If yes was answered to any of the questions then a "Public Way" permit is required. You can pick up an application at either Community Development, located at 75 South Frontage Road or Public Works, located at 1309 Elkhorn Drive. Notice sign-offs for utility companies. ALL utilities must field verifo (locate) respective utilities prior to signing application. Some utility companies require up to 48 hours notice to schedule a locate. A construction traffic control/staging plan must be prepared on a separate sheet of paper. An approved site plan may also be used. This plan will show locations of all traffic control devices (signs, cones, etc.) and the work zone, (area of construction, staging, etc.). This plan will expire on November 1st and will need to be resubmitted for consideration for approval through the winter. Be aware that your resubmission for winter may be denied depending on the location of construction. Sketch of work being performed must be submitted indicating dimensions (length, width and depth of work). This may be drawn on the traffic control plan or a site plan for the job. Submit completed application to the Public Work's office for review. If required, locates will be scheduled for the Town of Vail electricians and irrigation crew. The locates take place in the morning, but may require up to 48 hours to peform. The Public Work's Construction Inspector will review the application and approve or deny the permit. You will be contacted as to the status and any requirements that may be needed. Most permits are released within 48 hours of being received, but please allow up to one (1) week to process. As soon as the permit is approved, the Building Department will be notified, allowing the "Building Permit" to be released. Please do not confuse the "Public Way Permit" with a "Building Permit". NOTE: The above process is for work in a public way ONLY. Public Way Permits are valid only until November 15th. A new Public Way Permit is required each year if work is not complete. Striking a balance between safe public access and giving conshuction projects room to build is becoming increasingly challenging, for us to meet all the needs of those who will be impacted by construction projects. The fact is, there is less room to build in the Town of Vail. Developing a creative Staging Plan is a must. Staging in the Town of Vail Public Right of Way is a Privilege, not a given right. We take into account when we review and approve staging / parking plans, impacts on neighborhoods, tourism, business and the traveling public along with your right to build. The General Contractor is resoonsible for all subcontractors and. all construction activitv relatins to the buildine oroiect. The staging plan will be enforced according to the Approved Set of Building and Staging Plans. You are required to keep a copy of the Approved Staging Plan on site. Two staging /parking plans are required, a summer and winter. Summer staging plans expire on November 1, and winter staging plans expire on April 15. (Note: There is no on street parking in the winter season and all materials. eouipment. etc must be 10' off the edee ofasphalt). Enforcement of all staging / parking plan is as follows. (c) Show the location of all dumpsters and port-o-john that are to be on site. (d) If a fence is required, then show the location of the fence and describe the material used for the fence. (f) If this stagiag plan is for a Demo Permit, then show staging for dump trucks and all related equipment. Also included in this repori are details for the concrete repair and replacement, and the replacement of deterioraied rail uprights. I am not including the scope of the areas to be addressed since this is akeady deflned in the report prepared by Martin and Marlin Consulting Engineers on September 8, 2003. REMOVAL OF EXISTING CONCRETE AND SUR.FACE PR=PARATION 1. The contractor shall be responsible for confining, colleciing and ciisposing of the broken concrete and other waste materials that result from the removal operations. 2. Prior to concrete removal work, all elernents depending on the concrete to be repaired for their support may require shoring. 3. The limiis of concrete removal shall be saw cut. 4. Newly exposed sound concrete shall be roughened by light sandblasting and cleaned by blowing away loose material with a compressed air jet 5. The contracior shall determine that all unsound ccncrete has been removed by soundihg ihe final prepared sufr aces. 6. Exposed reinforcement to remain shall be thoroughly cleaned by sandblasting to remove all rust and unsound concrete. 7. All existing surface coating shall be prepared for the surfaces to receive the new top coating system in all ai'eas where the concrete is not being repaired or replaced. B. All sound concrete surfaces shall be cleaned by shot blasting or sandblasiing to remove surface contaminants. Follow this process by cleaning with a compressed air jet. The air jet shall be concentrated at cracks, construction joints and repair patch perimeter jntedaces to insure that contaminants are removed from these crevices 9. lf prepared surfaces become cortamineted after cleaning, they shall be redone at coniractor's expense prior to applying the sealer. o Page2 REPAIR TO GROUND LEVEL DECK OUTSIDE EDGE 1. Contractor shall remove traffic coating on east retaining walls adjacent to grounJ level decks, ' and traffic coating system on decks for a distance of six inches back from the retaining walls. 2. CONCRETE MIX REQUIREMENTS 1. Concrete shall attain 5000 psi minimum compressive strength in 28 days. 2. Aggregate shall be T." minimum normal weight aggregate. 3, Maximum water to cement ratio to be 0.40. 4. Maximum slump to be 6". 5. Air entrainment to be between 5o/o and 7 .1ok. 6. Cement to be Type L 7. A mid-range water reducing admixture shall be included in the concrete mix. 8. An air-entrainment admixture shall be included in the concrete mix. 9. Reinforce concrete with Inforce fibermesh fibers. Burn-off all fibers protruciing above concrete prior to applying traffic coating. 10. Concrete shall be finished with a double steel trowel finish, followed by a light hair broom finish. 1 1 . Concrete curing shall be done with either a sodium silicate base curing compound or wet curing. No other curing method will be acceptable. 12. New concrete should not be coated for at leasi 28 days to permit it to cure and dry out. Concrete shall be tested using the ASTM D 4263-83 patch test method for residual moisture after the 28 day curing period and before apply the trafiic coating. Contractor may obtain a description of this patch test method from Boyle Engineerihg, Inc. if not familiar with the procedure. 13. lf concrete surfaces to receive traffic coating become contaminated by excessive foot traffic prior to applying coating, they shall be cleaned by acid washing at the contractor's expense prior to applying the coating. Form decking shall be galvanized and match existing form decking. lt is assumed that existing decking is 1 n' galvanized 26 gage "Tufco/' standard rib decking. 3. New form decking shall lap a minimum of 4" over existing decking. Concrete shall be removed in a manner to expose this minimunn amount of existing decking. 4. New form deck shall be secured to supporting structural steel with puddle welds and welding washers per the manufacturer's recommendations. SEALANTS 1. Contractor shali prepare surfaces, install backup material and apply specified sealant per specifications in this section. 2. Use one-cornponent polyurethane low-modulus, non-sag sealant on walls and cove beads at traffic coating. Approved products are Tremco Dymonic "Pecora Dynatrol 1", Sonneborn "Sonolastic NP-1", Sika "Sikaflex 1 a" or "Sikaflex 1 5 LM". 3. Use two-component polyurethane self-leveling sealant for horizontal concrete surface joints. Approved products are Tremco 'THC 900", Pecora "Dynatred", or Sika "Sikaflex - 2C SL". 4. Clean and prime all sealant joints with a primer recommended by the sealant manufacturer. 5. Provide a sealant backer rod backup material for all sealants Rod shall consist of compressible rod stock of closed cell polyethylene foam, jacketed polyurethane foam, butyl rubber foam, neoprene foam or other flexible permanent, durable non-absorptive material as recommended by sealant manufaciurer for compatibility with sealant used. 6. Provide polyethylene tape or other bond breaker tape as recommended by sealant manufacfurer on the bottom of joint between concrete and steel screed angle so sealant does not achieve three sided adhesion and performs propedy. 7. Prepare joints to receive sealant in a good workmanlike manner which meets the recommendation of the seaiant manufacturer, Clean both corrcrcte and steel thoroughly in "" locations where sealant is to be applied, Metal shall be cleaned to a "bright white" conditron. All sufaces shall be free of any old seaiant, contaminants and impurities which are deirimental to bonding or adhesion of primers or sealant. Joints shall be prepped adjacent to edge angle for entire length shown on report prepared by Martin and Martin on September 8, 2003. B. Apply primer to both concrete and metal prior to applying sealant per manufacturer's recommendations. Allow primer to dry prior to applying sealant, L Use joint backing to control depth of joint. Joint backing should compfess 25% when inseded into joint. 10. Apply sealants neatly and in a good workmanlike manner per manufacturer's instructions. Fill joints to a depth equal to 75% of joint width. Total depth of sealant shail be between 3i8" and 5/8". Joint backing shall be installed to control sealant depth accordingly. Depth of sealant must not exceed width of joint. New sealant shall be installed adjacent to edge angle for entire length shown on report prepared by Martin and Martin on September 8, 2003. o Page 4 March 3, 2004 11. Apply sealant using a gun with proper size nozzles. Use sufficient pressure to fill all voids and joints soiid to backup material, with complete wetting of all joint bond surfaces. 12. Applied sealant shall form a full, smooth, uniform bead, free of ridges, wrinkles, sags, air pockets and embedded impurities, 13. After joint has been completely filled with sealant, neatly tool joint sealant to eliminate air pockets or voids, and to provide a smooth, slightly concave, neat appearing finish, with sealant surface slightly below adjoining surfaces. Wetting of finished surface will not be allowed. 1 4. Protect adjacent surfaces from sealart material. 15. Cure sealants in compliance with manufacturer's instructions, to obtain high-early bond strength, internal cohesive strength and sudace durabiliiy. Protect joint sealers during construction period so that they do not become damaged or deteriorate. TRAFFIC COATING Contractor shall furnish all labor, material and equipment necessary to complete the application of heavy duty pedestrian traffic coating system to all areas of decks as indicated on drawings prepared by Martin and Martin Consulting Engineers on September B, 2003. Furthermore, the contractor shall apply the traffic coating system to all other areas determined to be in need of replacement by a joint decision between the engineer and contractor Curing the construction process. Contractor shall submii evidence that his existing company has a minimum of five years continuous successful experience in applying the specified irafric coating system with his bid. Furthermore, contractor shall provide a Cedificate of License issued to him by the coaiing system manufacturer. Traffic coating system shall be 3M Traffic Topping Scotch-Clad Brand Deck Coating System "P" /nadectrian r rcrna\ The top surface of the substrate shall be inspected and treated in strict accordance with manufacturer's recommendations to remove laitance, loose material, grease, oil and other contaminants which could afrect the bond with the membrane prior to application. Existing coating to receive new topping shall also be prepped per manufacturer's recornmendations prior to applying new coaiing system. lf concrete surfaces to receive traffic coating become contaminated by excessive foot trafiic prior to applying coating, they shall be cleaned by acid washing at the contractor's expense prior to applying the coating. New concrete should not be coated for at least 28 days to permit it to cure and dry out. Provide a /z inch bead of sealant at all post bases that project through deck coatings and rigidly connect to the substrate. Tool the sealant to form cove and allow to cure before overcoating with traffic coating. 9. Install deck coating materials in strict conformance with all safety and weather conditions required by manufacturer, product literature, Material Safety Data Sheets, and/or local, state and federal rules and reoulations. 10. Apply traffic coating materials when rain is not anticipated within eight hours following applicatjon, when substrate sur*ece temperatures are between 40 and 110 degrees F. SOFFIT AND FASCIA REPAIRS AND REPLACEMENT 1 . Contractor shall be responsible for repair and/or replacemenl of existing exterior soffits that are removed or damaged during the construction process at his own expense. 2. Soffit repair/replacement shall consist of installing the framing necessary to supporl soffit material, installing "greenboard" soffit material, applying a stucco flnish to match lhe existing soffits in the building, and painting to match existing color on the building. 3. Contractor shall provide a price per post for replacement or repair of additional deck rail posts beyond the basic numbers noted above that might be deemed necessary during the demolition process, Determination of any additional post replacement will be made jointly with the structural engineer during the demolition process. 3. Contractor shall provide a price per square foot number for any additionai concrete replacement work that might be deemed necessary during the demolition process that exceeds the basic area described in the Martin and Martin report. Determination of any additional areas will be made jointly with the structural engineer during the demolrtion process. 4. Contractor shall provide a price per square foot for complete replacement of the traffic coating system in areas other than locations where concrete is being replaced. These locations and the exlent of the repairs shall be jointly determined by the engineer and the contractor during the construction process. 5. The contractor shall be responsible for completing and submitting all forms required for the building permit. The condominium association will pay all application fees due with the submittal. 6. The contractor shall submit his bid to Geoff Wright at the Landmark Building in Vail, Colorado by 5 p.m. on March 26,2004. 7 . The anticipated construction schedule is as follows: Work shall commence on or after Aoril '19. 2004. Work shall be completed by 5 p.m. on June 25, 2004.
