Town of Vail Mechanical Godes and Desiqn Criteria
I You must obtain Design Review Board (DRB) approval if any of the mechanical work will involve ANY exterior
work. This includes and is not limited to removal and replacement of driveway snow melt systems. Please
contact the Development Review Coordinator at479-2128 for additional information.
r The Town of Vail has adopted the 2003 International Mechanical Code and the 2003 International Fuel Gas
Code.
r All new construction within the Town of Vail is considered to be of unusually tight construction, thus all
combustion air is required to be drawn from outside the structure for mechanical equipment.
Town of Vail FirePlace Ordinance
In September of 1 991 , the Vail Town Council adopted an ordinance which restricts te construction and use of open hearth
fireplaces within municipal boundaries. Since that time the ordinance has undergone numerous changes and revisions,
striving for compromise, yet effectiveness in addressing the air quality issue. Therefore the following criteria has been
adopted:
I Construction of open hearth wood burning fireplaces is no longer permitted within Town of Vail municipal
boundaries.
r Dwellinq Units - Each new dwelling unit may contain:
One (1) EPA Phase ll certified solid fuel burning device and no more than two (2) gas appliances (B vent)
OR
Two (2) gas log fireptaces and no more than two (2) gas appliance fireplaces (B bent).
Restricted Dwellinq Units - Each new restricted dwelling unit may contain:
One (1) gas log fireplace and not more than one (1) gas appliance fireplace.
Accommodation Units - Each new accommodation unit may contain:
One (1 ) gas log fireplace or one (1) gas appliance fireplace.
lf two or more separate dwelling units or accommodation units are combined to form one larger unit' the
combined unit may retain one woodburning fireplace (if one already exists) and no more than 2 gas appliance
fireplaces, or may convert up to two existing fireplaces to gas.
lf during the course of a remodel an existing woodburning fireplace is altered or moved, the unit must then
comptywith all provisions of the ordinance- That is, the fireplace must be converted to natural gas or
replaced by an EPA Phase ll certified unit.

1.0 EXECUTIVE STJMMARY
Srurise Environmental, Inc. has completed a Limited Pre-Renovation Asbestos
Inspection of Mountain Meadow Townhome unrt #7, 4686 Meadow Drive, vail,
colorado. The inspection was performed by Mr. scott D. sanders of sunrise
Environmental, lnc. on september 8, 2008. After identiffing homogeneous areas of
suspect Asbestos containing Building Materials (ACBM), the inspector collected
samples from each Homogeneous Area, which were analyzed by polarized light
microscopy.
Of the three (3) homogeneous areas identified and sampled by Sunrise Environmental,
Inc.; none (0) were found to contain greater ttnn l% asbestos. Sunrise Environmental,
Inc. did not presume any additional building materials to contain greater than 1%
asbestos.

2.0 SCOPE AI\D FACILITY INFORMATION
2.1 Inspection Objectives and Scope
No Bull Repair & Remodeling, Inc. requested Sunrise Environmental, Inc. inspect the
interior of Mountain Meadow Townhome Ufit #7 ,4686 Meadow Drive, Vail, Colorado
for the presence of asbestos containing building materials (ACBM). Sunrise
Environmental, Inc. performed a Limited Pre-Renovation Asbestos Inspection in
accordance with the requirements of 40 CFR 61, National Standards for Hazardous Air
Pollutants OTESHAP), and Colorado Departnent of Public Health and Environment Air
Quality Control Commission (CDPHE-AQCC) Regulation 8, which require that a
building be thoroughly inspected for the presence of asbestos-containing building
materials prior to renovation or demolition,
Our scope of services included the following:
e Identi9 suspect asbestos containing building materials (ACBM) within the
building.
o Collect bulk samples of all identified suspect materials in accordance with 40
CFR 763.86 and CDPIIE-AQCC Regulation # 8.
o Submit the bulk samples to a NVLAP accredited asbestos laboratory for
analysis;
. Speci& the condition of the suspect ACBM;
o Compile a final report of findings.
Sumise Environmental, Inc. made reasonable efforts to locate and identify asbestos
containing building materials (ACBM) at Mountain Meadow Townhome Unit #7, 4686
Meadow Drive, Vail, Colorado without performing destructive access, such as removing
concrete or concrete block, bricks, plaster, drywall, or similar materials to access
inaccessible meas. Should unidentified materials be encountered, additional bulk
material samples should be collected to determine potential asbestos content. The
inspection was conducted by CDPIIE Certified Asbestos Building Inspector Scott D.
Sanders.
2.2 Building Description
Mountain Meadow Townhome Unit #7, 4686 Meadow Drive, Vail, Colorado was
repodedly built in the early or mid 1980's. The main building material components
consist of wood framing with wood floors, drywall walls and ceilings.
2,3 Review of Existing Information
No previous asbestos inspection documentation was provided for review.

3.0 METHODS AND TECHIYIOIJES
3.1 Inspection
Sunrise Environmental, Inc. inspected Mountain Meadow Townhome Unit #7, 4686
Meadow Drive, Vail, Colorado to locate and identift friable and non-friable asbestos
containing building material. Mr. Scott D. Sanders of Sunrise Environmental, Inq.
performed the inspection Monday, September 8, 2008. Mr. Sanders is a Colorado
Deparfrnent of Public Health and Environment (CDPIIE) certified asbestos building
inspector. The inspector visually inspected accessible portions ofthe building to locate
and identiff suspect ACBM, touched susp€ct ACBM to determine friability, and
determined the extent of homogeneous areas of friable and non-friable suspect ACBM.
3.2 BulkSampling
Random bulk samples, representative of the suspect asbestos containing building
materials of each homogeneous area, were collected according to guidelines published as
Environmental Protection Agency (EPA) Finat Rule: Title II of the Toxic Substances
Contol Act (TSCA), 15 USC, Sections 2641 tbrough 2654 and in cornpliance with 40
CF& Paxt 763 and Colorado Department of Public Health and Environment (CDPIIE),
Regulation Number 8. Representative sampling is based on the following criteria:
L The distribution of the suspect material throughout the homogeneous area.
2. The suspect materials physical characteristics and application.
3. Random sampling pattems determined for each homogeneous area.
Suspect materials sampled and analyzed should be considered representative of materials
in each homogeneous area if:
l. They exhibit similar physical characteristics.
2. T\e application of the sampled material can be correlated to the application of
un-sampled material.
Suspect materials similar in appearance and application were sampled as homogeneous
areas. Suspect materials were divided into three classifications and sampled according to
applicable regulations based on classification of each homogeneous material and the
quantity of each homogeneous material as listed below:
l. Surfacing Materials - Troweled on or sprayed on material
. 1,000 square feet requires a minimum ofthree (3) samples
r Greater than 1,000 square feet but less than or equal to 5,000 square feet
requires a minimum of five (5) samples
. Greater than 5,000 square feet requires a minimum of seven (7) samples

2. Thermal System Insulationo Each system requires three (3) samples
3. Miscellaneous - other suspect materials not classified in the above categorieso Sufficient samples to adequately characterize the materials with a
minimum of one (1) sample
After identifying homogeneous areas of suspect ACBM, representative samples from
each homogeneous .uea were collected. The inspector randomly selected the sample
locations and collected samples in a manner to minimize the release of fibers into the air.
The inspector documented each homogeneous rue4 sample location, sample number and
other pertinent information at the time of the inspection. A total of l1 samples were
collected for analysis from three (3) separate Homogeneous Areas.
3.3 Samnle Analvsis
Bulk samples collected were submitted for analysis at FRS Geotech, Inc. located at l44l
W. 46tn Avenue, Suite 14, Denver, Colorado, and were analyzed by polarized Light
Microscopy (PLM) for asbestos content. FRS Geotech, Inc. is accredited by the National
Institute of Standards and Technolory G.IIST) under the National Voluntary Laboratory
Accreditation Program (I\.rvLAP). PLM was performed in compliance with guidelines
established by the usEpA (EpA/600/R-93/n6).
Sunrise Environmental, lnc. determines the material of a given homogeneous area to be
ACBM based on a finding that at least one sarnple collected from the material showed
asbestos fibers present in an amount grcater than one percent (l%). Sunrise
Environmental, Inc. considers a material not to be ACBM only if the results of all
samples collected from the material showed asbestos content to be less than one perc€nt
(r%).
The CDPHE-AQCC require point count analysis for friable materials greater than 0% but
equal to or less than l% to disprove false negative results analyzed by visual estimation.
EPA-NESHAP recommends point count analysis for visual estimations from greater than
l% to l0% to disprove false positive results or consider the material to be asbestos
containing. Sunrise Environmental, lnc. recommends point count analysi s up to 2%o
based on experience and quality of analysis. None of the samples collected were
submitted for point count analysis.
The analysis of the bulk samples was performed on september 9, 2008 as listed in the
Analytical Data Section of this report (See Appendix A). Condition assessments were
performed by the accredited inspector at the time of inspection.

limited asbestos inspection was performed for the purpose of renovation.
Sunrise Environmental, Inc. made reasonable efforts to locate and identiff asbestos

8.0 ConclusionsandRecommendations
No asbestos containing interior building materials were identified at Mountain
Meadow Townhome Unit#714686 Meadow Drive, Vail, Colorado.
9.0 Limitations
The findings set forth in this report are strictly limited in time and scope to the date of the
evaluation(s). The conclusions presented in the report are based solely on the services
described therein, and not on scientific tasks or procedures beyond the scope of agreed
upon services or the time and budgeting restraints imposed by the client.
Because of the hidden nature of many building components, it may be impossible to
determine if all building components have been located and subsequently tested.
Destructive testing in some instances is not a viable option. Sunrise Environmental, Inc.
does nol therefore, guarantee that all potential ACBM has been located. For the same
reasons, estimates of quantities are subject to readily apparent situations. We do wanant,
however, that the investigations and methodolog5r reflect Sunrise Environmental, Inc,'s
best efforts based upon prevailing standard of care and due diligence in the environmental
field.
The purpose of this report was to assess the physical characteristics of the subject Site
with respect to the presence of asbestos containing building materials. No specific
attempt was made to check on the compliance of present or past owners or operators of
the Site with federal, state or local laws and regulations, environmental or otherwise.
