If this permit requires a Town of Vail Fire Department Approval, Engineer's (Public Works)
review and approval, a Planning Department review or Health Department review, and a review
by the Building Department, the estimated time for a total review will take as long as three (3)
weeks.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser amount
of time. However, if residential or smaller projecLs impact the various above mentioned
departments with regard to necessary review, these projects may also take three (3) weeks to
review and approve.
Every attempt will be nlade by this department to expedite this permit as soon as possible.

DRAINAGE AND CULVERT INSPECTIONS ARE REQUIRED BY PUBLIC WORKS!
Please read and check off each of the items below:
Town of Vail Building Department has developed the following procedures to
ensure that new construction sites have adequately established proper drainage
from building sites along and adjacent to Town of Vail roads or streets.
pzThe Town of Vail Public Works Depaftment will be required to inspect and approve
drainage adjacent to Town of Vail roads or streets and the installation of temporary
or permanent culverts at access points from the road or street onto the construction
site. Such approval must be obtained prior to any requests for inspection by the
Town of Vail Building Department for footings, temporary electrical or any other
inspection. Please call Leonard Sandoval at479-2LgB to request an inspection from
the Public Works Department. Allow a minimum of 24 hour notice.

and culvert installation with resulting road patching as necessary. Such approval

9z{nlaMul deposits; Subject to subsection C thereof, it is unlawful for any person to litter, track or
deposit, or cause to be littered, tracked or deposited, sand, gravel, rocks, mud, dirt, snow, ice, or any
other debris or material upon any street, sidewalk, alley or public place, or any portion thereof,
61ruotice; Abatement: The Director of Public Works may notify and reguire any person who violates or
causes another to violate the provision of subsection A hereof, or who has in the Director's employment
a person who violates dr causes another to violate the same, top remove such sand, gravel, rocks, mud,
dirt, snow, ice or any other debris or material within twenty four (24) hours after receipt of said notice
by the Director of Public Work. In the event the person so notified does not comply with the notice
within the period of tinle herein specified, the Director of Public Work, or other authorized agent, may
cause any such sand, gravel, rocks, mud, dirt, snow, ice, debris or any other material to be removed
from any street or alley at the expense of the notified.

any person who violateb or causes another to violate the same, may be issued a summons to appear
before the Municipal Court of the Town for said violations, and upon being found guilty of a violation

As requested, we have designed flexible and rigid pavement sections for the subject project enlrance and
drive. The purpose of this letter is to present our understanding of the project and to provide our flexible
and rigid pavement design recommendations for the subject project.
We understand that the pavement sections will be used for the entrance and drives for the residential
development located in Filing 2, Lion's Ridge Subdivision in Vail, Colorado. We understand that the
proposed drive will access six residential lots. We anticrpate that both flexible and rigid pavement
sections may be used for the proposed residential development. The pavement sections presented in this
letter are based on the Colorado Departmeut of Transportation's Roadway Design Manual and from soil
samples collected from the subject site.
Soil samples were obtained from the proposed subgrade on April 21, 2000 by excavating three
exploratory test pits. Laboratory tests performed on the samples indicated that the subgrade soi.ls consist
of A-4 soils with a Group Index of 0 jl accordance with tbe AASHTO Classification system. Based on
the AASHTO Classification and the Group Index" we have assumed a R-value of 30 for the A.4 soils
encountered at this site.
Because the entrance and drive are serving a small residential development we have assumed an
Equivalent Daily Load Applicatiou (EDLA) of 5, a design serviceability loss (APSI) of 2.0, a reliability of
85 percent and an overall deviation of 0.44. Based on these desigu criteria and the Colorado Department
of Transportation's Roadway Design Manual, tbe desip structural number (Slt) for the flexible
pavement is 1.9 and the required rigid pavement depth is 5.0 inches. The following table represents the
results of our pavernent design calculations.

We recommend that tbe top 12 inches of subgrade be moisture treated and compacted prior to placement
of base course or pavement. The soils should be moisture conditioned and compacled as recommended
in the following lable.

FLEXIBLE PAVEMENT CONSTRUCTION RECOMMENDATIONS
Experience has shown that construction methods can have a significant effect on the life and
sewiceability of a pavement system. We recommend the proposed pavement be construcled in the
following mamer:
i. The top 1.0 foot of the pavement subgrade slrould be moisture treated and compacted as
recommended in the attached letter.
2. Utility trenches and all subsequently placed fill shordd be properly compacled and tested
prior to paving' Soils shouid be ntoisture heated and compacted to values shown in
Table II, Compaction aod Moisture Treatrnent Recommendations il the aflached letter.
3- A-fter final subgrade elevations bave been reached and the subgrade compacted, lhe areas
should be proof-rolled with a heavy pneumatic tired vehicle (i.e., a l0-wheel dumptruck). Subgrade that is pumping or deforming excessively should be renoved and
replaced.
4- Ifareas of soft or wet subgrade are encountere4 the material should be snrbexcavated and
replaced- Suitable on-site soils or structural frll may be used. Where extensively soff,yelding subgrade is encountered, we recoulmend the excavation be inspected by a
representative of our office.
5' Asphaltic concrete should be plant-mixed material compacted to at least 92 percent of the
maxim"m theoretical density.
6. The subgrade preparatiotr and the placement and compaction of all pavement layers
sbould be observed and tested. Compaction criteria should be met priorio the placement
of the next paving lift.

RIGID PAVEMENT CONSTRUCTION R.ECOMMENDATIONS
Rigid pavement sections are not as sensitive to subgrade support characteristics as flexible
pavement. Due to the strenglh of.lhe concrete, wheel loads from traffic are distrjbuted over a large area
and the resulting subgrade stresses are relatively low. The critical factors affecting the performance ofa
rigid pavement are the strength and quality of the concrete, and the uniformity of the subgrade. We
reconmend subgrade preparation and construction of the rigid pavement section be completed in
accordance with the followinq recommendations.
l.The top I.0 foot of ttre pavement subgrade should be moisture treated and compacted as
recommended in tbe attached letter.
Utility trenches and all subsequently placed fill should be properly courpacted and tested
prior to paving, Soils should be moisture treated and compacted to values shown in
Table II, Compaction and Moisture Treatrnent Recommendations in tbe attached letter.
The resulting subgrade should be checked for uniformify atd all soft or yieldi:rg
materials should be replaced prior to paving. This should be done by proof-rolli"g with a
heavy pneumatic tired vehicle (i.e., a l0-wheel dump truck). Concrete shouid not be
placed on soft, spongy, frozen, or otberwise unsuitable subgrade.
Subgrade should be kept moist prior to paving.
Curing procedures should protect the concrete against moisture loss, rapid temperature
change, freezing, aud mechanical rnjury for at least 3 days after placement. Traffic
should not be allowed on the pavement for at least one week.
A white, liquid meorbrane curing compound, applied at the rate of I gallon per 150
square fee! shouid be used.
Construction joinls, including longitudinal joinls and transverse joints, should be formed
during construction or should be sawed sbortly aff.er the concrete has begun to set, but
prior to unconlrolled cracking. All joints should be sealed.
Construction control aud inspection should be carried out during tbe subgrade
preparation and paving procedures. Concreie should be carefully monitored for quality
control.
