After speaking with Dave, Chris Escobedo, Mike Murcin and John Guenther, it is still unclear how the units
were stripped of copper; our staff did not instruct anyone to do this.
The following outlines the timeline of events as we've come to learn:
April 18
At the TRAHC Board meeting, it was decided that old appliances could be recycled / salvaged with no
expectation of revenue to the property. We were told the east side was going to be completely fenced for
construction and rock fall mitigation shortly after the vacation on the east side residents. At that point, rock fall, .
work was scheduled to begin May 2.
May 5
The last of the east to west resident transfers took place. Immediately afterward, recycling and salvaging
began.
May 5 — roughly May 20
The first recycler showed up (never called, was a drive up) took one load and never came back. A second
recycler showed up (also a drive up) took one load and came back for a second and was kicked off property by
Nick for attempting to take good appliances. The third was called by Nick and took roughly 4 -6 loads. The
fourth recycler took the last of the old appliances. Dave has the contact information for the latter two recyclers
if you want it.
Dave affirmed to me that he instructed the recyclers to take only the old appliances. Some doors were unlocked
to facilitate the recycling process and many of the windows are unlockable. Both Dave and Nick have been
instructed to walk the entire east side this evening to verify every unit is secure to the extent possible. I've also
asked them to inventory every unit on the East side so we can fully understand the extent of the damage as
well. I have spoken to each person individually and none of them have any knowledge regarding the removal of
copper piping.
Please let me know what else we can do to help. Since the east side was vacated, we have focused solely on the
west side, and our staff levels were reduced to manage the remaining units in accordance with the budget. On .
another note, at last week's TRAHC Board meeting I asked Stan whether or not we need to start contingency
planning to re- occupy units and he said that was unnecessary.
If demolition is not imminent, we recommend that the Town either fence the entire east side immediately, as
unsecured empty buildings are inviting targets for vandalism and present a hazard. Hopefully demolition can
occur very shortly so we have no further issues with the east side! ,
