Town of Vail Mechanical Codes and Design Criteria
r You must obtain Design Review Board (DRB) approval if any of the mechanical work will involve ANY exterior work. This
includes and is not limibed to removal and replacement of driveway snow melt systems. Please contact the Town of Vail
Development Review Coordinator at479-2L28 before submitting your mechaniml permit application.
r TheTownofVail hasadoptedthe2003 International Mechanical Code(IMC)withthelggTUniformMechanical Code(UMC)
as an acceptable alternative.
r All new construction within the Town of Vail is considered to be of unusually tight construction, thus all combustion air is
required to be drawn from oubide the structure for mechanical equipment. Reference the 1997 UMC Sec. 701.2.
Town of Vail Fireplace Ordinance
In September of 1991, the Vail Town Council adopted an ordinance which restricts te construction and use of open heafth
fireplaces within municipal boundaries. Since that time the ordinance has undergone numerous changes and revisions, striving
for compromise, yet effectlveness in addressing the air quality issue. Therefore the following criteria has been adopted:
r Construction of open hearth wood burning fireplaces is no longer permitted within Town of Vail municipal boundaries.
o Dwellino Units - Each new dwelling unit may contain:
One (1) EPA Phase II ceftified solid fuel burning device and no more than two (2) gas appliances (B vent)
OR
Two (2) gas log fireplaces and no more than two (2) gas appliance fireplaces (B bent).
. Restricted Dwelling Units - Each new restricted dwelling unit may contain:
One (1) gas log fireplace and not more than one (1) gas appliance fireplace.
r Accommodation Units - Each new accommodation unit may contain:
One (1) gas log fireplace or one (1) gas appliance fireplace.
o If two or more separate dwelling units or accommodation unib are combined to form one larger unit, the combined unit
may retain one woodburning flreplace (if one already exists) and no more than 2 gas appliance fireplaces, or may conveft
up to two existing fireplaces to gas.
o If during the course of a remodel an existing woodburning fireplace is altered or moved, the unit must then comply with all
provisions of the ordinance. That it the fireplace must be converted to natural gas or replaced by an EPA Phase II certified

Town of Vail Mechanical Codes and Desiqn Criteria
. You must obtain Design Review Board (DRB) approvat if any of the mechanical work will involve
ANY exterior work. This includes and is not limited to removal and replacement of driveway snow
melt systems. Please contact a planner at 479-2128 before submitting your mechanicat permit
application.
. The Town of Vail has adopted the 1998 International Mechanical Code (IMC) with the 1997 Uniform
Mechanical Code (UMC) as an acceptable alternative.
r All new construction within the Town of Vail is considered to be of unusualty tight construction, thus
all combustion air is required to be drawn from outside the structure for mechanical equipment.
Reference the 1997 UMC Sec. 7OL.2.
Town of Vail Fireolace Ordinance
In September of 1991, the Vail Town Council adopted an ordinance which restricts te construction and
use of open hearth fireplaces within municipal boundaries, Since that time the ordinance has
undergone numerous changes and revisions, striving for compromise, yet effectiveness in addressing
the air quality issue. Therefore the following criteria has been adopted:
o Construction of open hearth wood burning fireplaces is no longer permitted within Town of Vail
municipal boundaries.
. Dwellino Units - Each new dwelling unit may contain:
One (1) EPA Phase II certified solid fuel burning device and no more than two (2) gas appliances
(B vent)
OR
Two (2) gas log fireplaces and no more than two (2) gas appliance fireplaces (B bent).
. Restricted Dwellino Units - Each new restricted dweiling unit may contain:
One (1) gas log fireplace and not more than one (1) gas appliance fireplace.
. Accommodation Units - Each new accommodation unit may contain:
One (1) gas log fireplace or one (1) gas appliance fireplace.
. If two or more separate dwelling units or accommodation units are combined to form one larger
unit, the combined unit may retain one woodburning fireplace (if one already exists) and no more
than 2 gas appliance fireplaces, or may convert up to two existing fireplaces to gas.
. If during the course of a remodel an existing woodburning fireplace is altered or moved, the unit
must then comply with all provisions of the ordinance. That is, the fireplace must be converted to
natural gas or replaced by an EPA Phase II certified unit.

The purpose of this site visit was to review existing conditions and determine required structural
amendm€nts to the structural documents.
The following was noted:
The new family addition and garage foundation wall areas were excavated.
Footing forms and rebar were being placed in the entry area. The footing
reinforcement was installed in compliance with the construction documents.
Footing elevations at the farnily room addition can be raised so that the bottom of
footing will be 4'-0" below final exterior grade. The lbstings will be bearing on
the fractured bedrock exposed in the excavation.
The exterior interior south wall of the existing dining room shall be sheathed with
plywood on one side as shown in the constuction documents. The sheathing can
be applied on the bathroom side.
The new timber ceiling beams in the living room will be supported each end with
Simpson HU hangers. Alternately, a steel plate hanger can be designed, if
requested.

BUILDING PERMIT ISSUANCE TIME FRAME
If this permit requires a Town of Vail Fire Department Approval, Engineer's (Public Works)
review and approval, a Planning Depaftment review or Health Department review, and a review
by the Building Department the estimated time for a total review will take as long as three (3)
weeks.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projecls should take a lesser amount
of time, However, if residential or smaller projects impact the various above mentioned
departments with regard to necessary review, these projects may also take three (3) weeks to
review and approve.
Every attempt will be made by this department to expedite this permit as soon as possible.

PUBLIC WORKS AND THE PUBLIC WAY PERMIT PROCESS
How it relates to Building Permits:
Fill out the attached check list with the Building permit Aoplication.
If yes was answered to any of the questions then a "public way" permit is required. you
can pick up an application at either Community Development, located at 75 South Frontage
Road or Public Works, located at 1309 Elkhorn Drive.
Notice sign-offs for utility companies. ALL utilities must field verifli (locate) respective
utilities prior to signing application. Some utility companies require up to 48 hours notice to
schedule a locate.
A construction traffic control/staging plan must be prepared on a separate sheet of paper.
An approved site plan may also be used. This plan will show locations of all traffic control
devices (signs, cones, etc.) and the work zone, (area of construction, staging, etc,). This
plan will expire on November lst and will need to be resubmitted for consideration for
approval through the winter. Be aware that your resubmission for winter may be denied
depending on the location of construction.
Sketch of work being performed must be submitted indicating dimensions (length, width
and depth of work). This may be drawn on the traffic control plan or a site plan for the job.
Submit completed application to the Public Work's office for review. If required, locates will
be scheduled for the Town of Vail electricians and irrigation crew. The locates take place in
the morning, but may require up to 48 hours to perform.
The Public Work's Construction Inspector will review the application and approve or deny
the permit. You will be contacted as to the status and any requirements that may be
needed. Most permits are released within 48 hours of being received, but please allow up
to one (1) week to process.
As soon as the permit is approved, the Building Department will be notified, allowing the
"Building Permit" to be released. Please do not confuse the "Public Way Permit" with a
"Building Permit".
F NOTE: The above process is for work in a public way ONLY. Public Way
Permits are valid only until November 15th. A new Public Way Permit is required
each year if work is not complete, Re-application each November 15th does not
mean an automatic renewal.

ensure that new con5truction sites have adequately established proper drainage
from building sites along and adjacent to Town of Vail roads or streets.
o The Town of Vail Public Works Department will be required to inspect and approve
drainage adjacent to Town of Vail roads or streets and the installation of temporary
or permanent culverts at access points from the road or street onto the construction
site. Such approval hust be obtained prior to any requests for inspection by the
Town of Vail Building Department for footings, temporary electrical or any other
inspection. Please call Leonard Sandoval at479-2t98 to request an inspection from
the Public Works Depdrtment. Allow a minimum of 24 hour notice.
o Also, the Town of Vail Public Works Department will be approving all final drainage
and culvert installatiQn with resulting road patching as necessary. Such approval
must be obtained prior to any Final Ceftificate of Occuoancy issuance.

Vail2004 Staging / Parking Plan Information
The Staeine / Parki4e Plan Phitosonhy- Is a very important step in the building
process. Striking a balance between safe public access and giving construction projects
room to build is becoming increasingly challenging, for us to meet all the needs of those
who will be impacted by construction projects. The fact is, there is less room to build in
the Town of Vail.
Developing a creative Staging Plan is amust. Staging in the Town of Vail Public Right of
Way is a Privilege, not a given right. We take into account when we review and approve
staging / parking plans, impacts on neighborhoods, tourism, business and the traveling
public along with your right to build.
The Genersl Contractor is responsible for all sabcontractors and all construction
activitv relatins to the buildins nroiect. The staging plan will be enforced according to
the Approved Set of Building and Staging Plans. You are required to keep a copy of the
Approved Staging Plan on site.
Two staging /parking plans are required, a summer and winter. Summer staging plans
expire on November l, and winter staging plans expire on April 15. otro1lslllefejg ng.-on

Enforcement of all staging / parking plan is as follows.
A) Staging / Parking Plans to scale required.
B) Once the plan is approved, they will be held to complete compliance.
C) We will use a 3 step and you're out, process.
Step One- Verbal and wriffen wamings as to the staging plan violation, then have
contractor sign and date field memo waming.
Step Two- Police Department issue tickets and tows or public works writes second
written warning to all violators who have been notified under step one and who are still
in violation of the approved Staging / Parking Plan. The Town of Vail Chief Building
Official will call the contractor and notify them, the next time any violation happens, the
building department will red tag the construction site for 48 hours.
Step Three- If still in violation after step two, a 48 hour Red Tag will be issued to the
project site.

Requirements for an Acceptable Staging Plan
It is preferred that and Approved Site Plan is used to draw a stagrng plan, but a hand
drawn plan may be used as long as it is dawn to scale and is neat and legible.
1.) The Staging Plan must show the following:
(a) Show all parking that is required for the job site. (Including construction
equipment).
(b) Show the location of all material that witl be staged on site.
(c) Show the location of all dumpsters and port-o-jdtrn ttrat are to be on site.
(d) If a fence is required, then show the locaticrln of the fence and describe the
material used for the fence.
(e) If trees and / or vegetation is required to be profected, then show how this will be
done.
(f) If this staging plan is for a Demo Permit, then show stagrng for dump tucks and
all related equipment. If the Town of Vail Right of Way area is needed for
staging, then a Traffic Conhol Plan is require{ in conjunction with the staging
plan.
(g) Please provide and show an Erosion Control Plan.
(h) No equipment, vehicles, materials are allowed on Town of Vail Right of Way in
the Winter Staging Plan.
2.) If work needs to occur in the right of way, then add a Traffic Control Plan to thc
staging plan showing the following:
(a) The work zone (area that is to be performed)
(b) Traffic Control Devices (warning, signs, cones, flaggers, etc.)
(c) Distances that all devices will be set up from the work zone. Also show all
dimensions of work being performed in the right of way. All traffic control plans
must conform to the MUTCD manual.(Manual of Uniform Traffic Contol
Devices)
2.) This plan will be reviewed by Public Works and if Necessary the Police, Fire, and
Community Development Deparfrnent. Once the staging plan is approved, it will be
registered with the departments listed above and enforced.
3.) The Village and Lionshead area have outside construction restrictions, please become
familiar withthe Vail 2004, Vail Village and Lionshead Construction Hours handout.

4, SLAB ON GRADE
A. THE PREPARATION OF THE SUBGMDE FOR THE SLAB ON GMDE SHALL BE IN STRICT
ACCORDANCE WITH THE PROJECT SOILS REPORT REFERENCED ABOVE. THE
CONTRACTOR SHALL DIRECT QUESTIONS REGARDING THE SUBGRADE PREPARATION
REQUIREMENTS TO THE GEOTECHNICAL ENGINEER.
B. MOVEMENT OF THE SLAB ON GMDE MAY CAUSE DAMAGE TO ANYTHING CONNECTED
TO BOTH THE SLAB AND OTHER PORTIONS OF THE SUPERSTRUCTURE. ISOLATION
DETAILS FOR PARTITION WALLS, BASEBOARDS, PIPING AND OTHER ITEMS MAY BE

10. NON-STRUCTURALELEMENTS
A. ELEMENTS SUCH AS NON-BEARING PARTITIONS, ETC. ATTACHED TO AND/OR
SUPPORTED BY THE STRUCTURE SHALL TAKE INTO ACCOUNT DEFLECTIONS AND
OTHER STRUCTURAL MOVEMENTS.
B. FIRE PROTECTION FORALL STRUCTURAL PARTS SHALL BE PROVIDED AND SHALL MEET
ALL CODE REQUIREMENTS FOR THE TYPE OF CONSTRUCTION SPECIFIED BY THE
ARCHITECTUML DRAWINGS. STRUCTUML STEEL MEMBERS SHALL BE CONSIDERED
UNRESTMINED UNLESS OTHERWISE NOTED,
11. GENERAL
A, ENGINEER'S ACCEPTANCE MUST BE SECURED FORALL STRUCTURAL SUBSTITUTIONS.
B. VERIFY ALL OPENINGS THROUGH FLOORS, ROOF AND WALLS WITH MECHANICAL AND
ELECTRICAL CONTRACTORS, VERIFICATION OF LOCATIONS, SIZES, LINTELS AND
REQUIRED CONNECTIONS ARE CONTMCTOR'S COMPLETE RESPONSIBILITY.
C. PRIOR TO INSTALLATION OF MECHANICAL AND ELECTRICAL EQUIPMENT OR OTHER
ITEMS TO BE ATTACHED TO THE STRUCTURE, ENGINEER'S APPROVAL OF CONNECTIONS
AND SUPPORTS SHALL BE OBTAINED. UNLESS SPECIFICALLY DETAILED ON
ARCHITECTURAL AND STRUCTUML DRAWINGS, RESPECTIVE SUBCONTRACTOR
SHALL FURNISH ALL HANGERS, CONNECTIONS, ETC., REQUIRED FOR INSTALLATION OF
HIS ITEMS
D. PROVIDE ALL EMBEDDED ITEMS IN STRUCTURE AS NOTED ON ARCHITECTURAL
MECHANICAL, ELECTRICAL AND STRUCTURAL DRAWINGS, MISCELLANEOUS EMBEDDED
ITEMS AND ANCHOR BOLTS SHALL BE FURNISHED BY STEEL SUPPLIER AND INSTALLED
BY CONCRETE CONTMCTOR. STEEL SHALL FULFILL ASTM 436.
E. PROVIDE ASPHALTIC MASTIC-COATING ON ALL STEEL AND WOOD EXPOSED TO EARTH.
F. SUBMIT SHOP AND ERECTION DMWINGS TO ENGINEER FOR REVIEW OF ALL STRUCTURAL
STEEL. THE MANUFACTURING OR FABRICATION OFANY ITEMS PRIORTOWRITTEN REVIEW OF
SHOP DRAWINGS WILL BE ENTIRELY AT THE RISK OF THE CONTMCTOR.
G. WATERPROOFING, VAPOR BARRIERS, ETC., SHALL BE AS SHOWN ON THE
ARCHITECTUML DRAWINGS AND AS INDICATED IN THE SPECIFICATIONS.
H. ALLMASONRYAND STONEVENEERS SHALL BEATTACHEDTO INTERORANDEXTERIOR
WALLS AS SPECIFIED IN SECTIONS 1403.6.4.2 AND .I403,6.4.3 OF THE UNIFORM BUILDING
CODE.
I. ALL DIMENSIONS ON STRUCTUML DMWINGS SHALL BE CHECKED AGAINST FIELD AND
ARCHITECTURAL DRAWINGS.
J. CONTRACTOR SHALL VERIFY ALL ASSUMED EXISTING CONDITIONS. IF CONDITIONS
ARE DIFFERENT THAN ASSUMED. NOTIFY ENGINEER.
