I have revieuled lour questions with Tom Allenderwith Vail Resorts. The
following are the answers to lour questions:
Race Cig
1. We will seed the disturbed soil around the building with native
grasses to be consistent with what is there now. We are not
contemplating any other landscape because there is cunenfly no
landscaping. That is because this area is groomed in the winter and the
landscaping would not survive.
2. The existing building does not have exterior lighting, the proposed
building will not have exterior lighting.
3. The existing building does not have a amplified sound system as part
of the building. A sound slrstem is not proposed as part of the new
building. The need for a sound system is evenl specific. When a system
,.y's needed it is provided by a vendor to meet the needs of ihe event.
{- 4. The existing building is used during the winter for events and- ' - provides office space for tno in the offseason.
5. No additional staffwill be using this facility. The are no changes
to the traffic or parking needs. . The existing building is functionally
obsolete. We are providing adequate spac€ for the existing staff to
properly do their job.
6. We do not know of a protected view corridor associated with this
property.
7. We do not know the original construction date of this building. We
believ€ mid 60's.
Children's Center
1. We are not changing the number of staff. We are providing more
space for the existing staff to do their job.
2. I don't know how many staff exist, but we are not changing the
number of staff.

4. We dont knovv. However, we are not changing the number of staff
working in this facility or the uses.
The cunent theme behrveen lhese tvro projects is that the number of staff
is not changing. Both buildings are obsolete in terms of their function
and do not provide enough space for the staff to do their jobs. We are
simply increasing the staffs workspace.

Hopefully your weekends have been nice. Regarding the referenced applications, I have a few
questions/needs that have surfaced as I have been writing the memos for review by PEC on the 14th.
Would you mind addressing these items so that I may incorporate them into the memos?
Race Course bldg:
1. Please provide a landscaping plan. I think this might be a request eventually, and I would like to have
something to show for it.
2. ls there any lighting to be placed on the new "shack"? lf so, please submit a lighting plan and the
appropriate cut sheets, or submit in writing a statement indicating that no lighting will be present.
3. ls any amplified sound associated with/needed for this building? Again, if so, please specify the
location, the meihod, etc.
4. Will this building be used during the winter only or throughout the year?
5. How are you proposing to address any traffic or parking needs that will be generated by staff that will
occupy/use the additional space being provided in this new building?
6. George mentioned that the Northwoods condo owners may have an issue with a view corridor in this
area. Does this ring a bell? | don't know that we need anything from you regarding this issue, but thought
I would ask an!

This project proposes to fill 4 areas on the second floor, which are open to the floor
below, ofthe facility in order ofincrease usable floor space for children's ski school
progmms.
There will be no change in the usage, density, number of occupants or operation of the
current building as a result ofthis project.
Mechanical and fire / life safety systems will be upgraded as part of this project to satisfy
the new configuration of the building.

The applicant, Vail Associates, represented by Jay Peterson, is requesting an amendment to an
approved development plan within the Ski Base Recreation (SBR) zone district, in accordance
with Section 12-8D€, Development Plan Required, Vail Town Code, to allow for an interior
addition within the Children's Ski School Building and a Conditional Use permit, pursuant to

DESCRIPTION OF THE REQUEST
The applicant, Vail Associates, represented by Jay Peterson, is requesting an amendment to an
approved development plan within the Ski Base Recreation zone district, to allow for an
increase in gross square footage at the Children's Ski School Building. According to the Ski
Base Recreation District, a development plan is required foranydevelopmentoccuning within
the District, which must be reviewed and approved by the Planning and Environmental
Commission. Any amendments to an approved development plan, such as the one being
proposed today, are considered in accordance with Section 12-9A-1 0, Amendment Procedures,
Vail Town Code. The Children

The second request, the "redevelopment of ski racing facilities', is being prompted by the failing
condition of the existing race shack. The race shack is located just east of the Riva Bahn
Express Lift and adjacentto the'Golden Peak Race" run. The existing shack is two stories tall
and approximately 1 ,000 square feet in size and is located nearby a similar building that exists
for storage and is about 750 square feet in size. Both structures are proposed to be demolished

Though 'ski racing facilities" are a permitted use "oubide of lodge' within the Ski Base
Recreation Distict, "redevelopment of ski racing facilities' is a Conditional Use Permit and is
subject to Planning and Environmental Commission review.
Reductions of the plans for both requests have been attached for reference (Attachment A).

APPLICABLE PLANNING DOCUMENTS

Staff has reviewed the Town of Vail Zoning Regulations (Title 12, Zoning Regulations, Vail
Town) and believes the following code sections are relevant to review of the applicant's
request
Section 12-8D-1: Purpose:The Ski Base/Recreation District is intended to provide forthe base
facilities necessary to operate the ski mountain and to allow multi-family residential dwellings as
a secondary use if certain criteria are met. In addition, summer recreational uses and facilities
are encouraged to achieve multi-seasonal use of some of the facilities and provide for efficient
use of the facilities.
Section 12-8D-3: Conditional Uses (in part): Ihe following conditional uses sha// be
permitted in the ski base/rccreation district, subject to fhe lssuance of a conditional use
permit in accordance with the prcvisions of chapter 16 of this title:

Sectibn 12-8D-6: Development Plan Required:
A. Compatibil$ With lntent: To ensute the unified development, the protection of the natuml
environment, the compatibilitywiththe sunounding area andto assurcthatdevelopmentin
the ski base/rccrcation distict will meet the intent of the district, a development plan shall
be rcquircd.

Section 1 2-9A-1 0: Amendment Procedures
1. Minor modificafions consislent with the design criteia outlined in subsecfion 12-gA-2
(definition of 'minor amendment') of this Article, may be approved by the Depaftment of
Community Development. AII minor modifications shall be indicated on a completely rcvised
development plan. Approved changes shall be noted, signed, dated and filed by the
Depaftment of Community Development.
2. Notification of a prcposed minor amendment, and a repoft of statr action of said nequest,
shall be provided to all property owner€i within or adjacent to the special development district
that may be atrected by the amendment. Affected prcperties shall be as determined by the
Depaftment of Community Development. Notifications shall be postmarked no laterthan five
(5) days following staff action on the amandment rcquest and shall include a brief statement
descibing the amendment and the time and date of when the Planning and Envircnmental
Commission will be informed of the staff decision. ln a// cases the report to the Planning and
Envircnmental Commission shall be made within twenty (20) days from the date of the
sfaffs declsrbn on the requested amendment.
3. Appeals of staff decisions may be filed by adjacent property ownens, owners of pope$
within the special development distict, the applicant, Planning and Envircnmental
Commissionmembersormembersof theTownCouncilasoutlinedin Secfion 12-3-3of this
Title.
Section 1 2-9 A-2: Defi n itions
MINORAMENDMENT (STAFF REVIEW): Modificationsto building plans, srfe orlandscape
plans that do not after the basic intent and chancter of the approved spcial development
district, and are consislenf with the design crtteria of this chapter. Minor amendments may
include, but not be limited to, vaiations of not more than frve feet (5') to approved setbacks
and/or building fatprints; changes to landscape or site plans that do not advercely impact
pedestian orvehicular circulation thrcughout the special development distict; or changes
fo gross floor arca (excluding residential uses) of not more than five percent (5%) of the
apprcved square footage of retail, office, common arcas and other nonresidential floor area,
except as prcvided under section 12-l 5-4, 'lnteior Conversrbns", or 12-1 *5, 'Additional
Grcss Resldential Floor Area (250 Odinance)", of this title.
Vail Land Use Plan
Staff has reviewed the Town of Vail Land Use Plan. The plan is intended to serve as a basis
from which future decisions may be made regarding land use within the valley. Staff believes
the following goals of the Vail Land Use Plan are applicable to this proposal:
Goal 1.1 Vail should continue to grow in a contrclled environment, maintaining a
balance between rcsidential, commercial and recrcationaluses fo serue
both the visitor and permanent resident.
Goal 1.3 The quality of development should be maintained and upgmded
whenever possible.
Goal 2.2 The ski area owner, fhe business community and the Town leaders
should work together closely to make existing faciffiies and the Town
fu nction more efficiently.
Vail Villaqe Master Plan
Staff has reviewed the Vail Village Master Plan. The plan is intended to guide land use
decisions in the VailVillage area. The Children's Center is addressed in the VailVillage Master
Plan under the "Golden Peak Ski Base Sub-Area." The goals forVailVillage are summarized in
six major goal statements. Each major goal focuses on a particular aspect of the Village
community (promotion of a healthy economy, environmential protection, etc.). €aeH;tified
goal is listed below as well as the applicable objectives and policies that are addressed by the

plan.

commercial facilities.

throughout the Village and allow for development that is

The specific concepts in the Vail Village Master Plan that address the Golden Peak area serve
as advisory guidelines for future land use decisions by the Planning and Environmental
Commission and the Town Council. The Master Plan recognizes that properties within the sub-
area will redevelop, as the following sections from page 59 and 60 state:

CRITERIA A!'ID FINDINGS FOR A DEVELOPMENT PLAT{ AND A CONDITIONAL USE
PERMITWITHIN THE SKI BASE RECREATION ZONE DISTRICT
DEVELOPMENT PLAN
Criteria used for development plan evaluation within the Ski Base Recreation zone district are
as follows:

produce a functional development plan responsive to the site, the eurrounding
nelghborhood and uses, and the communlty as a whole.
It is anticipated the proposed Children's Center infill will better accommodate the
existing activities and office staffwithin the building. The proposalfor additional interior
space will likely bear no effect on the neighborhood or community as a whole.
Additionally, lhe redevelopment of the ski racing facilities will provide a better structure
(improvement) for the uses of that site cunently and for the neighborhood and
community as a whole.

B. Open space and landscaping arc both func'tional and aesthetic, are deeigned to
preserve and enhance the natural features of the site, maximize opportunities for
accese and use bythe publlc, provlde adequate buffering between the proposed
uses and gurroundlng properties, and when possible, arc integrated wlth existing
open space and recreation areas.
Neither open space nor landscaping would be affected by the proposed Children's
Center infill. The proposed race building will add -1 ,200 square feet of site coverage,
but *ll preserve the natural features (n'amely two coniferous trees) on the site a-nd
maximize opportunities for use by the public by combining two existing buildings into
one building.
G. A pedestrlan and vehlcular circulation system designed to provlde safe, efficlent
and aesthetlcally pleasing circulatlon to the site and throughout the development.
The existing pedestrian and vehicular circulation slptem would remain intract. Because
no staff is being added to the Children's Genter to prompt this request, the circulation is
presumed to remain unchanged. Regarding the ski race building redevelopment, a
vehicular circulation slatem is in place that will remain for the purpose of the
redevelopment.
D. Compliance with the Vall Gomprehensive Plan and otherappllcable plans.
Staff believes that neitherthe proposed infill northe ski race building redevelopmentare
bffected bythe Vail Comprehensive Plan.
CONDITIONAL USE PERMIT
The review criteria for a request of this nature are established by the Town Code. The
proposed redevelopment of ski racing facilities is located "outside of lodge" within the Ski
Base Recreation District. Therefore, this proposal is subject to the issuance of a conditional
use permit in accordance with the provisions of Chapter 12-16, Vail Town Code.
A. Consideration of Factors Reqardino Conditional Use Permits:
1. Relationship and impact of the use on the development obiectlves of the
Town.
Staff believes the proposed redevelopment of ski racing facilities is consistent with
the purpose of the Ski Base Recreation District and the aspects of the associated
plans which address recreation and their related aesthetic environment. The
proposal for redevelopment of an aging structure contributes to the improvement of
the existing uses and conditions within the area.
2. The effect of the uae on light and air, disbibutlon of populatlon, transportatlon
facilities, utilltles, schools, parks and recreatlon facilities, and other publlc
facilitiee needs.
Straff believes the proposed location of the ski racing facilities will have no negative
effecb on the above-mentioned criteria as the area is cunenty occupied by a ski
racing facility and is also conducive to public recreation, facilities, and needs.
Efiect upon traffic with partlcular reference to congestlon, automotlve and
pedestrian safety and convenlence, trafflc flow and control, accoss,
maneuverabllity, and removal of snow from the street and parking areas.
Staff believes that the proposed ski racing facility redevelopment will have no
negative effecb on the above-mentioned criteria. The location was agreed upon by
various Town Departments in association with the original Golden Peak
development plan, and does not impede pedestrian or vehicular traffic.
Efhct upon the character of the area in whlch the proposed use is to be
located, including the scale and bulk of the proposed use in relatlon to
surrounding uaes.
The proposed location of the ski racing facility is compatible with the sunounding
uses. The scale of the new building is congruent with the existing race facility.
B. The Plannino and Environmental Commission shall make the followino findinos
before orantino a conditional use oermit:
That the proposed location of the use is in accordance with the purposes of the
conditional use permit section of the zoning code and the purposes of the Ski
Base Recreation District.
That the proposed location of the use and the conditions under which it will be
operated or maintrained will not be detrimental to the public health, safety, or
welfare or materially injurious to properties or improvements in the vicinity.
That the proposed use will comply with each of the applicable provisions of the
conditional use permit section of the zoning code.

ZONING ANALYSIS -
SKI BASE RECREATIONAL DISTRICT - MINOR AMENDMENT
The Golden Peak Ski School proposes to infill four separate second floor
openings that will provide for an addition of 1,318 square feet of floor
area. The purpose of the additional area is not to provide for additional
staff, but to provide additional work area for existing staff in order to
make their work area more functional.
The total gross floor area between the ski school and residential Colden
Peak base facilities is approximately 35,500 square feet. The amount of
the proposed infill floor area is 1,318 square feet. The proposed
additional space is less than 5% of the gross area of the two buildings
and is therefore being requested as a minor amendment.
We are requesting that no additional parking be required because no
additional staff is being added to the ski school facility.
The building envelope of the structure is not being modified beyond the
existing exterior walls and roof. Therefore, there are no changes to
building and deck setbacks, architectural projections, site coverage,
landscape area, lot size, frontage, and building height.
