BUILDING PERMIT ISSUANCE TIME FRAME
If this permit requires a Town of Vail Fire Department Approval, Engineer's (Public Works) review and approval,
a Planning Depaftment review or Health Department review, and a review by the Building Department, the
estimated time for a total review will take as long as three (3) weeks.
All commercial (large or small) and all multi-family permits will have to follow the above mentioned maximum
requirements. Residential and small projects should take a lesser amount of time. However, if residential or
smaller projects impact the various above mentioned departments with regard to necessary review, these
projects may also take three (3) weeks to review and approve.
Every attempt will be made by this department to expedite this permit as soon as possible.

is not picked up by the expiration date, that I must still pay the plan check fee and that if I fail to do so it may

Attached is the report for the asbestos survey and bulk sampling of suspected asbestos-
containing building materials at292 East Meadow Drive #216, Vail, Colorado.
This investigation was conducted on behalf of and for the exclusive use of Boles Custom
Builders (client), solely for use in a limited asbestos survey of the property. This report
and the findings herein shall not, in whole or in part, be disseminated or conveyed to any
other party, nor used by any other party, it whole or in part, without prior written consent
of Boulder Environmental Management.
The results of this survey are limited to materials that were assossable and foreseeable.
Additional materials may exist behind hard surfaces. Personnel knowledgeable of
asbestos containing materials should always oversee demolition activities. Demolition
work should be halted and sampling performed by a state of Colorado licensed building
inspector if additional materials, which are suspected of containing asbestos, are
encountered.

BULK SAMPLING REPORT
292 East Meadow Drive #2l6,Yail, Colorado
Introduction:
On April 14,2006, Boulder Environmental Management, Inc.'s building inspector,
Matthew Jacobson, conducted bulk sampling of suspected asbestos-containing materials
under the direction ofour client.
Sampling:
During the sampling process, suspect ACM was separated into three EPA categories.
These categories are thermal system insulation (TSI), surfacing ACM, and miscellaneous
ACM. TSI includes all materials used to prevent heat loss or gain or water condensation
on mechanical systems. Examples of TSI are pipe coverings, boiler insulation, duct
wrap, and mud packed fitting cement. Surfacing ACM includes all ACM that is sprayed,
trowelled, or otherwise applied to a surface. These applications are most commonly used
in fueproofing, decorative and acoustical applications. Miscellaneous materials include
all ACM not listed in the thermal system insulation or surfacing categories, such as
linoleum, vinyl asbestos flooring, and ceiling tile.
Boulder Environmental Management, Inc. followed EPA recommended sampling
guidelines for identification ofasbestos in bulk matrices. A set ofthree (3), five (5), or
seven (7) samples were collected for each material type and analyzed by Polarized Light
Microscopy (PLM). Each sample set was systematically analyzed. Upon determination
that a sample ia a set contained asbestos, analysis of the remaining samples in the set was
discontinued. If no asbestos was detected during the analyses, the suspect material was
determined to be negative for asbestos content.

Results:
The following materials were analyzed and determined to be non asbestos-containing
utilizing polarized light microscopy (PLM).
NON ASBESTOS-CONTAINING MATERIALS
Discussion:
Sample analyses results are reported in percentages of asbestos and non-asbestos
components. The EPA defines any material that contains greater than one percent (l%)
asbestos, utilizing PLM, as being an asbestos containing material. Materials that are
identified as "non detected" are specified as not containing asbestos.
Conclusion:
The materials sampled do not contain asbestos.
The results of this survey pertain only to materials tested. The laboratory reports
supporting these findings above are attached.

tile is to remain and is to be protected. Remove the existing wall tile in the tub surround. Tubs are to
remain. Existing vanity cabinet to remain. Remove drywall fom portion of wall behind the toilet and
install blocking in wall to support banjo top over the toilet. Replace the existing counter top with new solid
surface counter banjo top. Replace sink with under mount Kohler Caxton and new Owner provided faucet
(Jado). Create 1'-6" x 3'niches in wall with tile liner, round comer bead and (2) glass shelves. New bath
accessories to including heavy duty shower cutain rod. New tile at tub surround. New Owner provided
Shower/Tub Valve (Jado pressure balance). New clear alder wood base. Replace the existing metal hot
water base board heat covers with clear alder covers (2 - 30"). No crown. Replace the HVAC resisters
with new (white). Mirrors will be wall to shower tile and counter top to ceiling with hole for the-light
fixture. Install clear alder threshold at the door to transition tile to carpet. No electrical changes.

Hello Brad:
Based on my review and correspondence with Charlie Davis, Chief Building Offrciat for the
Town of Vail, the Mountain Haus building in Vail falls within the classification "Type I B" of
the 2003 International Building Code (see attached email record). The 2003 International
Building Code is the current code enforced by the Town of Vail.
You've asked me to review the fire-resistive rating and for two specific walls (only) within unit
#216 (identified/highlighted on attached Exhibit A). It is my opinion that these two refere,nced
walls, which appear to fonn a vertical plumbing chase, are defined in Chapter 7, Fire-Resistive-
Rated Constmction of the 2003 IBC, and specifically in Section 707, Shaft Enclosures. ln sub-
section 707.4,Fhe-resistive rating it notes that "Shaft €nclosures shall have a fueresistive rating
of not less than 2 hows where connecting fotn stories or more and not less than I horu where
connecting less than fout stories."...and *Shaft enclosures shall have a fire-resistive rating not
Iess than the floor assembly penetratd but need not exceed 2 hours." I've also attached this
sub-section of the 2003 IBC for your review, It is, therefore, my opinion tlnt both referenced
walls need to be 2 hour walls.
I also undersand that the Mountain Haus building is sprinkld but can not initially find any
exceptions to the above 2 hour above. Should Chdie Davis know of an exception
or way to drop to I hour with the we can reevaluate the following consnuc-tion
recommendations.

I would recornmend conshuction method 13-1.2 from table 720.1(2) of the 2003 IBC. I've
attached a copy of these recommendations which GENERALLY requires two fullJength layers
of /2" Tyr;r- X gypsum wallboard applied vertically to each side of metal studs and provides a 2
hour assembly (copy of table arhched). In addition, all penetrations though these walls shall be
sealed to comply with Section 712 and joints shall comply with Section 713.
If Charlie has any concems with the above recommendations, please have him give me a call to

7075 Continuity- Shaft enclosure walls shall extend from the
top of the flmrlceiling assembly below to the underside of the
floor or roof slatl or deck above and shall be securely attached
thereto. These walls shall be continuous through concealed
spaces such as the space above a suspended ceiling. The sup-
portiug construction shall be proteced to afford the required
fire-resistance rating of tle element supported. Hollow vertical
spaces within the shaft enclosure construction wall shall be
fuestopped at every floor level.
707.6 Exterior walls. Where extedor walls serve as a part of a
required shaft enclosure, such walls shall comply with the re-
quirements of Section 704 for exterior walls and the fue-resis-
tance-rated enclosure requirements shall not apply.
Exception: Exterior walls required to be fire-resistance
rated in accordance witb Section 1022.6.
707.7 OpeninS. Opedngs in a sbaft enclosure shall be pro.
tected in accordance with Section 7 I 5 as rcquired for fue bani-
ers. Such openings shall be self-clositrg or automatic-closilg
by smoke detection-
707.7.1 Prohibited openings, Openings other than those
necessary for the purpose ofthe shaft shall not be permitted
in shaft enclosures.
70?.8 Penehations. Penetrations in a shaft enclosure shall be
protected in accordance with Section 712 as rcquired for fire
barriers.
707.8.1 Prohibit€d p€rchtions. Penetrations other than
those neeessary for the purpose of the shaft shall not be per-
mitted in shaft enclosures. Ducts shall rrot penemte exit
shaft enclosures.
Exception: Duct penetrations as permitted in Section
1019.1.2.
707,9 Joints. Joints in a shaft enclosure shall comply with Sec-
tion 713.
707.10 Ducts and sir transfer openings. Penetrations of a
shaft enclosure tly ducts and air tansfer openings shall comply
with Sections ?12 and7l6.
707.11 Enclosure at the bottom. Shafu that do not extend to
the bortom of the building or structure shall:
1. Be enclosed at the lowest level with construction of the
same fire-resistance rating as the lowest floor tbrough
which the shaft passes, but not less than the rating re-
quired for the shaft enclosure;
2. Terminate in a room having a use related to lhe purpose
of the shaft. The room shall be separated ftom tbe re-
mainder of the building by comtruction baving a fire-re-
sistance rating and opening protectives at least equal to
the protection required for the shaft enclosure; or
3. Be protect€d by approved fire dampers installed in accor-
dance with their listhg at lhe Iowest floor level lvithin the
shaft enclosure.
Exceptions:
1. Tbe fue-resistarce-ratd toom separation is not rc-
quired provided there are no openings in or penetra-

tions of the shaft enclosure to the interior of the build-
ing except at the bonon The bottom of tbe shaft shall
be closed off around the penetrating items with mate-
rials permined by Section 717.3.1 for draftstopping,
or the room shall be provided with an approved auto-
matic fire suppression system.
2. A shaft enclosure containing a refuse chute or laundry
chute shall mt be used for any other purpose and shall
terminate in a room protected in accordance with Sec-
tion 707.13.4.
3. The fire-resistatrce-rated room separation and the pru
tection at the bottom of ttre shaft are not rcquired plo-
vided there are no combusdbles in the shaft and there
are no openings or other pnetrations tbrough the
shaft enclosure to the interior of rhe building.
707.12 Enclooure at the top. A shaft enclosure tbat does not
extend to the underside of the roof deck of the building shall be
enclosed at the top with construction of the same fire-resistance
rating as the topmost floor penetrated by the shaft, but not less
than the fire-resistance rating rcquirei for the shaft enclosure.
707.13 Refuse and laundry chutes. Refuse and laundry
chutes. access and tenDination rooms and incineralor roosrs
shall meet the rcquirements of Sections ?07-13.1 through
7U-13.6.
Erception: Chutes serving and contained witirin a single
dwelling unit.
7W.13-l Refuse and laudry chute enclosures. A shaft
enclosure containing a refuse or laundry chute shall not be
used for any other purpose and shall be enclosed in accor-
dance with Section 707.4. Openings into the shaft, including
those ftom access roonN and termination rooms, shall be
protected in accordance with this section and Section 715.
Openings into chutes shall not be located in exit access cor-
ridors. Opening protectives shall be self-closing or auto-
matic-closing upon the acuration of a smoke detector
installed in accordance with Section 907-10, except that
heat-activated closing devices shall be permitred between
tlp shaft and the temrination room.
707.13.2 Materials. A shaft enclosure coataining a refuse
or laundry chute shall be constructed of materials as pernrit-
ted by the building type of construction.
707.133 Refuse and laundrA chu& access rooms. Access
openings for refuse and laundry chutes shall be located in
rooms or compartments completely enclosed by construc-
tion tbat has a fire-resistance rating of not less than I hour
and openings into the access rooms shall be protected by
opening protectives having a fire plotection rating of-not
less than 3/, hour and shall be self-closing or automatic-clos-
ing upon the detection of smoke,
707.13.4 Termination room. Refuse atrd lautrdry chutes
