Dear Mr. Sands:
CB Environmental, �.�.0 (CB�) was retained by Hermes Group (Hermes) to sample building that is planned
for renovatian activities 193 Gore Creek Dri�e, Penthouse in Vail, Calorado. . The asbestos survey
included buik sampling of suspeet asbestos-containing material {ACM) observed on the vvall sur�acing
j and floor tile and the subrriittal of samples for asbestos content laboratory analysis. The purpose of this
inspection was to sample suspect ACM that wou�d be disturbed by the renovation activities and to have
laboratory analysis identify whefher �he suspect material(s) contained asbesfios. If asbestos-containing,
the material(s) would then be removed properly by a General Abatement Contractor (GAC).
Information provided by the hameawner �tated that the building was renovated in 1990. Asbestos-
containing building materials are more Iikely ta be present in buildings construct�d prior to 1979;
therefore, the subject building has a lower probability to contain ACMs. ACM is de�ned, by reguIation,
to be materials that contain greater than I%asbestgs.
As of April 22, 20I0, the EPA has instituted new guidelines and regulations for the renovation and/ar
remodel of homes built priar to 1978, �he year that fihe manufacturing af Iead-based paznt was
prohibited. Tf lead is present within paint on building components above Colorado's action level, any
activity imgacting these components must be conducted using "lead safe" work practices and RRP
{Renovation, Repair, and Painting) Certified contractors. To determine if lead-based paint is pr�sent, an
ins�ection must be conciucted by a State af Colorado certif ed lead-based paint inspector. Trigger levels:
■ An inspection must occur if more than six square feet o�interior surfaces;
■ Twenty square feet of exterior surfaces will be disturbed;
■ ANY window is being replaced.
Observations and Suspect Asbestos-Containing Materials at the Site
The limited scope survey was conducted on February 5, 24i3 by Colorado Departrnent ofi Public Health
� az�d Enviroz�ment {CDPHE) and Asbestos Hazard Ezx�ergency Response Act (AHERA) certified

inspector Ms. Michelle Lococo {Certification Number 19736). This asbestos inspection does NOT
constitute a fuIl demolition inspection.
T�e building is planned for renovation activities. Some minor destructive sampling was conducted on
the abo�v� referenced material locations planned to be disturbed. Three {3) homogenous areas with
suspect asbestos-containixg nnaterials were sampled in seven (7) locations at the job site.
5annples were subrnitted to Aerobiolagy Laboratozy Associates, LLC (Aerobiology), on February 5,
2013 for Polarized Light Microscopy (PLM) analysis to id�ntify asbestos content. The samples were
requested on an immediate turnaround time for results.
Section �II.A.l.c—Abatement, Renovatian and Demolitian S'rojects - of Coloz'ado Regulation 8 requires
that all samples of friable asbestos is estimated to be 1% asbestos or less, but greater than 0%, by a
method other than point counting, the determination shall be repeated using the point counting tech�aique
with PLM. Friable ACM means any material that eontains asbestos and when dry ean be crumbled,
pulverized, or reduced ta powder by hand pressure and that contains more than one percent asbestos by
wezght, area or voluzne. J
Sampling and Analytical Pracedures
The inspection and assessment were performed in accordance with Environmental Pro�eetion
Agency/AHERA recommended procedures. These procedures cali for the visual inspection of alI areas
of concern and collection and analysis of representative buIk samples of suspect material.
Random bulk saxnples, representative of the suspect asbestos-containing building materials {ACBM) of
each homogeneous area (HA), were collected according to the guidelines published as Enviranmental
Pro#ection Agency (EPA) Final Rule: Title II af the Toxic Sul�stances Control Aet {TSCA), 15 USC,
Sections 2641 through 2654 and in compliance with 40 CFR, Part 763. Representative sampIing is
based on the following criteria:
1. The distribution af the suspect material throughout the HA.
2. The suspect material's physical characteristics and application.
3. Random sampling patterns determined for each HA.
Suspect materials sampled and analyzed should be considered to be representative of z�r�aterials in each
HA if:
1. They exhibit similar physical characteristics; and
2. The application of the sampled znaterial can be correlated to the application of un-
sampled material.
Sulk samples callected were anal�zed utilizing the EPA's Method for the Determination of Asbestas in
Bul� Buildi�g Materials (E�'A 6a0/R/116, ruly, �993) and the McCrone Research Institute's The
Asbestos Particic Atlas as methods references.
Analysis of the bulk samples was p�rformed on the "date reported," as Iisted in the bulk-sample analysis
report.

Xnspection Protocol
Suspect materiais alike in appearance and application were sampled as HAs. Suspect ma�erials were
di�ided in�o three classifiea�ions:
1. Surfacing materiai: sprayed ar troweled onto structural building meznber.
2. Thermal systems insulation: any type of pipe, boiler, tank, or duct insulation.
3. Miscellaneous: other suspect materials, including flaoring, ceiling tiles, insulation, and
finishin.g�aterials.
Condition assessments were perfonr�ed by the accredited znspectors at the time of inspection. Condition
assessments are listed in the follovving section. Ratings of"good," "damaged," and "severely damaged"
are meant to indicate the overall candition of the material.
A material in "gaod" condition has no visible damage or deterzoration, or showing only very limited
damage or deterioration.
A material in "damaget�" condition has tl�e following characteristics:
� The surface is cn.�mbling, bIistered, water�stained, goug�d, rnarred or oTherwise abraded
over less than ane-fienth of the surface if the damage is evenly distributed.
Accumulation of powder, dust or debris similar in appearance to the suspect material on surfaces
€ beneath the material can be used as canfirmatory evidence.
A mafierial in"severely damaged" condition has one ar mare of the foIlowing c1�az'acteristics:
o The sur�ace is crumbling or blistered over at least one-tenth of the surface if the damage
is evenly distributed.
� One-tenth of the material is hanging from the surface, deteriorated, or showing adhesive
failure.
o Water stains, gouges, or rnars are over at least one-tenth of the surface if the damage is
evenly distributed.
Accumulation of powder, dust or debris similar in appearance ta the suspect material on surfaces
beneath the material can be used as confirmatory evidence.
Laboratory results
Laboratory results received on February 5, 2013 document that zero (0) sampled materials subznitted
contained asbestos abave the regulatory Iiznit of 1%.
Samples containing trace amounts of asbestos require following these federal �uidelines: federal worker
proteetion regulations (29 CFR 1926.1101 and 40 CFR 7b3); the National Emissians Standards :For
Hazardous Air Pollutaants (NESHAP, 40 CFR 61 Subpart M); the U.S. Envirflnrnentai ProtECtion Agency
{EPA) Guidance for Cantralling Asbestos-Containing Materials in Buildings ("�'urple Book", EPA 560/
5-$5-04}; and the Asbestos Hazard Emergency Response Act(AHERA, 40 CFR 763 Subpart E}.

Conclusions:
CBE observed two (2) types of suspect ACM t1�at would be disturbed during the planned projec�
renovation. The wall surfacing and floor tile was sampled in seven (7) Iocations at the building located
at 193 Gore Creek Drive,Penthouse in Vail, Colorada,
Based on t�e site abservatians and, bulk sample PLM laboz-atozy analysis results cgllected by CBE, zero
(0) suspect materiais contained asbestos above the regulatory limit of 1%; therefore, removal of these
area nvill NOT require asbestos abatement. The foliowing areas are asbestos-�containing:

The CDPHE requires permitting for any removal activities in a residential building that co�tains greater
than �he trigger levels (i.e. 32 sq./ft., 50 In./ft., equivalent of a 55-gallon drum). Colorado Regulatian
No. 8 requires a projeet design in with the amount of ACM to be abated exceeds 1,000 ln./ft. on pipes,
or 3,000 sq.Ift. on other surfaces. CBE is able to develop a project desigt�for this project.
CBE recommends that when ACM is removed/abated, that only a licensed asbestos abatement
contractor using personnel trained in the hanctling of ACM be allowed to conduct such activities using
appropriate methods (HEPA-filtered vac�uming, wet cleaning methads, respiratory protection,
pro�ective clothing, personnel decontarnination, n:egative�air enclosures, air monitoring, efc).
