This°Letter of Recordu is in regards to the above referenced remodel. On 04-07-08 I visited the above
rE:ferenced residence at the request of Jason Morris of Atlas Construction, Inc. He was proposing to
rr�ove an existing stud pack of 2x4's that supported one of the glulam roof purlins to the north
approximately three feet. If that could not be done, Jason wanted to move the post to the south
approximately three feet to the end of the new proposed knee wall. After reviewing the as-built
��ndition of the roof, I feel that the new location of the post should be to he south at the end of the new
proposed knee wall, not to the north. This new location will shorten the span of the existing glulam
purlin. After verification from Jason that a steel beam exist within the floor system below the new
lacation of the post and without analyzing the remainder of the building, I believe that the proposed
c��lumn reloca6on described above will not diminish the structural integrity of the building,

can pick up an applicatoon at either Communiry Development, Eocated at 75 South Frontage
Road or Put�lic Works, located at 1309 Elkhorn Drive.
> Notice sign-ofFs for utilrty companies. ALL util9ties must field verify (locate) respectEVe
utilities prior to signing applicatior�. Some utility companies require up �0 48 hours notice to
schedule a �ocate.
� A cvnstruction traffic control/staging plan must be prepared or� a separate sheet of paper.
An approved site pfan may also be used. This �lara will show locations of all traffic control
devices (signs, cones, etc.) and the work zone, (area of construction, 5taging, etc.}. This
plan will expire on November �st and will need to be resubmitted far consideration for
approval through the winter. Be aware that your resubmission far winter may be denied
depending on the �ocation of construction.
� Sketch of work being per€vrmed must be submitted indicating dimensions (length, width
and depth of work). This may be drawn an the traffic control plan or a site plan for the job.
� Submit com�leted ap�lication to the Public Work's office for review. If req�ired, locates will
be scheduled for the Town of Vail electricians and irrigatic�n crew. The locates take place in
the morning, but may requlre up to 48 hours to per�orm.
: The Public Work's Constre�ction Inspe�tor will review the a�plicatian and approve or deny
the permit. You will be contacted as to the status and any req�irements that may be
needed. Most permits are released within 48 hours of being received, but please allow up
to one (1) week to process.
> As soon as tf�e permit is appraved, the B�ilding Department will be notified, aflowing the
"Building Permit" to be released. Please do nat confuse the "PublEC Way Permit" with a
"Building Permit°.
� NOTE: The abo�e process is for work in a public way QNLY. Public Vllay
Permits are valid only until November 15th. A new Public Way Permit is required
each year if work is nvt complete. Re-application each November 15th does not
mean an automatic renewal,

Urolawful deposits; Subject to subsection C thereof, it is unlawful for any person to litter, track or
deposit, or cause ko be littered, tracked or deposited, sand, gravel, rocks, mud, dirt, snow, ice, or any
other debris ar rrtaterial upon any street, sidewalk, alley or public place, or any portion thereof.
�Notice; Abatement: The Director of Public Works may r�otify and require any person who violates or
causes another ta violate the �rovision of su�section A hereof, or w�o has in the Director's employmenr
a persan who violates or causes another to violate the same, tap remove such sand, gravei, rocks, mud,
d�rt, snow, ice or any other debris or material wi#hin kwenty four (24) hours after receipt of said notice
by the pirettor of Public VVorks. In tne event the persan so notified does not comply with the notiee
within the period of time hereo� specified, the Director of Public Warks, or other authorized agent, may
cause ar�y such sand, gravel, rocks, mud, dirt, snow, ice, debris or any other materiaE to be removed •

Problem Statement
The Vail Viliage and Lionshead Vkllage are inva�uable assets to the community. Thousands of people
come to Vail each year to sightsee, recreate, shop and to enjoy everythir�g the Vai� Valley has to offer.
The community and merchants rely upon our guest to generate revenue. Our summer/winter guests
expect a pleasant experience while in VaiL �

To insu�e that all af the propased construction has as little negative impact an the community and on our i
guest as possible, the Town of Vail finds i# imperative to creat� and implem�nt the Vail Village and
Lionshead Village Construction Hours Handout.
It would be irresponsible for the Town of `Jail, the Cor�struction Contractors and the Merchants, to not
actively participate to rr�i�imize the impact of construction in the Vail and Linnshead Voll�ge areas.
New for 2004-2006 will be the Vail Village Streetscape Irnprc�vement Project. Work to include ali
utility related improvements, streetscape, drainage, snow�nelt systems and landscaping.

Vai12004 Staging / Par'ng Plan Xnformation
The Sta�in� ! Parkin� Plan Philosophy- Is a very important step in the building
process. Striking a balance between safe public access and giving construction projects
room to build is becoming increasingly cha�lenging, for us to meet all the needs of those
who will be impacted by construciion projects. The fact is, there is less room to build in
the Town of Vail.
Developing a creative Staging Plan is a must. Staging in the Town of Vail Public Right of
Way is a Priviiege, not a given righ�. We talce into account when we review and approve
staging / parkir�g plans, impacts on neighborhoods, tourisrn, business and the traveling
public alon�; with your right to build.
The General Contractor is responsible for a!1 subeontractors and all construction
activitv relatinQ to tlte buildin,�proiect. The s�agin� plan will be enfarced accQrc�ing to
the Approved Set of Building and Staging Plans. You are required to keep a copy of the �
Approved Staging Plan on site. �
Two staging /garking plans are required, a sutnmer and winter. Summer staging plans
expire on NovembEr 1, and winter staging plans expize on April 15. I'1rlote; There is no on ,
street parking in the winter season and all rnaterials, equipment, etc must be 10' off the
ed�e af asphalt).
Enforceme�at of all staging/parking plan is as follow�.
A) Staging/ Parking Plans to scale required.
B} Once the plan is approved, they will be held to complete coznpliance.
C) We will use a 3 step and yo�'re out,process.
Step One- Verbal and written warnings as to the staging plan violation, then have
contractor sign and date field memo warning.
Step Two- Police Department issue t�ckets and tows or public worl�s writes second �
written warning to all vio�ators who have been notified under step one and who are still
in violation af the approved Staging / Parking Flan. The Town of Vail Chief Build�ng �
��ficial will call the contractor and notify them, the next time any violation happens, the �
building department wi13 red tag the constr�ction site for 4$ hours.
Sten Three- If still in violation after step two, a 48 hour Red Ta� will be issued to the �
project site.

Requirements for an Accepta6le Stag�ag Plan
It is preferred that and Approved Site Plan is used to draw a staging plan, but a hand
drawn plan may be used as long as it is dawn to scale and is neat and legible.
l.) The Staging Plan must shaw the followin�:
(a) Show all parking that is requzred for the job site. �Includinb constructian
equipnient}.
(b) Show the locatian of all znaterial that will be staged on site,
{c) Show the locatian of all dumpsters and port-o john that are to be on site.
{d) If a fence is required, tkr.en show the location of the fence and describe the
material used for the fence.
(�) Zf trees and / or vegetatian is required to be protected, then show how this will be
done.
(� If this stagin� plan is for a Demo Perniit, then show staging for dump trucks and
all related equipment. I� the Town of Vail Right of Way area is needed far
staging, then a Traffic Control Plan is required in conjunction with the staging
plan.
(g) Please provide and sha��v an Erosion Control Plan,
, (h) No equipment, vehicles, materials are allowed on Town of Vail Right of Way in
the Winter Sta�ing Plan.
2.) If work needs ta occur in the right of way, then add a Traffic Control Plan to the
staging plan showing the foilowing:
(a) T'he ��ork zone (area th�t is to be performed)
(b) Traffic Control De�ices {warning, signs, cones, flag�ers, ete.)
(c) Distances that all devices will be set up fram the work zone. Also shdw alI
dimensions of work being perforn7ed in the right of way. All traffic cantrol plans
rnust conform to the MUTCD manual.(Manuai af Uniforn� Traffie Control
Devices)
2.) This plan �rill be r�viewed by Public Warks and 'af Necessary the Folice, Fire, and
Community De��elopment Departrnent. Onc� the stagin� plan is approVed, it will be
registered with the departments listed above and enforced.
3.) The Village and Lionshead area have outside construction restrictions, please becanie
