure that the architectural design, location, configuration materials, colors, and overall treatment of built up and open spaces have been designed so that they relate harmoniously to the natural landforms and native vegetation, the town's overall appearance, with surrounding development and with officially approved plans or guidelines, if any, for the areas in which the structures are proposed to be located. 5. Protect neighboring property owners and users by making sure that reasonable provision has been made for such matters as pedestrian and vehicular traffic, surface water drainage, sound and sight buffers, the preservation of light and air, and those aspects of design not adequately covered by other regulations which may have substantial effects on neighboring land uses. With the above objectives in mind, please submit satisfactory responses and/or plans as requested below, by Monday, November 24, 2008 at 5pm, to continue to the December 3, 2008 Design Review Board meeting: Please submit a rendering, cut-sheet and/or photo example of the proposed diversion structure including: Illustration of the top of the structure, visible to the public Label all exterior materials and colors Show any and all exterior utility features Please include details of any above ground equipment that will be visible to the public Please submit a rendering, cut-sheet and/or photo example of the proposed culvert outfall including: Label all exterior materials and colors Show any and all exterior utility features Please include details of any above ground equipment that will be visible to the public Site and landscaping plan including (Exhibit C is a starting point for this plan): Scale of 1”=20’ or 1”=10’ Property and setback lines (show the setback from proposed structure to the existing walkways and creek) Existing and proposed easements Existing and proposed layout of buildings and other structures Location of existing trees, 4" diameter or larger. Indicate trees to remain, to be relocated (including new location), and to be removed. Large stands of trees may be shown (as bubble) if the strand is not being affected by the proposed improvements and grading. Indicate the location of all proposed plantings. Landscaping summary including the botanical and common names, size and quantity of trees to be removed and proposed trees. The minimum size for proposed trees is 2” caliper deciduous trees, coniferous trees that are six feet in height, and 5 gallon shrubs. Also specify types of groundcover and proposed square footage. Include a description of any other landscaping features. Limits of disturbance fence illustrating all areas to be disturbed during construction In the areas of disturbance, indicate all existing and proposed ground cover and shrubs.
