Task 1 - Field Work: The asbestos survey will be completed by an Environmental Protection Agency(EPA) accredited AHERA and Colorado State certified asbestos building inspector. The inspector will perform the physical assessment of suspect materials,plan and organize the building inspection; identify and map homogeneous areas and functional spaces; assess the condition and potential for future damage to friable materials; and collect samples. A minimum of three samples will be collected from each readily visible and accessible homogeneous area, in accordance with EPA National Emissions Standards for Hazardous Air Pollutants(NESHAPS) and the Occupational Safety and Health Administration's (OSHA)regulation 29 CFR 1926.1101. Sampling will follow the 3-5-7 rule under AHERA, specifying the collection of: 3 samples of surfacing materials less than 3,000 square feet in size. 5 samples of surfacing materials between 1,000 and 5,000 square feet in size; and 7 samples of surfacing materials greater than 5,000 square feet in size. Fewer samples may be collected at inspectors discretion of miscellaneous materials, and ������� � �-�- � ssa material in small patch areas. Additional samples may still need to be collected during demolition if hidden areas are revealed and materials are encountered that were not sampled earlier. A cost estimate for collection of samples from materials discovered during demolition. The samples will be submitted to Reservoirs, under proper chain-of-custody procedures, for analysis of asbestos content on a Rush same Day standard turn-around. Strom is an American Industrial Hygiene Association(AIHA) accredited laboratory and participates in the National Voluntary Laboratory Accreditation Program (NVLAP). A minimum of three samples of a material is needed to categorize that material as non- asbestos-containing. As a cost saving procedure, and as specified by the asbestos inspector,the samples will be analyzed progressively. (If the first sample analyzed of a material contains asbestos, then the subsequent samples are not analyzed, since the material must be categorized as asbestos-containing.) Samples with layers will not be analyzed progressively. If less than or equal to ten percent of asbestos is detected in a friable sample, then the sample must be pointed-counted, including samples with results less than one percent. Point-counting is a systematic laboratory technique which can more accurately quantify the percent of asbestos. Friable material and non-friable material that could be rendered friable during renovation activities are required to be point-counted by Colorado Regulation No. 8. Task 1: Inspection. 1. Inspection Activities. Completion and field review of SOW related to destructive and non-destructive sampling homogeneous building materials limited to client specified specific small area locations planned for limited renovation. Building samples will be analyzed per building based on EPA requirements, with a maximum of 3-7 samples per and at client request limited to specific homogeneous small scale planned renovation areas. Additional sample of specific units will be required to fully characterize all suspect materials within units, and unit wall and ceiling cavities. Findings 1. No asbestos was detected in All Sample locations of Residence interior and exterior. Sampled materials include Textured Drywall tape and mud, Vapor Barrier, roofing felt, quarry tile adhesive, sink coating, shower green board, ceramic tile adhesive, construction adhesives, exterior mortar, sheet flooring and ceiling tile. 2. All of these materials were in good to fair condition, with small areas of localized damage at sample points. 3. Component such as stoves, boilers and Ben Franklin fireplaces are currently scheduled to be moved, without disturbing interior components, do to the inherent damage in sampling these facility components no samples were collected during this inspection. If these components will be demolished and or salvaged in place, they must be assumed asbestos and sampled prior to disturbance. Conclusions 1. Prior to any disturbance of any other areas or types of materials in the Site buildings, newly discovered materials must be assumed asbestos, until tested and proven otherwise on a building specific basis. ANY building projects disturbing more than these threshold levels of building materials require asbestos testing: One-and Two-Family Dwellings: 32 square feet All Others(commercial spaces, hotel rooms, etc): 160 square feet Definition of a single-family dwelling: any dwelling unit that is used primarily for a single family, including multi- family/condominium units, and fractional fee units. Tests which identify POSITIVE results at more than 1% require abatement by a State-certified abatement contractor. "In fact, in 1991 the U.S. Fifth Circuit Court of Appeals vacated much of the so-called "Asbestos Ban and PhaseouY' rule and remanded it to the EPA. Bulk samples are prepared for analysis using a 'i0X-80X stereo microscope in a hepa filter haad which provides a con#amination-free environment. The sample is then anaiyzed by palarized light microscopy(PLM) at 100X. When the sample consists of more#han one layer, each layer is prepared and analyzed separately. Fiber and matrix materials are identified by the characterization of optical properties irtcluding color and pleochroism, form, cleavage, reliefi, birefringence, extinction, orientation, iwinning, interterence figure and other distinguishing features. Dispersion staining is also used to further aid in mineral identificafion. All percentages of asbestos, other fibers and non-fbrous constituents are calculated fr4m the values obtained from analyses using the stereo and PLM i-nicroscopes. In-house and NIST standards as well as a chart prepared by R.p. Terry and G.V. Chilinger for"The Journal of Sedimentary Petrvlogy", (Volume 24, pp.229-234, 1955}provide a guide for esfimating percentages. All samples are archivec!for six months unless o#her arrangements are made by the client. ACCREDITATION: DCMSL is accredited by NVLAP (since April 1, 1989). Our NVLAP Lab Code is 1Q1258-Q. DCMSL complies with NVLAP requirements unless otherwise noted.
