Applicants who fail to appear before the Design ReviewBoard on their scheduled meeting date and who have notasked in advance that discussion on their item bepostponed, will have their itens removed from the DRBdocket until such tlrne as the item has beenrepublished.
The following ltems may, at the dlscretion of thezoning administrator, be approved by the ComrnunityDevelopment Department staff (i.e. i formal heariirgbefore the DRB may not be required):
a. Windows, skylights and sirnilar exterior changeswhich do not alter the existing plane of thebuilding; and
b. Building addition,proposals not visible from anyother Lot or public space. At the tirne such aproposal is subrnitted, applicants nust includeIetters from adjacent property oerners and/or fromthe agent for or manager of any adjacentcondominium association stating t.he associationapproves of the addition.
If a property is located in a mapped hazard area (i.e.snow avalanche, rockfall, flood plain, debris flow,wetland, etc), a hazard study must be submitted. and theowner must sign an affidavit recognizing the hazardreport prlor. to the issuance of a building permit.ApplicanLs are encouraged to check with a-t-own piannerplio5 to DRB application to determine the relationshipof the property to all mapped hazards.

A.SubmittaL requirements: The owner or authorized agentof any project reguiring design approval as prescribed
by this chapter rnay submit plans for conceptual review
by the Design Review Board to tbe Department of
Community Developnent. The conceptual review is
intended to give the applicant a basic understanding ofthe compatibility of their proposal with the Town's
Design Guidelines. This procedure is recommendedprimarlly for applications more complex than single-family and two-fanily residences. However, developersof single-family and two-family projects shall not be
excluded from the opportunity to request a conceptual
design review. Conplete applications musL be submitted
10 days prior to a scheduled DRB neeting.
The followlng lnformatLon shall be submitted for a
conceptual review:
1. A conceptual site and landscape plan at a nininun
scale of one inch eguals twenty feet;
2. Conceptual elevations showing exterior materials
and a description of the character of the proposed
strucLure or st.ructuresi
3. Sufficient information to show the proposal
conplies r^rith the developnent standards of the
zone district in which the project is to be
Located (i.e. GRFA, site coverage calculations,
nunber of parking spaces, etc.);
4. Completed DRB appltcation form.
Procedure: Upon receipt of an application for
conceptual design review, the Department of Communlty
Development sha1l review the submitted naterials forgeneral compliance with the appropriate requirenents ofthe zoning code. If the proposal is in basic
compliance with the zoning code requirements, theproject shall be forwarded to the DRB for conceptualreview. If the application is not generally in
compliance with zoning code requirements, theapplication and submittal- materials shall be returnedto the applicant with a written explanation as to whythe Conmunit.y DeveLopment Department staff has foundthe project not to be in conpliance with zoning code
reguirements. Once a conplete application has been
received, the DRB shaLL review the submitted conceptual
revlew application and supporting material j.n order to
determlne whether or not the project generaIly complies
$rith the design guidelines. The DRB does not vote on
conceptual reviews. The property ovrner or his
representative shall be present at the DRB hearing.

VII. FINAL SITE PLAN
Once a building permit has been issued, and construction is
underway, and before the Building Department will schedule afraning inspection, tvro copies of an Improvement LocationCertificate survey (ILC) stamped by a registeredprofessional engineer must be submitted. The followinginformation must be provided on the ILC:

When I arrived in VaiI one week ago, I was quite surprised to see
