Ordinance No. 20, Series of 2006, requires that all residential customers with curbside trash removal service within the Town of Vail utilize a wildlife -resistant container and that all commercial and multi -family customers utilize a wildlife -proof container. Please refer to the submittal requirements on page 4 for all supplemental materials. An application for Design Review cannot be accepted until all required information is received by the Community Development Department. Owners are responsible for properly securing and maintaining trash enclosures and containers. Design review approval lapses un- less construction commences within one year of the approval. The dumpster was removed this morning. We are going to try a much smaller dumpster (2 cu yd) in the shed and have multiple pick ups per week. There will also be two recycle totes in the shed. We will try this or the rest of the winter and modify the shed after we have a better idea of the requirements. Hopefully we will not need to modify the shed until next summer. Now that the holidays are past and staff (including myself) are back in the office I wanted to reach out to you on this project. Currently, there is an open DRB application in my office for the trash enclosure at Telemark Townhomes. From your email below it appears your HOA has determined that it will modify the existing structure on Lions Ridge Loop and utilize a compactor. I am prepared to assist you in the review and comment on any proposed changes you wish to make to the existing structure (I am assuming modifications are needed). Please provide me with plans detailing the changes to the existing structure at your earliest convenience. If you would like I could set up a meeting with yourself, any potential contractor, myself, and our building department to fully discuss what is need in both the DRB and Building Permit processes I can get that scheduled. My hope is that we will reach a solution which I can staff approve and move you directly into the building permit process. Tom Kassmel is looking into your dog station recommendation. The trash and recycle will be centered at the shed on Lionsridge Loop. We hope to be in compliance with town recycle rules by Jan 1. We feel that we deserve some co-operation, from the town, on our adaptation of the shed on Lionsridge Loop Rd. The HOA requests the town install and maintain a dog station at the site of the old dumpster or at the Simba Run bus stop. This will be a much needed improvement to the neighborhood. The following were in attendance. Warren Campbell, Kristen Bertuglia and Leonard Sandoval represented Town of Vail (TOV) Elaine Kuntz and Frank McCluer representing Telemark HOA (unit 10). Ric Almas in unit 1 joined later. Don VanDevander, General Manager from Mountain Refuse Inc (MRI) Bill Russell, former president of Casolar HOA, represented Casolar. Warren Campbell started the meeting with a brief history of the previous attempt to enclose the dumpster in 2004. Telemark and TOV could not agree on a design that satisfied telemarks needs and the 10 ft setback required by TOV. The trash requirements have been expanded to include recycling. TOV requires that the recycling be implemented so that it is convenient which means co -located with the trash containers at every location. Warren said TOV would make every effort to work with us and is hopeful that we can resolve the issues. He asked for some creative thinking from all parties involved. Bill Russell said the existing location is an eyesore and has become a dumping spot for all kinds of refuse from bags of garbage to used household furniture by some telemark residents and the sandstone neighborhood. Any solution will involve changing the habits of the scofflaws who routinely drop refuse there. Several alternatives were suggested 1. Moving all trash and recycling containers to the lower parking lot. Advantages: Centralized location on Telemark land. Disadvantage: Inconvenient to residents in units 1 thru 14. Uncertainty that it could fit in the available space. Telemark would need new shed for lawn equipment presently stored in the shed. 2. Placing a suitable building at the current location. Advantages: Convenient. Disadvantage: Requires some variance from TOV. Snow build up from the plowing on Vail View Dr would block entrance. Details have to be worked out with MRI for sizing and emptying the containers. Need to change habits of the scofflaws who dump there. 3. Having the trash/recycle point at the upper parking lot in one or more of the existing parking spaces if TOV would build 5 off street parking spaces across from the upper lot. Advantages: trash -recycle would be on Telemark property Disadvantage: someone would loose their parking spot. There will be a problem keeping outsiders from using new spaces. The trash would be in proximity to some units. We explored the possibility of locating some totes at unit 10 beside the existing power transformer but the required clearance around the transformer prevented this. There will be an enforcement problem keeping outsiders from using the trash -recycle facilities. This may require a surveillance camera to monitor the activity and locked doors to the dumpster. My feeling is that a suitable building can be designed to fit where the dumpster has always been with a reasonable set back (3 feet). A surveillance camera would be required to discourage outsiders from using or simply dumping there. This will take close coordination with MRI in the design of he building. This is the case for options 2 or 3. Don showed resourcefulness and willingness to work together so I am confidant that the HOA, with his help, can come up with a fix Telemark will try to have a preliminary plan by mid August. Kristian pointed out that the 6 cu yard dumpster probably has 2/3 trash and 1/3 recyclable in it now. It could be that containers with less capacity can be used. It may be that the frequency of the pick up needs to be adjusted. I put this together with the focus on speed so there are probably some errors and omissions.
